THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for a per diem laboratory analyst to perform a variety of physical, chemical, biological and bacteriological analyses of water and wastewater according to standard methods and procedures.

MINIMUM QUALIFICATIONS:

• Two years of college study with at least twenty semester units of chemistry, biology or related science. A Bachelor's degree in chemistry, biology or related science would also be qualifying.
• One (1) year of work experience in an analytical laboratory.
• Able to work independently with direction from senior laboratory analyst/ laboratory supervisor

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

BASIC EXAMPLE OF DUTIES

• OPERATOR I (COLLECTION)
  Duties may include, but are not limited to the following:
  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.
  • Maintains routine and daily records.
     
• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

Under supervision of the Grounds Supervisor and under direction of the Maintenance II, Parks and Grounds lead person, incumbents in this classification work individually or as a member of a parks and grounds crew in the upkeep of City parks, medians, and satellite facilities including bus, equipment, and flora; perform related work as required.

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.

MAINTENANCE I – PARKS & GROUNDS

CLASS CHARACTERISTICS:

The Maintenance I classification represents the journey-level within the Parks and Grounds Maintenance class series. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

The Yuba County Sheriff’s Department is currently seeking one full-time Animal Care Technician.  Under general supervision, Animal Care Technicians assist in the daily maintenance, feeding and care of animals housed in the county’s animal care facility including those subject to quarantine, injured or ill; assist with euthanizations; provide information to the public regarding lost or stray animals; assist with licensing, pet adoptions and community volunteer programs; and perform related work as assigned.  This class is a working level class in the animal care series. 

Animal Care Services is a division of the Sheriff's Department.  Animal Care Services provides services for the unincorporated areas of Yuba County and is located in Olivehurst, California.  Animal Care Services care for lost animals, injured and abandon animals, and a provide variety of services that protect both citizens and animals. Most importantly, they keep lost pets safe and happy so they can be reunited with their owner or adopted into a new family.

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire. 

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher in order to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Maintenance Worker I

Education:  High School diploma or equivalent.

Experience:  One (1) year of work experience in construction or related field.

License or Certificate:  Possession of a valid California Driver's License required upon hire.  Class B permit and DMV Medical Certification are required within three months of hire.  A valid Class B California driver's license, Completion of Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR Certifications required prior to permanent appointment.

DISTINGUISHING CHARACTERISTICS

This is the entry-level class for Water System Operator and Street Maintenance & Sewer Collection System Operator positions in both the Water and Street, Sewer & Downtown Divisions.  Employees hired in either of these positions may reasonably expect promotion to the Water System Operator or Street Maintenance & Sewer Collection System Operator classes upon completion of one year's satisfactory service, completion of probation, and for the Streets, Storm Drains and Sewer Divisions, obtaining a class B driver’s license, passing a CWEA Grade 1 test, and for the Water Division, passing a DHS Grade D-1 test.

Street, Sewer & Downtown Division

Essential Duties:

Works with the following crews: Sign and Paint Crew; Paving Crew; Pothole Crew; Service Repair Crew; Pump Station Maintenance and Repair Crew; Sweeper Pile Crew; Sewer Rodder Crew and Hydro Jet Crew. Assists in laying pipe and sewer lines; sweeps and cleans roadsides, gutters, curbs, culverts, catch basins and other drainage structures; removes debris and undergrowth; assists in setting forms and mixing and pouring concrete; assists in raking, smoothing and tamping repaired patches; assists in the maintenance of mechanical equipment; assists in the layout of traffic patterns on streets and in the operation of painting equipment; cleans mechanical equipment and basic tools used on the job. Assists in maneuvering and driving hydro-jet truck and other equipment associated with this operation. Assists in preventative maintenance and unblocking of sewers using mechanical and hydro-jetting.

Other Duties: Serves as flag person when working in traffic and works in confined spaces.

Water Division

Essential Duties:

Assists in laying pipe and water lines; assists in making taps and connections to mains; assists in the maintenance of mechanical equipment; cleans mechanical equipment and maintains basic tools used on the job.

Other Duties: Serve as flag person when working in traffic; read water meters and assist water service worker; work in confined spaces.

ESSENTIAL FUNCTIONS: (The following are minimal qualifications necessary for entry into the classification.)     

Knowledge of: 

Uses and purposes of designated hand tools employed in basic laboring work, safety precautions and practices, basic math and sufficient English to follow instructions and learn to write work reports.

Ability to:

Learn safety practices necessary in working on public thoroughfares; learn geography of the city; read and interpret plans and city block book maps; take notes and instructions and complete them accordingly; learn to perform semi-skilled and skilled duties in the assigned division. 

Skills:

Ability to stand and walk for considerable periods of time; twist the upper body; perform moderate amounts of crouching, stooping, and squatting. Ability to climb ladders and to climb into confined spaces; to work weekends and evenings as necessary, and to establish and maintain cooperative working relationships with those contacted in the course of work. Sufficient vision, hearing and stamina to perform the above job duties, and use of proper safety and hearing equipment when using noisy and dangerous equipment.

Water Division
