DESCRIPTION/RESPONSIBILITIES:

     The Senior Analyst reports to the Assistant City Clerk and the City Clerk and conducts activities unique to the Office of the City Clerk. Under direction, performs professional analytic work of considerable difficulty in general administrative matters that may involve assignments in the areas of personnel analyses, budget, fiscal and organizational analyses including general staff analyses. The position requires a detail-oriented person able to work well under pressure, meeting frequent deadlines, handling multiple assignments in a fast-paced, customer-focused environment. Successful applicants must possess strong interpersonal skills with the ability to develop and maintain effective and collaborative working relationships; superior organizational, customer service, written and oral communication skills as they must interact effectively and respond to inquiries from the general public, elected officials, and City staff from throughout the organization. Rarely, evening work may be required.

     Key Responsibilities:

     * Confers with Assistant City Clerk/City Clerk on the more difficult management/administrative problems, supervises or leads in gathering facts and data for problem resolution; valuates, prepares reports and recommendations for improved departmental operations, services systems or organizational methods.

     * Analyzes organizational structures, functions, procedures and practices; provides analyses and recommendations of various kinds and levels of services provided by department, authorized manpower and other budgeted resources.

     * Consults with administrative, supervisory and line personnel of department in determining training and educational needs; establishes and monitors in-service training programs, conducts regular safety training programs for supervisory or line personnel

     * Public Records management;

     * Managing compliance with various ethics regulations and public disclosure requirements;

     * Conducting municipal elections; conducting employee elections for the nomination of Council-appointed representatives to the Civil Service Commission and Retirement Boards; conducting elections among retirees for the nomination of Retirement Board representatives; 

     * Ability to represent the Office of the City Clerk in developing and maintaining effective working relationships with Mayor and City Council offices, City departments, and the public regarding the City's legislative and administrative processes to accomplish a variety of tasks including meetings, special events and projects;

     * Effective written and oral communications skills;

     * Ability to manage multiple projects and tasks simultaneously, often under tight deadlines;

     * Knowledge of the City's operating policies, procedures and processes to provide exceptional administrative support and customer service to all internal and external customers.

     Selection Process

DEFINITION

The Public Information Officer position works as a valued member of the City Manager’s office. The Public Information Officer shall be experienced in public information dissemination, strong oral and written communications, website management, social media methods, graphic design and photography/video. This full-time, regular professional-level position requires an independent, organized, energetic, experienced, innovative and creative individual to develop and manage a variety of materials, activities and public relations strategies to enhance the City’s communication with Los Altos residents, businesses and customers.

• Possession of a valid California Class C driver’s license at the time of appointment and for the duration of employment

POSITION SUMMARY:

To contribute to police services by maintaining the police records system, by responding to citizen inquiries, and by providing information from the records system to other department personnel. This is the entry-level position in the Police Records Specialist series.

13. Prepares police reports for minor incidents from information received in person or by telephone.
14. Sends warrant notification letters to offenders.  Confirms and verifies warrant information with other agencies.  Ensures warrants received from court are complete and accurate.
15. Seals and purges records in compliance with court orders and state statutes.

MINIMUM POSITION REQUIREMENTS:

KNOWLEDGE OF: Basic English and arithmetic; City and Police Department policies, procedures and services; types, sources and the nature of police records; techniques of body searches.

SKILL AND ABILITY TO: Accurately type 40 words per minute; maintain a wide variety of records related to police services; courteously and tactfully relate to the public and law enforcement personnel; process related police matters such as receive bail money, schedule court dates, etc.

PHYSICAL REQUIREMENTS AND GENERAL WORKING CONDITIONS: Occasional heavy and unpredictable workloads. Required to work rotating shifts, including nights, weekends and holidays.

EXPERIENCE AND EDUCATION:

• Training and experience equivalent to graduation from high school
• One year of full-time clerical experience

OTHER INFORMATION

Temporary employees are non-benefited, at-will positions. Since the City does not participate in Social Security and is required to provide an alternative retirement plan, you are required to participate in the City's defined contribution retirement plan through Nationwide where 3.75% of your gross compensation per pay period is deducted and put into the plan. The City matches this 3.75% for a total contribution of 7.5% of your gross compensation per pay period.

