The Deputy District Secretary reports to the Executive Officer, District Secretary, and will perform detailed, complex, and highly responsible administrative and technical work. This would include providing support for the Boards of Directors and committees of the San Mateo County Transit District (“SamTrans”), Peninsula Corridor Joint Powers Board (“Caltrain” aka “JPB”), the San Mateo County Transportation Authority (“TA”), and The San Mateo County Express Lanes Joint Powers Authority (“Express Lanes” aka “SMCELJPA”).

• Provide detailed, analytical, and responsible administrative support to the Executive Officer/District Secretary and to the General Manager/CEO, Executive Director, and/or Deputy General Manager/CEO.
• Facilitate and attend Board and Committee meetings, assists with public comment, and accurately prepares agendas, agenda packets, summary reports, and minutes.
• Ensure agenda materials, meeting minutes, and other documents and correspondence relating to the official functions of the Boards and its committees are prepared, posted, and processed in accordance with the law, other guidelines, and inflexible legal deadlines.
• Assist the Custodian of Record for Boards and committees matters; accurately maintain official votes and attendance and objectively document relevant information for the official record.
• Oversees the accurate, timely preparation, and follow through for the approval, proper dissemination, and retention of all Boards and committees’ minutes, actions, and resolutions.
• Manage, track, and help troubleshoot Agenda management workflow processes and Public Records Act requests. Assist with Conflict-of-Interest Code updates and multiple state-mandated filings for Statements of Economic Interests (Form 700s), ethics, and preventing harassment certifications.
• May supervise staff.   Hire, mentor, and take appropriate corrective and/or disciplinary action.  Ensure EEO and affirmative action policies and procedures are followed.   Participate in selection and coordination of staff training and professional development, establish performance objectives, monitor and evaluate employee performance.

Examples of Duties:

• Schedule, coordinate, and attend Boards and committees’ meetings, including the arrangement of facilities, security, legal public notices, posting online, and taking meeting minutes.
• Attend and support any special meetings or events which may be offsite and outside regular business hours,  including detailed logistics and event planning.
• Review, track, organize, and compile agenda packet items by inflexible deadlines for agenda reviews, output and/or any revisions/updates.
• Remind staff of upcoming Board agenda submission due dates, follow-up on missed deadlines, and appropriately route questions submitted by various stakeholders.
• Provide ad hoc training to new staff members on Board agenda management software (OnBase).
• Organize, assemble, print, post online, and mail out both hardcopy and electronic Boards and committees’ agendas and agenda packets by mandatory inflexible deadlines.
• Create documents and maintain records for the Boards and committees, including proper indexing for records retention and retrieval of official agency records/documents.
• Handle public records requests as per the California Public Records Act.
• Assist with Board Member business-related and approved travel arrangements and expense reports.
• Act as the Executive Officer, District Secretary in their absence as assigned as related to the work of this office.
• Respond to inquiries from the public, staff, or Board members concerning any public proceedings, actions, or records requests.
• Perform other duties and special projects as assigned.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in public administration, or closely related field.
• Four (4) years executive level administrative support.
• Two (2) years supervisory or lead experience.

Preferred Qualifications:

• Availability/flexibility to attend monthly evening meetings and any offsite meetings as needed with core business hours usually between 8 am to 5 pm most days.
• Able to learn, interpret, and exercise good judgment when applying regulations, laws, policies, and procedures. E.g., Robert’s Rules of Order, the Ralph M. Brown Act, California Public Records Act, and California Political Reform Act.
• Ability to use tact, discretion, and discernment in establishing positive and cooperative working relations with Board and committee members, the public, and staff at all levels.
• Proficient in Microsoft Office Suite: Word, Excel, Outlook, PowerPoint, SharePoint, and able to quickly learn all other office applications, such as Zoom, Teams, OnBase, and Next Request.
• Records management principles, including filing, indexing, and cross-referencing methods.
• Certified Municipal Clerk certification desired.
• Ability to be accurate, organized, follow through on direction, work effectively under pressure, manage multiple deadlines, and be flexible, positive, resilient, tactful, and professional.
• Ability to work under pressure, be flexible and adaptable, and interface diplomatically with various elected and appointed officials, and the public and staff as well as establishing effective working relationships at all levels.
• Ability to operate standard office equipment, including photocopiers, and sit extended periods.
• Ability to troubleshoot and follow through on any problems and issues as they arise while exercising good judgement.
• Possession of a valid California Driver’s license and ability/willingness to travel as needed.

