DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.

Ability to:       Safely diagnose and repair mechanical and electrical defects; read, understand and work from blueprints, diagrams and installation sketches; understand and follow written and oral directions; prepare reports and keep accurate records; learn and efficiently use the Department's computerized maintenance information system; instruct others in maintenance and repair of the Department's equipment and facilities; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious odors, gases, contact with water and/or wastewater, and risk of bodily injury; maintain different tools and equipment in the fresh water and wastewater systems; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education:     Graduation from high school or equivalent.

Experience:    Three years of experience in the operation, maintenance and repair of electrical and/or mechanical equipment.

Physical Requirements:       Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, climbing and lifting.

License: Possession of a valid Class C California Driver's License.

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals. 

The successful candidate for the Aquatics and Fitness opening will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of aquatics and fitness programs at the facility. We are seeking candidates with substantial experience in Aquatics and Fitness, and preference will be given to those holding certifications such as AFO, CPO, LGI, WSI, or other relevant Aquatics and Fitness Certifications.

The ideal candidate for the Programs, Classes, and Events opening will assume responsibility for professional recreation duties, encompassing the planning, organization, and supervision of contract and in-house recreation programs, classes, and camps, and the permitting of external special events. The supervisor will also have oversight of youth and adult sports leagues, enrichment classes for youth and adults, and other programs within the Recreation division. The position provides technical and functional supervision for the Recreation Services Coordinators assigned to these programs.

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.

What You’ll Do

• Perform skilled tasks in the mechanical repair and maintenance of diesel and gas-powered apparatus, vehicles, hydraulic systems for aerial ladders, and other like equipment.
• Accept assignments received in the form or oral or written communications.
• Determine the nature and extent of needed repairs, prioritize them, and perform necessary repairs.
• Inspect all department vehicles to ensure they meet proper safety protocols and are in standard working order.
• Maintain all vehicles to ensure safe working order for all employees.
• Perform regular servicing and preventative maintenance on all vehicles and apparatus including performing tune-ups, lube, oil, filter, Inspection, and chassis lubrication.

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education:  A Bachelor's degree in accounting, business administration, finance or related field.  A Master's degree is highly desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.   

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

• Experience working with Boards and Commissions
• Experience with federal and state grant management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.
• Conduct variance analysis, identify key performance drivers, and provide explanations for budget deviations.
• Review and monitor grants, from grant application to project closeout, including grant compliance, reporting requirements, and financial management.
• Maintain accurate up-to-date tracking of contract and purchase orders and identify available budget and variances.
• Establish and maintain strong, collaborative relationships with project managers and other departments.
• Assist in developing, recommending, and implementing policies and procedures related to budgeting and grants management. 
• Perform other job-related duties as needed or assigned by the Assistant Director or Section.

Protective Services Workers play a crucial role in ensuring the safety and well-being of children and families. They engage in case planning, risk assessments, and deliver vital support services.

Essential Duties but Not Limited:

• Family Partnership: Collaborate with families, communities, and service providers to form a supportive team addressing the safety, health, and well-being needs of children, youth, and families.
• Assessments: Conduct comprehensive assessments of safety, risk, and protective capacity using designated tools, taking appropriate actions to ensure child safety.
• Case Management: Maintain case information using computerized case management systems and develop behavioral case plans in collaboration with families and stakeholders.
• Support Services: Connect families with a range of services and empower them to implement case plans effectively.
• Education: Counsel and educate youth, families, caregivers, and partners on Child Welfare processes, legal requirements, and departmental policies.
• Community Engagement: Build community partnerships and educate organizations about Family and Children’s Services.
• Professional Development: Stay updated on policies, initiatives, and best practices through training and participation in work groups.
• Compliance: Ensure assigned cases meet compliance standards and testify in court as required.
• Placement Support: Monitor children placed in homes, ensuring their needs are met and facilitating mandatory parental visits and appointments.
• Documentation: Prepare clear and timely written correspondence, electronic records, and court reports in compliance with agency procedures.

Special Requirements:

• Ability to drive outside of San Francisco, climb stairs for home visits, lift objects up to 40 pounds.
• May be required to work after standard hours for emergency response shifts, including nights and weekends.
