COMMUNITY SERVICE OFFICER I

DEFINITION: Under direction and/or general supervision, performs a wide variety of non-sworn field and office law enforcement work in support of Police Department activities including traffic and parking control, crime investigation assistance, dispatching, and other public service activities.

 

POSITION SNAPSHOT: As a non-sworn member of the Fontana Police Department, a Community Service Office (CSO) supports the Department’s day-to-day operations. CSOs wear a Department uniform, operate a Department vehicle, and respond to non-emergency radio calls that require a report or community assistance. CSOs are dispatched to calls similar to a Police Officer, and are required to transmit over the unit radio. CSOs are tasked with investigating traffic collisions and criminal investigations that do not require interaction with suspects. Investigations include obtaining statements, collecting evidence, and writing reports. At times a CSO may be on their feet for long periods of time during traffic control or other functions. A CSO must be able to successfully multi-task and function independently while making decisions with little supervision based on the Department’s policies. CSOs are also cross trained as 911 emergency call takers. Based on the Department’s needs, CSOs may also be assigned to special duties such as, but not limited to, record keeping, report processing, court filing, traffic, etc.

 

ESSENTIAL FUNCTIONS: The employee must have the ability to:

• Participate in preliminary and conclusive investigations of crimes and accidents; photograph and collect evidence at crime scenes, research case information, prepare related reports as required and take statements from individuals; retrieve and identify stolen property.
• Prepare missing person reports; maintain report log and update related information in computer; coordinate identification activities with other agencies; maintain accurate records.
• Attend daily briefings; process routine documents.
• Serve as parking control officer; patrol city streets and enforce laws and regulations applicable to non-moving vehicles; write citations for illegal parking; assist in identifying and removing abandoned vehicles.
• Provide assistance to the public; take statements from individuals; correct citations and process routine documents; answer questions related to public safety; provide directions and information; assist disabled vehicles.
• Provide assistance to sworn personnel; photograph and collect evidence at crime scenes; retrieve and identify stolen property.
• Direct traffic at accident sites, parades and special events as needed.
• Operate a vehicle in a safe manner.
• Operate a computer terminal and radio equipment in performing assigned duties.
• Prepare clear and concise reports.
• May perform duties of a Police Dispatch Call Taker and train new Community Service Officers as needed.
• Learn pertinent Federal, State, and local laws, codes, and regulations.
• Communicate clearly and concisely, both orally and in writing; respond to requests and inquiries from the general public.
• Work a flexible schedule that includes weekends, nights, and holidays (schedules may be adjusted with short notice, depending on the needs of the department).

WORKING CONDITIONS: Positions requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, and turning while entering and exiting a motor vehicle or on foot within the City limits. The position requires near, far, and color vision. Incumbents work in all weather conditions, around moving traffic and may also be subjected to physical threats, verbal abuse, and other stressful situations. Acute hearing is also required when providing phone and counter assistance.

 

EXPERIENCE AND TRAINING GUIDELINES: A combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Incumbent must have the knowledge of basic organization and activities of a municipal law enforcement agency, principles and procedures of record keeping, basic report preparation, modern office procedures, methods and computer equipment, procedures and techniques for dealing with the public in a tactful but firm manner. Some experience in a law enforcement agency is preferred.  EDUCATION: Equivalent to the completion of the twelfth grade. LICENSES/CERTIFICATIONS:  Possession of a valid California Class “C” Driver’s License.

DEFINITION

A Police Sergeant is a first-line supervisor who plans, assigns, reviews, and evaluates the work of others. A Sergeant coordinates section activities, participates in police operations, and performs related work as required.

EXAMPLE OF DUTIES

• Serve as Watch Commander when assigned to the Field Operations Division (Patrol), responsible for all the supervision of sworn and non-sworn personnel.
• Serve as Section/Unit Manager when assigned to the Administrative Services Division, responsible for all operations of the section/unit assigned.

POLICE CADET

$14.00 - $17.02/hr.

DEFINITION:  The Cadet Program is designed to introduce recent high school graduates (ages 18 to 24) to a law enforcement career and to prepare them for entry into the Police Academy.   Under direct supervision, the Cadet position performs a wide variety of police support duties and clerical assistance for the Fontana Police Department.

 

ESSENTIAL FUNCTIONS:  The employee must have the ability to:

• Perform reception duties; greet visitors and direct to appropriate staff; answer questions and provide general information to the public; answer phones and forward calls as appropriate.

• Provide assistance in property control as needed; log incoming property into computer, release property, transport evidence to crime lab, appear in court to testify regarding the validity of evidence.

• Provide support assistance and learn the duties performed in the following areas:  lobby reception, records, crime prevention, dispatch, patrol, and property control.

• Provide clerical support as needed; type, file, provide requested forms and reports; release vehicles to individuals as appropriate.

• Maintain current enrollment and satisfactory completion of at least 9 semester units of law enforcement related college courses in order to participate in the Cadet program.

THE POSITION:  This is a trainee level classification which provides transition into the position of Police Officer.  A Police Officer Trainee is hired into this civilian position for the period prior to and during the time they are assigned to a Commission on Peace Officer Standards and Training (POST) certified police academy.  The police academy has an expected duration of approximately 6 months.  Upon successful completion of training at an academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  The Police Officer Trainee is represented by SEIU Local 1021 and benefits are limited to those of a civilian employee.

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Applicants are required to possess a valid California Driver’s License, be a U.S. Citizen and be at least 21 years old at time of swear-in. All applicants must possess a strong moral character, as well as good work ethic and maturity. All candidates will be required to undergo comprehensive testing processes to determine their physical and mental suitability for a career in Law Enforcement.

The Police Officer Trainee is a temporary employee.  The trainee attends a P.O.S.T. certified academy.  Upon successful completion of the academy, the trainee will be eligible for appointment to the position of Police Officer.  New Police Officers will receive benefits available to regular employees and will serve an 18-month probationary period.

The Newark Police Department is a modern, progressive law enforcement agency with 59 sworn and 27 professional staff employees. Well qualified officers enjoy specialty assignments and promotions based upon training and experience. State of the art safety equipment, including, individually issued patrol rifles with sighting systems, Ballistic Helmets, Smart Phones and an Armored Rescue Vehicle.

Numerous specialty assignments, most with premium pay incentives, to include: Detectives, Field Training Officer (FTO), Crisis Negotiation Team (CNT), Traffic Division, School Resource Officers (SRO), Major Crimes Task Force, K-9, S.W.A.T. Team, Crowd Management Team (CMT), Unmanned Aircraft System (UAS) Team, Honor Guard, Firearms Instructor, Use of Force Instructor, and Taser Instructor. Officers enjoy either a 3/12 or 4/10 work week, depending on assignment.