POLICE ASSISTANT

Salary Range: $19.85 to $30.87/hour; temporary part-time, non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Administrative Assistant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk.
• Answer/forward all incoming phone calls.
• The ability to multi task phones with walk-in traffic
• Perform a variety of research & staff work; prepare reports.

THE POSITION:

The San Rafael Fire Department is recruiting for one full-time Fire Inspector I/II position.  Appointment will be made at the appropriate level depending upon qualifications.  Under supervision from the Deputy Fire Marshal, this position reviews, inspects, and investigates for fire prevention related activities; inspects fire protection systems, construction sites, occupancies, structures, buildings, and storage and usages to ensure an appropriate level of fire protection and compliance with applicable state and local ordinances, and with nationally recognized fire protection standards; investigates and reviews a variety of fire-related issues; enforces the fire and building related codes and other aspects of the municipal code relating to construction, code enforcement, and building inspection; conducts field inspections for compliance with fire and life safety standards; conducts plan reviews; and does related work as assigned. 

Fire Inspector I:  This is the entry-level class in the Fire Inspector series.  Employees at this level perform more routine tasks and duties which do not require prior specialized experience.  Generally, work is supervised and reviewed both during performance and upon completion under the direction of the Fire Inspector II or the plans examiner positions.  Employees may have only limited or no directly related work experience.

Fire Inspector II:   This is the journey-level class in the Fire Inspector series.  Employees at this level are expected to perform the full range of fire prevention inspection duties and operate under general supervision.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This level requires substantial prior fire prevention training and inspection experience.

This position performs the following essential job duties (including but not limited to):

Fire Inspector I:

• Interpret and enforce provisions of fire prevention and fire safety laws, City and State ordinances and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Perform tests on water flow sprinkler and fire alarms and elevator return systems.
• Prepare accurate records and reports.
• Participates in fire investigation efforts.
• Perform related duties and responsibilities as required.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Provide training, direction and review the work product of the Fire Inspector I.
• Provide information to the public concerning fire prevention practices and procedures; assist in training programs and group presentations relative to fire prevention.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Check building plans for code compliance; consult with architects and developers regarding problems and solutions.
• Review plan submittals for fire suppression and alarm systems, calculate fees, and issue Fire Permits, and perform required inspection of those systems to assure compliance.
• May participate in fire investigation in cooperation with the Fire Department.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Principles, practices, techniques and equipment for fire suppression.
• Building construction practices.
• Procedures and techniques for operation and testing equipment such as fire extinguishers, sprinkler systems and alarm systems.
• Perform journey-level fire prevention inspection skills for a variety of buildings, structures, and installations.
• Perform annual maintenance inspections of commercial occupancies and assist engine companies with more difficult commercial inspections.
• Perform plan reviews of building plans as well as plan submittals related to fire permits and assist the Fire Plans Examiner as needed.
• Identify fire hazards and recommend corrective actions.

EDUCATION/EXPERIENCE AND TRAINING GUIDELINES: 

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Fire Inspector I:

• One year or more of responsible experience in a variety of building construction or related inspection work that may include working with fire prevention regulations.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Possession of a California Class “C” drivers license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of a Fire Science Certificate is desirable.

 Fire Inspector II:

• A minimum of three years of increasingly responsible fire prevention inspection experience.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Fire suppression experience is desirable.
• Possession of a California Class “C” driver’s license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of one or more of the following is required:
• Fire Science Certificates 1A, 1B, 1C, 2A, 2B, 2C
• Certification – Section 832 Penal Code – State of California
• Uniform Fire code Certification (WFCA-ICBO/ICC)
• ICBO or ICC certificates are desirable.