The San Jose Police Department is accepting applications for the position of Senior Crime & Intelligence Analyst, which is the higher of two levels in the Crime and Intelligence Analyst series and is a working, first-line supervisor position.

This essential position in the Crime Analysis Unit is responsible for supervising staff and performing crime and intelligence analysis utilizing administrative, strategic, operational, tactical, and intelligence analysis techniques.  The position provides accurate and timely crime and intelligence information in support of patrol operations, criminal investigations, crime prevention, and administrative functions.  The position extracts raw data from multiple law enforcement systems and utilizes specialized analytical software applications to identify and monitor crime trends and criminal activity.  The position assists investigators in solving criminal cases by translating data into viable intelligence information.  The position also provides statistics for Police and City Budget management reports, resource allocation, grant-funded initiatives, special programs, etcetera.

Key duties of the Senior Crime & Intelligence Analysts include but are not limited to:

-Supervising a team of Crime & Intelligence Analysts, including prioritizing and assigning work, conducting performance evaluations, training staff, and making hiring, termination, and disciplinary recommendations.

-Reviewing incoming requests and determining the appropriate assignment based on the nature of the request, complexity, geographic area, staffing concerns, legal considerations, and deadlines.  This position works on highly confidential requests and/or conducts most complex crime and intelligence analysis assignments.

-Assigning daily requests for information and determining which systems and software applications to utilize for accessing, extracting, formatting, analyzing, interpreting, and disseminating data.

-Supervising the collection of official crime statistics to the Department of Justice per the FBI Uniform Crime Reporting Program as mandated by the State of California (and subsequent National Incident Based Reporting System) as needed.

-Providing support for the Chief's management operations; participating in regional data sharing and specialized briefings; and presenting training sessions to sworn and other civilian staff.

-Utilizing various law enforcement systems and software applications to develop comprehensive charts, graphs, tables, maps, timelines, telephone toll analyses, and related materials for use by various law enforcement personnel, City departments, and outside agencies.

-Conducting spatial and temporal analysis utilizing multiple databases within a geographic information system for use in identifying and depicting locations of serious offenders, crime patterns, trends, and series.

-Directing and assisting with special analytical projects dealing with crime, demographic resource allocation, budget, homeland defense, traffic enforcement, special operations, grant-funded initiatives, and event planning.

-Testifying in court as to methodology employed in gathering information used in crime analysis publications, as required.

About the Position

The City Manager’s Office is recruiting for an Assistant to the City Manager position to serve as the City’s Capital Budget Coordinator.  This is an unclassified, salaried position, which means that the position is not part of the Civil Service system.  This management position is not represented by a bargaining unit.  This is a permanent at-will position with the City Manager’s Office reporting to the Deputy Budget Director.

Key Responsibilities

This position is responsible for the following:

• Manages the capital budget process, including, but not limited to, budget development, revenue and expenditure tracking and monitoring, financial status reporting, and capital revenue forecasting for approximately 50 funds at a combined annual budget of approximately $1.3 billion.
• Coordinates capital budget activities across all City departments, develops annual capital budget training manuals/instructions and leads city-wide trainings.
• Working collaboratively with City departments, solves capital budget issues and oversees capital funds management for inclusion in various budget documents such as the Annual Report, Mid-Year Budget Review, City Manager’s Budget Request and Five-Year Forecast, Proposed and Adopted Capital Budget and Five-Year Capital Improvement Program.
• Administers the Hyperion capital budgeting software system for the production of various Capital Program budget documents.
• Leads the update and administration of the organization's Hyperion capital budgeting software system; researches and understands reporting requirements and ensures that systems are modified to meet these requirements; establishes best practices for system use, and ensures that these practices are used throughout the organization; and trains departmental staff as needed.
• Coordinates memorandum review activities and provides staff support for budget/fiscal implications for all City Council memoranda.
• Monitors economic-sensitive information affecting City capital funds.
• Serves as a liaison for capital budget issues for various workgroups/committees.
• Effectively supervises and motivates a team of Budget Office staff to ensure timely and accurate completion of assignments. 
• Ensures alignment of the Capital Program with City Council priorities, policies, and budget principles and City Manager directives and budget guidelines.
• Authors, reviews, and edits budget documents, reports, memoranda and briefing materials.
• Studies City organizations, operations and services to make recommendations to improve quality and effectiveness of service delivery. 
• Completes high-level special projects.
• Resolves and facilitates major issues which are confidential, controversial or of major significance to the organization.
• Represents the Budget Office or City Manager’s Office as assigned at public events including community groups, City Council sessions, Committee meetings, and Planning Commission budget review.

