THE POSITION:

The San Rafael Fire Department is recruiting for one full-time Fire Inspector I/II position.  Appointment will be made at the appropriate level depending upon qualifications.  Under supervision from the Deputy Fire Marshal, this position reviews, inspects, and investigates for fire prevention related activities; inspects fire protection systems, construction sites, occupancies, structures, buildings, and storage and usages to ensure an appropriate level of fire protection and compliance with applicable state and local ordinances, and with nationally recognized fire protection standards; investigates and reviews a variety of fire-related issues; enforces the fire and building related codes and other aspects of the municipal code relating to construction, code enforcement, and building inspection; conducts field inspections for compliance with fire and life safety standards; conducts plan reviews; and does related work as assigned. 

Fire Inspector I:  This is the entry-level class in the Fire Inspector series.  Employees at this level perform more routine tasks and duties which do not require prior specialized experience.  Generally, work is supervised and reviewed both during performance and upon completion under the direction of the Fire Inspector II or the plans examiner positions.  Employees may have only limited or no directly related work experience.

Fire Inspector II:   This is the journey-level class in the Fire Inspector series.  Employees at this level are expected to perform the full range of fire prevention inspection duties and operate under general supervision.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This level requires substantial prior fire prevention training and inspection experience.

This position performs the following essential job duties (including but not limited to):

Fire Inspector I:

• Interpret and enforce provisions of fire prevention and fire safety laws, City and State ordinances and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Perform tests on water flow sprinkler and fire alarms and elevator return systems.
• Prepare accurate records and reports.
• Participates in fire investigation efforts.
• Perform related duties and responsibilities as required.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Provide training, direction and review the work product of the Fire Inspector I.
• Provide information to the public concerning fire prevention practices and procedures; assist in training programs and group presentations relative to fire prevention.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Check building plans for code compliance; consult with architects and developers regarding problems and solutions.
• Review plan submittals for fire suppression and alarm systems, calculate fees, and issue Fire Permits, and perform required inspection of those systems to assure compliance.
• May participate in fire investigation in cooperation with the Fire Department.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Principles, practices, techniques and equipment for fire suppression.
• Building construction practices.
• Procedures and techniques for operation and testing equipment such as fire extinguishers, sprinkler systems and alarm systems.
• Perform journey-level fire prevention inspection skills for a variety of buildings, structures, and installations.
• Perform annual maintenance inspections of commercial occupancies and assist engine companies with more difficult commercial inspections.
• Perform plan reviews of building plans as well as plan submittals related to fire permits and assist the Fire Plans Examiner as needed.
• Identify fire hazards and recommend corrective actions.

EDUCATION/EXPERIENCE AND TRAINING GUIDELINES: 

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Fire Inspector I:

• One year or more of responsible experience in a variety of building construction or related inspection work that may include working with fire prevention regulations.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Possession of a California Class “C” drivers license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of a Fire Science Certificate is desirable.

 Fire Inspector II:

• A minimum of three years of increasingly responsible fire prevention inspection experience.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Fire suppression experience is desirable.
• Possession of a California Class “C” driver’s license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of one or more of the following is required:
• Fire Science Certificates 1A, 1B, 1C, 2A, 2B, 2C
• Certification – Section 832 Penal Code – State of California
• Uniform Fire code Certification (WFCA-ICBO/ICC)
• ICBO or ICC certificates are desirable.

DEFINITION

Police Records Clerk I: Under direct supervision, perform detailed clerical work of average complexity in connection with processing and maintaining sensitive and confidential police records; operate computerized Records Management System; receive money; provide customer service both at the counter and on the telephone; and to do related work as required. Police Records Clerk I is an entry-level position and Police Records Clerk II is the journey level class in the series requiring average knowledge and computer experience. Incumbents in this class, working within established procedures are expected to carry out general clerical duties, following oral and written directions, learn to exercise independent judgment, and have the ability to work in groups to achieve common goals. 

Police Records Clerk II: Under supervision, Police Records Clerk II are expected to work within established procedures at a wide variety of keyboarding, data-entry, and general clerical duties, exercise independent judgment and provide training, technical and clerical supervision over less experienced staff.

Both the Police Records Clerk I and Police Records Clerk II have frequent contact with the public and other law enforcement agencies. Incumbents deal with sensitive and confidential information on a daily basis and are required to work under pressure.