DEFINITION

Police Records Clerk I: Under direct supervision, perform detailed clerical work of average complexity in connection with processing and maintaining sensitive and confidential police records; operate computerized Records Management System; receive money; provide customer service both at the counter and on the telephone; and to do related work as required. Police Records Clerk I is an entry-level position and Police Records Clerk II is the journey level class in the series requiring average knowledge and computer experience. Incumbents in this class, working within established procedures are expected to carry out general clerical duties, following oral and written directions, learn to exercise independent judgment, and have the ability to work in groups to achieve common goals. 

Police Records Clerk II: Under supervision, Police Records Clerk II are expected to work within established procedures at a wide variety of keyboarding, data-entry, and general clerical duties, exercise independent judgment and provide training, technical and clerical supervision over less experienced staff.

Both the Police Records Clerk I and Police Records Clerk II have frequent contact with the public and other law enforcement agencies. Incumbents deal with sensitive and confidential information on a daily basis and are required to work under pressure.

Positions in the Police Records Clerk II class are flexibly staffed and normally filled by advancement from the Police Records Clerk I class, or when filled from the outside, require specific clerical experience. Appointment to this class requires the employee to be performing substantially the full range of police records clerk duties and to meet the qualifications for the class. 

EXAMPLE OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible record processing work in the maintenance of confidential Police Department records; answer a variety of procedural questions and provides information from established departmental records to the public and other law enforcement agencies via telephone, in person, and in writing; routine data input for computer processing; operate a variety of office machines, including computers, adding machines and Dictaphone/transcriber; collects and records fees; prepare court packages; and perform related duties and responsibilities as assigned. At the Police Records Clerk II level you may be required to train employees.

Additionally, at the Police Records Clerk II level: Keyboard at a speed of 45 words a minute from clear copy and perform assigned duties independently or under general supervision.

Experience:

Police Records Clerk I: None required.

Police Records Clerk II: Two years of full time, clerical experience involving data entry, general office work, and public contact, desirably in a public sector law enforcement agency. Additional education may be substituted for one year of the required experience on the basis that one year of education equals six months of experience, utilizing a maximum of two years of additional education.

Education: Graduation from high school or equivalent.

MINIMUM QUALIFICATIONS

Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.

The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer or Project Manager (depending on qualifications and experience) for the Engineering Division of the Public Works Department. In this exciting opportunity the incumbent will play a pivotal role in shaping infrastructure and overseeing key projects vital to the growth and development of the City of Gilroy. This role offers a unique blend of technical expertise, leadership, and strategic planning making it an ideal role an engineering professional looking to make tangible differences in the lives of the Gilroy residents.
 
The Senior Civil Engineer or Project Manager will work under the direction of the City Engineer and/or the Public Works Director and will lead the Capital Improvement Program (CIP) Section. This supervisory position will lead a team of engineers and technicians in the implementation of the City’s CIP, including the planning, design, construction, and inspection of a variety of projects.  Responsibilities include supervising employees, directing complex professional-level field and office engineering assignments, developing strategies and schedules for implementing the CIP, assisting with CIP budgeting, and playing a significant role in making a difference in the community!

Both the Senior Civil Engineer and Project Manager classifications are exempt, mid-management level positions. The Project Manager classification is distinguished from the Senior Civil Engineer in that a professional engineer license is not required.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management.  Therefore, exceptional organizational and project management skills are imperative to achieve department and City goals. Additionally, successful performance requires the ability to independently implement programs, projects, and policies in conformance with generally accepted standards, including possessing thorough knowledge of contract administration, project management principles and supervisory practices.

The Senior Civil Engineer or Project Manager will manage assigned staff and consultants and assist with budgeting tasks within the Engineering Division. Furthermore, the Senior Civil Engineer/ Project Manager will provide and participate in critical team leadership to ensure that all engineering services, goals, projects, and initiatives meet the high-performance standards of the Department and City.