ABOUT THE POSITION

The City of Gilroy is recruiting to fill the position of Senior Planner in the Community Development Department. The goal of this department is to provide current and long-term community planning services in conformance with the Gilroy General Plan and consistent with city council direction to enhance the design and livability of residential neighborhoods, commercial areas and industrial zones within the city’s urban sphere and promote sustainable development.

GENERAL DESCRIPTION:

Under the general supervision of the Planning Division Manager, performs high-level professional planning duties using independent judgment in making decisions. The Senior Planner may be assigned the full responsibility for particular projects, or phases of planning work, at all levels of the planning process. They will perform related duties and functions as required; such as project initiation, preparation, analysis, development, stakeholder coordination, environmental review, presentations, implementation, and enforcement, and may act on behalf of the Planning Division Manager or Director of Community Development in their absence. 

In addition, the Senior Planner may mentor junior level staff and supervise technical, professional, and administrative staff, process various planning entitlement permits, lead weekly Technical Advisor Committee/Development group (TAC/DRG) meetings, and provide assistance and support at the public counter.

EXAMPLES OF DUTIES:

• Accept applications, prepare research documents, perform site inspections and prepare staff reports and recommendations for planning applications. Review and sign off construction plans for land development projects.
• Review and sign off business licenses, home occupation permits, sign permits, demolition permits, and temporary use permits.
• Facilitate the preparation of environmental documents and direct consultants in preparing environmental impact reports.
• Supervise technical, administrative, and professional staff.
• Negotiate and facilitate the preparation of development agreements, reimbursement agreements, economic incentives, and other related agreements as necessary.
• Meet with and advise developers and the general public concerning the City's General Plan, Zoning Ordinance, development policies, codes, and other planning related policies.
• Prepare maps, charts and other graphic materials for staff reports, public meetings, displays and other reference materials.
• May facilitate zoning code enforcement work, including investigation of citizen complaints, field checks, issuance of correction notices and citations, and court appearances.
• Present staff reports at Planning Commission, City Council, and special study sessions as needed.
• Participate in and facilitate training programs and other related work as required.
• Prepare City procedures, policies, and ordinances.
• Represent the City on, or serve as staff to, various City, County, and regional committees and task forces.
• Participate in Emergency Operation Center (EOC) and exercises and training.
• Interpret codes and procedures in unusual situations without supervision, and issue minor permit approvals as a representative of the Planning Division Manager.
• Manage the Planning Division in the absence of the Planning Division Manager.
• Oversee the advance planning function of the department.
• Prepare, sign, administer and supervise consultant contracts.
• Perform related work as required.

QUALIFICATIONS:

 Any combination of education and experience equivalent to:

• A Bachelor’s degree in planning, public or business administration, landscape architecture, economics, or a related field.  A Master’s Degree is preferred but not required.
• Work experience equivalent to three years as a Planner II with the City of Gilroy, or five years with another agency.  Transportation planning experience is desirable.

Additional Requirements:

• Possess and maintain a valid California Driver License and a safe driving record necessary to operate assigned vehicle (s).
• Pass a post-offer medical examination, which includes a drug test.
• Pass a background check and Department of Justice criminal record check for employment.
• Prefer non-tobacco user.