Positions in the Police Records Clerk II class are flexibly staffed and normally filled by advancement from the Police Records Clerk I class, or when filled from the outside, require specific clerical experience. Appointment to this class requires the employee to be performing substantially the full range of police records clerk duties and to meet the qualifications for the class. 

EXAMPLE OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible record processing work in the maintenance of confidential Police Department records; answer a variety of procedural questions and provides information from established departmental records to the public and other law enforcement agencies via telephone, in person, and in writing; routine data input for computer processing; operate a variety of office machines, including computers, adding machines and Dictaphone/transcriber; collects and records fees; prepare court packages; and perform related duties and responsibilities as assigned. At the Police Records Clerk II level you may be required to train employees.

MINIMUM QUALIFICATIONS

Knowledge of: Appropriate English and correct spelling, grammar and punctuation; basic arithmetic; and use of personal computer applications. Modern office methods, equipment, and procedures including filing and indexing methods are desirable. At the Police Records Clerk II level personal computer applications running in WINDOWS and modern office procedures including filing and indexing methods.

Ability to: Police Records Clerk I level: Keyboard at a speed of 40 words a minute from clear copy; perform detailed clerical work of average difficulty; use appropriate English and vocabulary and correct spelling, grammar and punctuation; learn, interpret, and apply applicable ordinances, policies, and laws; exercise good judgment and discretion in releasing information; learn to perform assigned duties independently or under general supervision; understand and carry out oral and written directions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Additionally, at the Police Records Clerk II level: Keyboard at a speed of 45 words a minute from clear copy and perform assigned duties independently or under general supervision.

Experience:

Police Records Clerk I: None required.

Police Records Clerk II: Two years of full time, clerical experience involving data entry, general office work, and public contact, desirably in a public sector law enforcement agency. Additional education may be substituted for one year of the required experience on the basis that one year of education equals six months of experience, utilizing a maximum of two years of additional education.

Education: Graduation from high school or equivalent.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.

The County of San Mateo's Sustainability Department seeks qualified candidates for the position of Sustainability Program Manager – Waste Reduction Special Districts. We are looking for candidates who possess excellent program management skills, who have a deep understanding of waste management and recycling service delivery to the community, and who are committed to implementing innovated solutions to ensure recyclables and organic materials are diverted from landfills. Under the general direction of the Director, the Sustainability Program Manager – Waste Reduction Special Districts will lead a team to ensure successful delivery of waste, organics, and recycling services to communities located in the County’s unincorporated special districts and unfranchised areas. This position will engage with communities on recycling education and events, will serve as the County’s regional liaison on waste reduction service delivery for the unincorporated areas, and will support development of innovate solutions to help achieve the region’s long-term waste reduction and recycling goals. 

THE POSITION 

This position leads the Waste Reduction - Special Districts team to oversee curbside waste services and related vendor contracts for the County unincorporated areas; works with residents, businesses, and others to promote and advance ways to reduce waste in the County’s unincorporated areas; and to increase diversion of recyclables, organics, and other items from the landfill. This position is also responsible for ensuring regulatory compliance with state recycling and waste diversion mandates, working to strategically plan for long-range financial sustainability of services, and serving as the regional liaison to the regional franchise coordination body, SBWMA, to represent the County. 

As the Sustainability Program Manager – Waste Reduction Special Districts you will: 

• Manage the program by setting strategic direction; developing and managing the program budget; planning and establishing project priorities; assigning work to and professionally developing staff; developing and managing contracts; planning for long term program financial sustainability; and presenting to the Board of Supervisors on program matters. 

• Manage the delivery of curbside waste, recycling, and organics services and related vendor contracts for County Franchise Area (CFA) and County Services Area 8 (CSA-8) and liaise to the governing bodies on matters related to the franchise agreements, services, and rate setting. 

• Set the annual waste and recycling service rates for CFA and CSA-8 through a Prop 218 process and place the service charges on the CSA-8 tax roll. 

• Lead the implementation of SB 1383, the State’s organics recycling law, in the unincorporated areas to ensure successful implementation and compliance, conduct community education, and manage the non-exclusive franchise agreements. 

• Engage with residents, businesses, and others to promote and advance ways to reduce waste in the County’s unincorporated areas and increase diversion of recyclables, organics, and other items from the landfill. 

• Develop policies and laws to help fulfill the BOS commitments to waste reduction and to ensure compliance with state laws. 

• Work with County departments and external partners to reduce illegal dumping in unincorporated areas and to host community shred, e-waste, and litter pick up events. 

