About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

The City of Thousand Oaks is seeking an Instrumentation & Electrical Technician/Senior Instrumentation & Electrical Technician to join our team!

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City’s Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP). 

Primary Responsibilities

• Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:
  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual
  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches
  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices
• Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects

This position requires participating in an "on-call" rotation once sufficiently trained and to be available to assist in emergencies outside of normal working hours.

Qualifications

Licensure/Certification:

• Possession of a Class C California driver license or equivalent AND
• The ability to obtain, within 18 months from the date of hire:
• Class B California driver license with both air brake and tank endorsements, AND
• Grade I Collection System Maintenance Certification through California Water Environment Association's (CWEA) Technical Certification Program.

About the Position

Under general direction from the Public Works Superintendent, this position is responsible for leading and directing the work of Senior Maintenance Workers and Maintenance Worker crews. This classification may also direct the more complex and difficult tasks in the maintenance and repair of the City’s streets, storm drains, wastewater collection facilities, facilities, parks, and open space.

Directly and indirectly supervises the work of Senior Maintenance Workers, Maintenance Workers and maintenance contractors. Receives direct supervision from the Public Works Superintendent. May serve as acting Public Works Superintendent in his/her absence. This classification is distinguished from the next higher classification of Public Works Superintendent in that the latter has overall administrative responsibility for the Public Works maintenance operations.

Essential Duties

• Directly and indirectly supervises the work of the Senior Maintenance Workers and Maintenance Workers, including the determination of work procedures and materials and methods.
• Assists workers with special projects and in solving work problems, enforcing City regulations and policies, and requiring the performance of assigned tasks at  a productive and efficient work pace.
• Ensures that the work schedules, developed in association with the Public Works Superintendent, are effectively implemented and adhered to. Monitors the quality and quantity of the work of employees by reviewing progress to determine if maintenance schedules are being met. Organizes and conducts department’s safety training program and serves as an active participant of the  City Safety Committee.  Writes codes of safe work practices.
• Administers the work furlough program, assigns projects, and completes all related documentation and reports.

THE POSITION

Under direction of the City Engineer or Assistant City Engineer, a Senior Civil Engineer supervises field and office work in the planning, design, construction, and maintenance of public infrastructure; manages land development processes; manages and performs engineering analysis; implements programs and administers projects; may supervise a major section in the Engineering Division; and performs other duties as assigned. The Senior Civil Engineer performs and supervises the most complex engineering assignments.

This Senior Civil Engineer position will manage capital projects and may also oversee some development projects.  Examples of projects include:

• Arroyo Trail T 13, 1.5 miles paved trail through Wente Vineyard and LARPD Sycamore Grove properties and includes a 100’ pedestrian bridge.
• Arroyo Las Positas Creek channel widening, flood walls and Airway Blvd Culvert Replacement adjacent to Las Positas Golf course and Livermore Municipal Airport.

Temporary Maintenance Worker – Parks & Roadsides 

Salary: $20.00/hour

DEFINITION 

Perform a variety of general maintenance services for parks and roadsides and other areas as assigned within the Town.   

• This is a part-time temporary, non-benefitted position. 
• Flexible schedule up to 29 hours per week, which may include weekend work; not to exceed 950 hours per calendar year. The schedule for this position would be Friday through Monday. 

SUPERVISION RECEIVED AND EXERCISED 

General supervision is received from the Maintenance Supervisor. May exercise supervision of Work Alternative Program participants as assigned. 

ESSENTIAL JOB FUNCTIONS/DUTIES 

Essential duties are inclusive of, but not limited to the following:  

• Clean up trash in and around Town-maintained park and roadside areas. 
• Operate a variety of equipment, including: half ton and three-quarter ton trucks, Cushman and golf cart (or similar) vehicles, blowers and other two-cycle equipment, and hand tools (i.e., shovel, rake, hoe, etc.). 
• Periodically groom sports fields and bocce ball courts with equipment and/or machinery provided. 
• Prepare baseball fields and bocce ball courts for league play. 
• Assist Maintenance Services personnel on assigned projects.  

• Perform duties within OSHA standards. 

QUALIFICATIONS 

Knowledge of:

The Public Works Department is recruiting to fill an Associate Engineering position in the City Facilities Architectural Services (CFAS) division, MEP Section. CFAS division MEP section is responsible for the project management and delivery of capital projects for buildings, parks, libraries, public safety facilities and various cultural facilities.

• Able to provide mechanical and/or plumbing engineering analysis, calculations, and designs conforming to the California Mechanical and/or Plumbing Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve HVAC and plumbing systems.

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). • Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.
