About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. Midpen aims to recruit and retain employees who embody professionalism, accountability, and respect, who value working in a purpose-driven agency that aspires to contribute to an inclusive, diverse and equitable community.

The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

This position requires participating in an "on-call" rotation once sufficiently trained and to be available to assist in emergencies outside of normal working hours.

Qualifications

Licensure/Certification:

• Possession of a Class C California driver license or equivalent AND
• The ability to obtain, within 18 months from the date of hire:
• Class B California driver license with both air brake and tank endorsements, AND
• Grade I Collection System Maintenance Certification through California Water Environment Association's (CWEA) Technical Certification Program.

Knowledge of:

• Methods, materials, tools, and equipment used in the operation and maintenance of sanitary sewer and storm drain systems.

Parks, Recreation, and Neighborhood Services department (PRNS) is recruiting to fill a Community Services Supervisor position in the BeautifySJ Program. The BeautifySJ Program is a blight reduction, community beautification and encampment management program within the Community Services Division. The position will report to a Program Manager.

The BeautifySJ Unit is currently looking for a manager to join our dynamic team. This manager will lead a team of full-time staff to coordinate blight reduction efforts, which may include encampment management programs. The position will be housed at the Kirk Community Center (home of BeautifySJ), and will have a hybrid work schedule which includes working in at the site and when necessary, field visits. The position works 40 hours per week with a typical schedule of Monday?Friday, 7:30am?4:30pm but will vary depending on activities and events and will require evening or weekend work.

BeautifySJ Initiative is a dynamic initiative that works to reduce blight and beautify the City via an inter-departmental strategy that coordinates and leverages resources to address blight issues. The Community Services Supervisor would work collaboratively with staff in PRNS, Housing, the Environmental Services Department, Code Enforcement, the Department of Transportation and interjurisdictional partners.

Job duties for the position include but are not limited to:

• Supervising a staff of professional community coordinators, community activity workers and maintenance workers that coordinate and lead blight reduction and beautification programs and projects in the field.
• Manage and coordinate the delivery of services as outlined in established partnership agreements.

About the Position

Under general direction from the Public Works Superintendent, this position is responsible for leading and directing the work of Senior Maintenance Workers and Maintenance Worker crews. This classification may also direct the more complex and difficult tasks in the maintenance and repair of the City’s streets, storm drains, wastewater collection facilities, facilities, parks, and open space.

Directly and indirectly supervises the work of Senior Maintenance Workers, Maintenance Workers and maintenance contractors. Receives direct supervision from the Public Works Superintendent. May serve as acting Public Works Superintendent in his/her absence. This classification is distinguished from the next higher classification of Public Works Superintendent in that the latter has overall administrative responsibility for the Public Works maintenance operations.

Essential Duties

• Directly and indirectly supervises the work of the Senior Maintenance Workers and Maintenance Workers, including the determination of work procedures and materials and methods.
• Assists workers with special projects and in solving work problems, enforcing City regulations and policies, and requiring the performance of assigned tasks at  a productive and efficient work pace.
• Ensures that the work schedules, developed in association with the Public Works Superintendent, are effectively implemented and adhered to. Monitors the quality and quantity of the work of employees by reviewing progress to determine if maintenance schedules are being met. Identifies problems in the quantity and quality of work and takes prompt and effective corrective action, if appropriate.
• Monitors the attendance of maintenance staff and ensures no scheduling conflicts exist prior to recommending approval of time off requests.
• Establishes emergency maintenance on-call schedule, and posts and distributes emergency telephone numbers.
• Assists the Public Works Superintendent in evaluating performance of subordinate staff. Reviews evaluations with the Public Works Superintendent for his/her approval.
• Implements safety programs for equipment use and ensures proper safety training. Trains  all personnel on the safe, effective operation of equipment. When new equipment is introduced, trains maintenance staff on the safe, effective operations of the equipment prior to authorizing use of the equipment. Conducts tailgate safety classes. Organizes and conducts department’s safety training program and serves as an active participant of the  City Safety Committee.  Writes codes of safe work practices.
• Administers the work furlough program, assigns projects, and completes all related documentation and reports.
• Identifies, and recommends to Public Works Superintendent, better methods for meeting service demands through streamlining and improving work methods, and tests possible improvements.
• Develops responsibility and teamwork among maintenance staff by ensuring that each person understands his/her work responsibilities. Encourages communication and feedback with and among employees.
• Motivates employees by providing recognition and a sense of achievement  when a job is well done. Helps staff learn new skills to enhance their career growth and address areas which require improvement.
• Maintains thorough knowledge of department emergency procedures. Assists in the operation of the City’s Emergency Operations Center.
• Purchases necessary supplies and equipment for the Public Works Division. Maintains accurate records of purchases.
• May supervise department staff in the absence of the Public Works Superintendent.
• Performs frequent and thorough field inspections. Writes reports on findings and submits them to the Public Works Superintendent.
• Responds promptly and effectively to citizen inquiries and complaints.
• Provides direct supervision and guidance to maintenance contractors.
• Assists in the preparation of the work programs and budget requests.
• Assists crews with solving problems encountered during performance of their job duties in the field.
• Oversee and monitor division's emergency preparedness program and inform staff of responsibilities in event of emergency.

The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. • Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.
• Principles and practices of contract preparations, negotiations, and administration.
• Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.
• Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures.
• Principles and procedures of personnel management such as supervision, selection, training, discipline, and performance evaluation.
• Principles and procedures of safety management as it relates to public works projects.

Skill/Ability to:

• Acquire subject matter expertise in the functions and activities of a major section of a large diversified public works department, including but not limited to, laws, rules, regulations, procedures, and technical operations.
• Plan, organize, direct, coordinate, and review the activities of multiple disciplinary professional and technical staff.
• Evaluate complex design and consulting work, coordinate and prioritize work, and delegate authority and responsibility.
• Develop, control, and administer division budget and expenditures.
• Interpret, develop, and implement division, Department, and County policies, procedures, specifications, rules, and regulations.
• Analyze situations and problems accurately, identify alternative solutions, and take appropriate actions under general policy guidelines.
• Research, analyze, and make recommendations on administrative and management practices and procedures.
• Communicate effectively both orally and in writing.
• Prepare comprehensive administrative, statistical, fiscal, and technical reports and correspondence.
• Represent Public Works to other departments, agencies, and before public bodies.
• Facilitate conflict/dispute resolutions among individuals from different disciplines; and gain cooperation through discussion and persuasion.
• Select, supervise, train, and evaluate supervisory, professional, and technical staff.
• Establish and maintain effective and cooperative working relationships with others contacted in course of performing assigned responsibilities.
