Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

THE POSITION:

The City of Hayward is excited to announce its recruitment for the position of Family Counselor in a limited term and permanent full-time vacancy.  Under general direction, the Family Counselor provides crisis intervention, counseling, and referral services to youth, families, and individuals and performs other related duties as required, such as school based, case management, and gang prevention/intervention services. 

The current vacancies are for a limited term position as well as a permanent full-time opportunity.  Future vacancies can also be filled by the resulting eligible list. Experience:    One (1) year providing counseling or psychotherapy to youth, families, groups and individuals.  Experience with probation involved or at-risk youth and experience with school based mental health services are highly desirable; experience working in school settings is highly desirable.

One (1) academic year of graduate level internship experience. One (1) relevant clinical internship placement is desirable.

Education:  Equivalent to a Master's Degree from an accredited college or university in Counseling, Clinical Psychology, Clinical Social Work or a closely related field or a Doctorate in Clinical or Counseling Psychology. DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. • Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

The position will be filled as a Maintenance Worker I/II based on the experience and qualifications of the candidate.

SALARY RANGE:
Maintenance Worker I/II – $3,350.50 to $4,485.52 per month (wages effective 7/1/2024 per MOU).

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

EMPLOYMENT STANDARDS (position requirements at entry and throughout employment)

Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the job is qualifying. These employment standards would typically be achieved by possession of a high school diploma, or equivalent, and:

Maintenance Worker I: Possession of a valid California Class C driver license.  There is an employee weight limitation of 325 pounds to meet the legal limits for the safe use of certain equipment.

Maintenance Worker II: One year full-time performing the duties and activities expected of incumbents in the Maintenance Worker I classification. The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. AFS has a Senior InfoLine (phone and email) that is answered in 4 language (Farsi, English, Spanish and Chinese) that is often an entry point. As an older adult or their caregiver’s situation changes, they seamlessly have access to a continuum of programs that include counseling and emotional support; care coordination and resource assistance; specialized family caregiver support and education. Many of these supportive services are provided in the resident’s home. The Position

Under the supervision of the Age Well Center Managers, the Chef/Food Services Manager position manages meal programs for the City of Fremont’s Age Well Centers. Chef responsibilities across both Age Well Center locations include the performance of menu planning, purchasing of foodstuffs, preparing quantity meals, supervising and assisting kitchen employees and volunteers and maintaining clean and orderly kitchens.

The incumbent will be responsible for properly cooked, economical, and wholesome, well balanced meals in City operated Age Well Centers. This position is not limited to being responsible for the assignment of work, supervision and evaluation of paid and volunteer food service workers. The review and approval of proposed menus, food purchases, control and monitoring of expenditure rates; and institution of disciplinary actions are functions reserved for the Program Coordinator or Age Well Center Managers.

• Plan menus with consideration for the dietary needs of older adults, wholesomeness, quantity of food to be prepared and budgetary constraints.