• Design and conduct community outreach and education programs on recycling and SB 1383 organics diversion requirements.   

• Serve as regional liaison and SBWMA Technical Advisory Committee member, contribute to long range planning for waste management infrastructure and innovative solutions, and support disaster debris planning and emergency response efforts. 

• Other duties as assigned.  

 
The IDEAL CANDIDATE will have:  

• Demonstrated program management experience in setting strategic direction, delivering results-oriented programs, mentoring, and managing staff, and establishing and managing a multi-million-dollar budget to meet defined outcomes. 

• Experience managing and leading waste management and reduction programs and a strong understanding of solid waste management, recycling and composting, source reduction, public policy, or solid waste code enforcement. 

• Working knowledge of various state solid waste mandates including, but not limited to: SB 1383, AB 939, AB 1826, and AB 341. 

• Experience with administering franchise agreements, franchise fees and associated revenues, setting garbage rates and compliance with Proposition 218 requirements.  

• A high level of political astuteness and the ability to navigate sensitive issues with integrity and tact with elected officials, regional partners, and community leaders and members. 

• A highly strategic and collaborative approach to leadership. 

• A record of strong project management leading the development of work plans and managing resources to bring projects to successful completion. 

• Excellent communication skills with the ability to effectively frame and communicate complex concepts for different audiences, orally and in writing. 

• Ability to build strategic partnerships within the organization, with regional partners, and with the community. 

• Experience with community problem resolution, policy development, and facilitating large public processes or projects with an active, highly engaged community.  

• A commitment to providing excellent customer service to the community, a passion for public service, and the ability to work with highly diverse communities in an effective and respectful manner.  

• A broad knowledge of trends and technical information on waste management and reduction strategies.  

• A minimum of eight years of increasingly responsible experience managing sustainability programs and staff, including direct and indirect supervision over professional, technical, support, contract, and volunteer staff. 

Examples of Duties 

Duties may include, but are not limited to the follow: 

• Plan, administer, and coordinate the activities of assigned professional and technical staff involved in work of the Waste Reduction Special Districts team. 

• Administer, monitor, renew Franchise Agreements with haulers. 

• Oversee and administer waste franchise fees, set garbage rates and administer associated revenues, in compliance with Proposition 218 requirements.  

• Work closely with staff to develop strategic, program and project implementation plans for the Waste Reduction Special Districts team. 

• Plan, develop, and monitor the Waste Reduction Special Districts budget. 

• Effectively and regularly interface with waste haulers, landfill and transfer station operators, County department partners, and community members and organizations to engender support and collaboration for the team initiatives. 

• Assure compliance with federal, state, local and other pertinent mandates, laws, codes, rules, regulations, and agreements within assigned area. 

• Serve as a representative or assign representatives to serve on related boards, commissions, committees, and community groups. 

• Develop, negotiate, and monitor grants. 

• Prepare and review comprehensive reports, letters, and other written materials. Make public presentations, conduct outreach, training and/or public education as necessary. 

• Serve as primary subject matter expert in the assigned area to the County, external agencies, businesses, community groups and the public. 

• Develop and implement policies and procedures for Waste Reduction Special Districts programs.  

• Coordinate programs, projects and activities within the assigned area that cross over major areas of the section or across teams. 

• Apply an understanding of institutional and structural racism and bias and their impacts on underserved and underrepresented communities into project design and implementation to better serve all county residents. 

• Provide leadership and promote teamwork while managing sustainability programs and staff. 

• Manage and participate in personnel actions for the department including selection, performance planning, discipline, training. and development. 

• Perform other duties as assigned. 

QUALIFICATIONS 

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  

• A typical way to qualify is eight years of experience in the field of resource conservation which has included program implementation and coordination.

• Navigate public procurement and contracting process and apply best practices.

• Monitor progress through collecting qualitative and quantitative data. 

• Work with community-based organizations, including facilitation, outreach, and engagement, and working in communities with a focus on equity.

The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

The City of San Mateo Public Works Department is Looking for an Environmental Compliance Inspector

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

About this role

• Process invoices for payments and enter data/information in the preparation of reports, including setting up of new vendors and reviewing statements
• Assist with website updates
• Process special event permit applications, prepare invoices for permit fees, collect fees, and issue permits
• Provide information and assistance regarding public education to the general public
• Update and maintain a variety of forms
• This position will occasionally lend administrative support to other divisions within the department when needed
