The Intern Fellow II position will support the evolving/increasing role of the Backbone Agency including but not limited to supporting the implementation, administration, facilitation of three on-going advisory councils and two working groups as well as the planning and facilitation of two annual Collective Impact Convenings and two annual Knowledge Network Convenings.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.

The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV - Confidential.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, performs internal audits of County’s operations, and provides payroll services for the County's workforce.

Under general supervision, provides technical and specialized payroll and/or personnel-related support to a large and complex County department and/or division(s) or perform payroll and/or personnel-related functions at a Countywide level with responsibilities for reviewing, correcting and instructing the work of other Coordinators; coordinate human resources, payroll and/or timekeeping processes; maintain personnel-related records; provide information to management and employees regarding payroll and personnel-related matters; and perform related work as required.

Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee and his/her eligibility for labor contract provisions. Positions at central HR and Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Recourses and the Payroll System (Workday) and timekeeping system (Infor Workforce Management aka ATKS).

THE POSITION

The current full-time opening is a professional level position requiring expertise in administrative, supervisory, and accounting functions and is under the direction of the Administrative Services Director.  The Accounting Manager oversees daily financial and accounting activities, supervises accounting staff; performs difficult and complex statistical analyses; assists with annual budget preparation; manages the annual financial audit; develops and distributes internal financial reports; plans and executes all risk management functions; and performs advanced professional, analytical, and administrative work. 

TYPICAL DUTIES AND RESPONSIBILITIES:

Under general direction, the Senior Accountant performs and supervises professional accounting and auditing work of staff responsible for providing financial accounting and record-keeping in connection with general ledger, budget preparation, and budgetary control, purchasing activities, payroll; and performs a variety of professional accounting tasks relative to assigned area of responsibility.

The Organization

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY2024-25 general fund budget of $48.1 million. The City delivers municipal services through seven departments:  the City Manager's office (including the City Clerk, Economic Development, and City Attorney), Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police, and Fire (via North County Fire Authority). Employees are represented by eight bargaining units. The City Administration is in a newly renovated City Hall just two blocks from the Pacific Ocean. THE DEPARTMENT

The Finance and Administrative Services Department provides high-quality support services to all City departments and the community, including Finance, Human Resources, Information Technology, and Risk Management functions, and ensures compliance with City policies and procedures. The Department is responsible for all financial operations, properly recording financial transactions, providing reliable technology resources, implementing best practices in employee relations, providing outstanding customer service, and promoting a positive work environment for a talented workforce. Department staff prepare the annual operating and capital budgets, coordinate the external audit process, etc. The ideal candidate will be contributing and joining a team of five team members. 

SUPERVISION RECEIVED AND EXERCISED

Direction is provided by the Deputy Finance Director. Responsibilities may include direct and indirect supervision of technical and clerical personnel.

ESSENTIAL AND IMPORTANT DUTIES

• Supervises and/or participates in various financial and accounting activities within the Finance Department, including posting, balancing, and reconciliation of General Ledger and subsidiary accounts and City bank accounts.
• Performs complex and difficult accounting work, including the related monitoring of personal deadlines and the deadlines of others to ensure adherence to quality and timely work products.
• Performs as a project manager for complex financial systems implementation and serves as a liaison to Finance staff and other departments in the implementation of all financial modules for the Financial Enterprise Resource Planning (ERP) system.

Certification:

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.

Qualifications:

SENIOR ACCOUNTING TECHNICIAN:

The Community: 

The Town of Hillsborough (pop. 11,574) is a residential community located in San Mateo County, midway between San Francisco and San Jose.

The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations, and appointing department heads. The Finance Department is responsible for the overall financial management of the Town. The Town of Los Altos Hills is currently looking to fill a key role within its Finance Department. The opportunities are at either the Senior Accountant or Finance Manager level.

The position is a promotional series and is responsible for the following:

• Manage, direct, coordinate, and perform the Town's general accounting and payroll functions;
• Provide internal accounting and budgetary controls;
• Coordinate annual audits and preparation of the Annual Comprehensive Financial Report (ACFR);
• Provide highly technical and analytical staff assistance to senior management.
• Provides effective administrative, financial, and clerical support activities such as processing financial transactions;

Examples of Duties

Senior Accountant

Depending upon assignment, duties may include, but are not limited to, the following:

• Perform all accounting duties as required to maintain all Town financial records including preparation and processing of accounts payable, accounts receivable, and payroll.
• Establish and maintain journals, ledgers, and supporting financial records; ensure timely maintenance of the General Ledger and the recording of all revenue, encumbrances, and disbursements.
• Develop and administer accounting and budget control systems as necessary to comply with accounting procedures, laws, ordinance and other regulations.
• Assist in the development of and implement policies, and procedures relating to accounting, auditing, budgeting and payroll activities.
• Assist in reviewing, developing, and modifying accounting methods and internal auditing controls to improve the effectiveness of existing procedures and ensure conformance with existing policies.
• Act as the primary liaison for audits; prepare and provide supporting documentation; ensure that audits are scheduled and completed in a timely manner.
• Assist in coordinating and monitoring the Town budget including controlling revenues and expenditures, monitoring capital project compliance with budget and contracts; prepare reports and analysis as needed.
• Provide historical and current analytical and statistical data necessary to prepare the Town’s annual budget.
• Prepare employee payroll using automated data processing; perform entry and bookkeeping activities associated with payroll; file benefits reports and remit benefits payments.
• Conduct research in files and records to trace sources and resolve discrepancies using independent judgment, and communicate findings to the public, employees, and vendors as needed. Develops, maintains, and improves filing and record systems.

In addition to the duties listed above for the Senior Accountant, the Finance Manager will be expected to:

• Recommend goals and objectives relating to accounting, auditing, budgeting, and payroll activities.
• Review, develop, and modify accounting methods and internal auditing controls to improve the effectiveness of existing procedures and ensure conformance with existing policies.
• Provide professional, technical accounting and budget advice to senior management; coordinate activities with other departments; assist in special projects as assigned.
• Manage Town contracts, including land leases, franchise agreements, and various Town Hall service contracts.
• Serves as assistant to the department head concerning personnel-related issues and responsibilities; coordinates recruitment efforts; processes personnel transactions; assists with workers’ compensation cases.
• Assist in labor relations, employment benefit management, and risk management, as assigned.
• Serve as the Acting Finance Director in the director’s absence.
• Draft and update financial policies and procedures to ensure best practices and regulatory compliance
• Review and enhance financial policies and procedures to ensure they reflect best practices and meet evolving needs.
• Review and enhance internal controls to prevent fraud and financial mismanagement.
• Ensure all financial policies are documented and communicated to relevant staff.

Qualifications - Senior Accountant

The ideal candidate for the Senior Accountant position must meet the following qualifications.

Ability to:

• Analyze and interpret financial and accounting records; examine, prepare, and verify financial statements, reports, and documents.

• Develop and implement modified and new accounting procedures and systems.

• Create finance models for forecasting and data analysis.
• Present complex accounting and finance ideas to the Finance & Investment Committee and the City Council.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.
