The Department

The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community. The Position

Under general supervision of a Police Sergeant or other supervisory/management staff, a Suisun City Police Officer performs a variety of duties related to the protection of public health, safety, and welfare and the enforcement of applicable federal, state, and local laws; provides traffic enforcement and control; and carries out special assignments in a particular phase of police work.

The Police Officer is an entry/journey level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities. New incumbents may have limited related experience, but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions.

Essential Job Functions

• Patrols assigned areas of the City to preserve law and order, discover and prevent commission of crimes, and enforces traffic and other laws and ordinances; maintains awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; makes arrests; issues warnings and citations.
• Responds to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints, including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents, domestic disturbances, health code and local ordinance violations, property control, civil complaints, and related incidents; responds to and provides assistance at a variety of public service type calls that are non-criminal in nature.
• Conducts initial and follow-up investigations at scenes of incidents to which summoned or incidents observed; determines what, if any crime has been committed; collects, preserves, processes, photographs, and books evidence; locates and interviews victims and witnesses; identifies and interrogates suspects.
• Prepares and serves search and arrest warrants; apprehends and arrests offenders for crimes committed under federal, state, and local laws and codes; controls and mitigates people under the influence of drugs or alcohol or other potentially hostile situations.
• Directs traffic at special events or emergency situations; provides traffic and crowd control at community and emergency events.

Under direction of the Director of Public Works, or designee, the Associate Engineer performs engineering services in the public setting, collaborating with multiple stakeholders. Examples of assignments include:

• Serves as lead for the Bicycle and Pedestrian Advisory Committee and other staff committees
• Responds to public inquiries regarding topics such as retaining walls, storm drains, sanitary sewer system, sidewalks, right of way encroachments, etc.
• Coordinates Steps, Lanes and Path activities

• Review of planning projects and building permits for code compliance, impact on City's facilities, and recommends conditions of approval

THE POSITION:

The City of San Rafael Public Works Department seeks a full time Junior Engineer to assist in the development and management of public works construction projects or programs through every phase, including mapping, drafting, reporting and field inspection.  We are seeking a candidate who is up to the challenge of working in a dynamic department. 

The position would assist the Land Development and Encroachment permitting divisions, which process more than 800 permits annually.  The Junior Engineer works with other department staff to review permits for land development standards, proper traffic control and vehicular/pedestrian safety, and coordinates private construction citywide.  Working closely with the supervising Associate Civil Engineer and the Community Development Department, the position will also assist in the review of planning and building permits for private construction and development work in the right-of-way.

The City of San Rafael is seeking a full-time Junior or Assistant Civil Engineer (one position available – level will depend upon experience/qualifications) for the San Rafael Sanitation District.  This position will perform field and office professional civil engineering work in the planning, design, technical investigation, inspection and construction of projects in wastewater collection systems.   

Placement of the individual as either a Junior or Assistant Civil Engineer will be based on a combination of factors including education, years and type of experience, and designation or work in progress and the Professional Registration as a licensed civil engineer in California or Engineer in Training (EIT) certification.

Junior Engineer:  This is the entry level engineer classification.  The position requires a BS degree in Civil Engineering and does not require any formal work experience or engineering certification.

Assistant Civil Engineer:  This is the initial licensed classification which requires registration as a civil engineer.  This position performs engineering work in the design, plan review, investigation, inspection and construction of wastewater collection systems, and performs related duties as assigned.  This position may oversee the work of contractors for assigned projects and may act as the lead engineer in administrative or technical support performing tasks on the same assigned projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (may include, but are not limited to the following).  Duties below are performed at the Junior Engineer level, for the Assistant Civil Engineer the duties require more independence and judgment utilizing knowledge of a licensed civil engineer.

JOB DESCRIPTION:

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee,

will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

EDUCATION AND EXPERIENCE:

Must possess a California P.O.S.T. Certified Basic Law Enforcement Academy Certificate. Candidates must have completed the P.O.S.T. Basic Academy.  Note:  In conformance with P.O.S.T. regulations, applicants separated from active law enforcement in excess of three years must repeat the State Basic Training Standards and would not be considered for appointment on a lateral entry basis.   

Candidate must be high school graduate or its equivalent.  Completion of 45 semester (or equivalent quarter) units from an accredited college or university is preferred.  Prefer candidates with bilingual skills.
