WHAT YOU WILL DO

The Transit Manager is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, the Transit Manager is responsible for the management, supervision and participation in the daily operations of the Transit Division. The incumbent can expect to be involved in the daily operations, division’s budget, capital and grant-funded development projects, and a wide variety of administrative, research and analytical duties in support of assigned department.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Plans, prioritizes, assigns, supervises, reviews and participates in the daily operations and staff work of the Transit Division, participates in budget development and administration, and selects, trains and evaluates personnel.
• Establishes schedules and methods for providing transit services, schedules drivers and ensures coverage of shifts, coordinates maintenance and allocation of vehicles, provides safety training, and responds to accidents and incidents, conducts investigations, and takes corrective actions.
• Coordinates transportation needs for schools and special events, coordinates transit activities with other divisions and agencies, and performs customer relations tasks, including answering questions and issuing passes.
• Develops and implements goals, objectives, policies and priorities for the Transit Division, ensures compliance with established policies and procedures, and works with local businesses to promote transit services.
• Conducts research, analyzes data and prepares reports to support decision-making, provides staff assistance to higher-level management, identifies opportunities for service improvement, and recommends changes and improvements to standards and procedures.
• Participates in committees and prepares reports, represents the City at various meetings and events, attends professional group meetings to stay informed about industry trends.
• Perform related duties as required.

The Yuba County Probation Department is seeking to fill a full-time Correctional Technician position at its Youth Detention Facilities. Working under general supervision, the Correctional Technician is responsible for monitoring video and audio systems to maintain the safety and security of both youths and staff within the secure detention areas. Additional responsibilities include performing various technical and clerical tasks related to the intake and release process for juveniles at the Tri-County Juvenile Hall and Maxine Singer Youth Guidance Center, inputting relevant data into the booking system, documenting observations of juveniles, providing public reception and assistance, and other related duties as assigned.

EXAMPLES OF DUTIES:

Essential:

• Process paperwork provided by law enforcement officer or the courts for new inmates or youth; verify information on booking forms; obtain signatures; oversee telephone usage; obtain photographs; inventory and securely process property and money for safekeeping.
• Gather and enter inmate or youth information into computerized booking system; prepare and route computer-generated booking; complete files, logs, charts and other documents associated with jail or juvenile detention facility booking activities.
• Participate in monitoring safety and security of the staff, inmates, juveniles, visitors and facility; notify appropriate staff of any incidents, problems, or suspicious behavior.
• Observe and assess the behavior of inmates or youth from a control room; monitor radio communications; and operate intercom and electronic door controls in routine and emergency conditions.

The City of Auburn is seeking a dedicated and proactive law enforcement professional to serve as the Chief of Police.

This position will lead our dedicated department and be instrumental in guiding our department through today’s and tomorrow’s challenges. The City has 85 full-time employees serving 14,000 residents. The APD is a team of 24 sworn officers and 11 professional staff providing patrol, investigations, 911 dispatch and other law enforcement services. The department has an annual operating budget of roughly $6 million.

What You Will Do

The Chief of Police is responsible for the planning, administration and operation of the APD under general administrative direction. Upon hire, the incumbent can expect to work closely with the City Manager, City Council, Placer County and community leaders to further learn, understand and address community public safety issues.

APD utilizes the Community-Oriented Policing philosophy and the Problem-Oriented Policing strategy to better serve the community. This includes serving with the Community Advisory Council and Community Action Team to connect with those who live, work and play in Auburn. The APD team works closely with the Placer County Probation and Health and Human Services departments, along with other groups within our community, to address those in the community experiencing homelessness.

Under general supervision, the Lead Intelligence Analyst will play a key role in guiding and overseeing a team of Intelligence Analysts. About The Agency

The Northern California Regional Intelligence Center (NCRIC) and Northern California High Intensity Drug Trafficking Area (NC HIDTA) is seeking a Lead Intelligence Analyst. The NCRIC/NCHIDTA fusion center is located at the Phillip Burton Federal Building, 450 Golden Gate Avenue, San Francisco, CA. Most Lead Intelligence Analyst positions are in San Francisco. Positions may become available at off-site locations within the area of responsibility. The hours of service are Monday through Friday, 7:00 a.m.- 6:00 p.m. Personnel assigned to the position may work 4 days a week with 10-hour days.

The ideal candidate will be a motivated professional who:

• Possesses basic supervisory principles and practices, basic principles and practices of employee training and development and the dynamics of goal setting and goal achievement.
• Takes initiative on projects, provides leadership, and promotes teamwork.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education equivalent to a Bachelor's Degree in Behavioral Science, Statistics, Mathematics, Quantitative Analysis, Information Management, Criminal Justice or a related field; and

Three (3) years of experience involving crime data collection, statistical research and analysis, and working with criminal intelligence automated systems design and implementation.

Licensure/Certification: Possession of or acquisition of a valid certification in Crime and Intelligence Analysis within twelve (12) months of appointment or other training certification that demonstrates qualifications that meet or exceed competencies identified in the Global Justice Information Sharing Initiative, Law Enforcement Analytic Standards Booklet, 2nd Edition: Law Enforcement Analytic Standards (ojp.gov) , and the Common Competencies of Intelligence Analysts, 1st Edition: Common Competencies for State, Local, and Tribal Intelligence Analysts (ojp.gov)

Other Requirements: Must successfully complete a thorough law enforcement background investigation/security clearance prior to appointment and obtain a National Security Clearance within the first eighteen (18) months of employment. The law enforcement background investigation and the National Security Clearance require successful completion of a polygraph examination.

THE DEPARTMENT:

THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. The successful candidate will be customer service minded, an interdepartmental collaborator, an excellent project manager and a mentor to our future leaders.

• BS in Civil Engineering. Five years municipal engineering including two in traffic engineering.

Senior Civil Engineer

• Bachelor’s degree in Civil Engineering. 
• Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

CERTIFICATES/LICENSES/REGISTRATIONS

Traffic Engineer

• California Professional Traffic Engineer License must be possessed or obtained within two (2) years of appointment as a condition of employment.
• Valid Driver’s License

Senior Civil Engineer

• Registration as a Civil Engineer in the State of California.
• If position is serving within the Traffic Engineering Division, candidate must also possess a California Professional Traffic Engineer License.
• Valid drivers’ license.

We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. • Performs the more difficult and complex engineering tasks related to plan checking; reviews complex and difficult construction plans including those for single- and multiple-family dwellings, residential additions, alterations, and repairs, commercial and industrial structures and buildings as well as additions, alterations and repairs, and other projects.
• Reviews and verifies engineering calculations and architectural plans, grading plans, soil engineering recommendations, and related items to ensure compliance with applicable codes and ordinances as well as seismic design provisions; indicates corrections for both plans and calculations; communicates in writing with engineers, architects, and others regarding plan review findings and proposed corrections.
• Reviews and evaluates the most difficult and complex proposed building plans and specifications to insure that proposed construction complies with building, fire, environmental, flood hazard, design, energy, grading, trades, and related codes.
• Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.
• Performs document research and filing; enters data; prepares and maintains records and produces correspondence and documentation as necessary.
• Performs field inspections and site visits as necessary; visits building and construction sites to make determinations on code compliance, answer inquiries related to plans, and to resolve problems.

SALARY:  $9,343.57 - $9,810.74 - $10,301.26 - $10,816.32 - $11,357.14 per month. Appointments to this classification are normally made at the first step of this five-step salary range.  Candidates are also eligible for additional salary incentives including Holiday Pay, Education Incentives, and other special assignment pays.

SELECTION PROCESS:
