Waterfront Resilience Program (WRP)

The Waterfront Resilience Program (WRP) is a multi-decade, multi-hazard Program led by the Port of San Francisco with the goal of adapting the Bay waterfront along the Port’s 7.5-mile jurisdiction to address multiple hazards including coastal and combined flooding, sea level rise and earthquakes. The Port and the U.S. Army Corps of Engineers (USACE) released the San Francisco Waterfront Coastal Flood Study Integrated Feasibility Study and Environmental Impact Statement (Flood Study), including a $13.5 billion Draft Plan for adapting the waterfront for public review in February 2024. The Port is also implementing construction to mitigate risks that can be initiated in the near term (Early Projects) funded by Proposition A, the Seawall Earthquake Safety Bond, and other sources.

Job Description

Under the direction of the Waterfront Resilience Director, the Waterfront Resilience Program (WRP) Deputy Program Manager - Environmental develops the programmatic strategy for planning and execution of nature-based adaptation strategies, investigation and remediation of hazardous materials, and permitting and environmental review for all WRP activities through 2030 and beyond, including managing staff, consultants, and public and resource agency engagement.

This position is a key leadership position within the WRP, working collaboratively alongside the WRP Deputy Program Manager – Engineering & Project Delivery, WRP Deputy Program Manager – Planning, and WRP Flood Study Project Manager.

The essential functions of this position include:

• Oversees the planning and execution of nature-based adaptation strategies, including the Living Seawall Pilot and the Engineering with Nature Working Group in coordination with the Waterfront Resilience Program Deputy Program Manager – Planning and the Flood Study Project Manager. 
• Oversees the planning and execution of investigation and remediation of hazardous materials related to specific Early Projects and the USACE Flood Study.
• Oversees the planning and execution of environmental studies, including environmental review and analysis required under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA).
• As a Program leader, sets the example of the Program culture of caring including, but not limited to, safety, inclusion, diversity, and equity.
• Coordinates input of Port staff into all relevant Early Project and Flood Study permitting and environmental review.
• In consultation with the Deputy Program Manager – Planning and the Flood Study Project Manager, develops and oversees the Engagement Plan for the Resource Agency Working Group, which includes a broad range of regulatory and resource agencies with jurisdiction over construction activities in San Francisco Bay.
• Collaborates with Deputy Program Manager – Engineering and Project Delivery to develop messaging and strategy with the permitting agencies (name them) related to Early Projects.
• Coordinates with City Planning Department (Environmental Planning) to conduct CEQA/NEPA for the Early Projects and the Flood Study and subsequent design and construction.
• Manages and approves the deliverables of environmental consultants.
• For the Flood Study, oversees the analysis and selection of the Least Damaging Practicable Alternative (LEDPA) under the Clean Water Act.
• Ensures strategic coordination and consultation on resilience permitting and regulatory issues for individual projects.
• Oversees the CEQA/NEPA effort for the USACE Flood Study which will be managed by the Flood Study Project Manager.
• Oversees environmental team input to design and environmental compliance during construction.
• Works collaboratively with all members of the WRP team to identify and resolve issues promptly, escalating issues for resolution to the Waterfront Resilience Director, the Assistant Port Director and the Port Director as required.
• Provides support and guidance to USACE Flood Study team members to deliver the Study.
• Supervises environmental and permitting staff assigned to the Waterfront Resilience Program.

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

What You’ll Do

• Perform skilled tasks in the mechanical repair and maintenance of diesel and gas-powered apparatus, vehicles, hydraulic systems for aerial ladders, and other like equipment.
• Accept assignments received in the form or oral or written communications.
• Determine the nature and extent of needed repairs, prioritize them, and perform necessary repairs.
• Inspect all department vehicles to ensure they meet proper safety protocols and are in standard working order.
• Maintain all vehicles to ensure safe working order for all employees.
• Perform regular servicing and preventative maintenance on all vehicles and apparatus including performing tune-ups, lube, oil, filter, Inspection, and chassis lubrication.
• Diagnose, service, maintain such things as: fire pumps, relief valves, and other control of plumbing equipment (proper certification required).
• Inspect, diagnose, and repair engines, power train components, transmissions, transfer cases, differentials, hydraulic and pneumatic brake systems, steering and suspension systems, and electrical systems.
• Perform welding and fabricating work when applicable.
• Operate all equipment and tools safely and efficiently.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

Air Quality Specialist I is the journey-level class in the Air Quality Specialist series. Incumbents are fully proficient to perform the full range of activities, with assignments of moderate difficulty. This class is alternately staffed with Air Quality Specialist II and incumbents may advance to the higher-level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Air Quality Specialist II is the advanced journey-level class of this series. Incumbents are expected to exercise more independent judgment, initiative and decision making, and are responsible for assignments requiring a higher degree of working knowledge, ability and initiative with minimal day-to-day supervision. Incumbents may provide training and technical guidance to staff.

This class is distinguished from Senior Air Quality Specialist in that the latter provides lead direction and is responsible for more complex work.

Rule Development

• Reviews and develops draft regulatory language.

Minimum Qualifications

Education

Equivalent to a Bachelor's degree from a four-year college or university with major coursework in chemistry, computer science, electronics, engineering, environmental science, mathematics, meteorology, physical sciences, physics, or a closely related field.

AND

Experience:

Air Quality Specialist I: Two (2) years of experience performing duties equivalent to the Air District’s Assistant Air Quality Specialist II, including performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment; or developing and administering air quality programs.  

Air Quality Specialist II: Four (4) years of experience performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment, or developing and administering air quality programs, of which at least two (2) years included performing work equivalent to the Air District’s Air Quality Specialist I.

Substitution:  Any combination of relevant training and work experience in the listed or related fields may substitute for the education criteria on a year for year basis.

THE POSITION: 

The City of Hayward is excited to announce its recruitment for the position of Mobile Mental Health Clinician. Under general direction, the Mobile Mental Health Clinician provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, and case management services as part of the City’s Hayward Evaluation and Response Teams (HEART) Program improving public safety responses to people experiencing mental illness, substance use disorders and homelessness.

THE PROGRAM

The Hayward Evaluation and Response Teams (HEART) Program is a cross departmental program between the Hayward City Manager’s Office, Police, and Fire Departments and Alameda County Behavioral Health Care Services developed to improve access to medical, mental health, and other support services.  The HEART program aims to achieve two main goals: 1) to reduce the need for police officers to intervene in calls for service involving people experiencing chronic mental illness, substance use disorders, and homelessness and 2) to reduce reliance on emergency services for individuals needing long-term case management and follow-up services.  HEART consists of three distinct response teams: the Mobile Integrated Health Unit (MIHU) made up of Hayward Fire Department Community Paramedics; the Hayward Mobile Evaluation Team (HMET) which pairs a specially trained Hayward Police Officer with an Alameda County behavioral health clinician; and the Case Management and Mental Health Linkages Team (LINK) consisting of Mobile Mental Health Clinicians and a Lead Program Assistant (Case Manager).

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

The Selection Process
All applications will be reviewed for relevant education, experience, training and other job-related qualifications.  Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process.  Based upon a review of employment applications, supplemental questionnaires, and resumes received, a limited number of the qualified applicants may be invited to participate in the examination process. The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview.  The Public Works Director will make the final appointment.  All new hires are required to successfully pass a one-year probationary period.

Pass a thorough background investigation and pre-employment physical.
