THE POSITION:

The San Rafael Fire Department is recruiting for one full-time Fire Inspector I/II position.  Appointment will be made at the appropriate level depending upon qualifications.  Under supervision from the Deputy Fire Marshal, this position reviews, inspects, and investigates for fire prevention related activities; inspects fire protection systems, construction sites, occupancies, structures, buildings, and storage and usages to ensure an appropriate level of fire protection and compliance with applicable state and local ordinances, and with nationally recognized fire protection standards; investigates and reviews a variety of fire-related issues; enforces the fire and building related codes and other aspects of the municipal code relating to construction, code enforcement, and building inspection; conducts field inspections for compliance with fire and life safety standards; conducts plan reviews; and does related work as assigned. 

Fire Inspector I:  This is the entry-level class in the Fire Inspector series.  Employees at this level perform more routine tasks and duties which do not require prior specialized experience.  Generally, work is supervised and reviewed both during performance and upon completion under the direction of the Fire Inspector II or the plans examiner positions.  Employees may have only limited or no directly related work experience.

Fire Inspector II:   This is the journey-level class in the Fire Inspector series.  Employees at this level are expected to perform the full range of fire prevention inspection duties and operate under general supervision.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This level requires substantial prior fire prevention training and inspection experience.

This position performs the following essential job duties (including but not limited to):

Fire Inspector I:

• Interpret and enforce provisions of fire prevention and fire safety laws, City and State ordinances and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Perform tests on water flow sprinkler and fire alarms and elevator return systems.
• Prepare accurate records and reports.
• Participates in fire investigation efforts.
• Perform related duties and responsibilities as required.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Provide training, direction and review the work product of the Fire Inspector I.
• Provide information to the public concerning fire prevention practices and procedures; assist in training programs and group presentations relative to fire prevention.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Check building plans for code compliance; consult with architects and developers regarding problems and solutions.
• Review plan submittals for fire suppression and alarm systems, calculate fees, and issue Fire Permits, and perform required inspection of those systems to assure compliance.
• May participate in fire investigation in cooperation with the Fire Department.

• Establish and maintain cooperative working relationships with those contacted in the course of work such as builders, contractors, the general public and building inspectors.
• Operate a variety of office equipment including computer terminals and necessary computer programs.
• Express ideas and communicate clearly and concisely, both orally and in writing and work comfortably with computers.
• Deal tactfully and in a cooperative manner with architects, engineers, developers, the public and City staff to provide a high level of customer service.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Principles, practices, techniques and equipment for fire suppression.
• Building construction practices.
• Procedures and techniques for operation and testing equipment such as fire extinguishers, sprinkler systems and alarm systems.
• Perform journey-level fire prevention inspection skills for a variety of buildings, structures, and installations.
• Perform annual maintenance inspections of commercial occupancies and assist engine companies with more difficult commercial inspections.
• Perform plan reviews of building plans as well as plan submittals related to fire permits and assist the Fire Plans Examiner as needed.
• Identify fire hazards and recommend corrective actions.

EDUCATION/EXPERIENCE AND TRAINING GUIDELINES: 

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Fire Inspector I:

• One year or more of responsible experience in a variety of building construction or related inspection work that may include working with fire prevention regulations.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Possession of a California Class “C” drivers license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of a Fire Science Certificate is desirable.

 Fire Inspector II:

• A minimum of three years of increasingly responsible fire prevention inspection experience.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Fire suppression experience is desirable.
• Possession of a California Class “C” driver’s license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of one or more of the following is required:
• Fire Science Certificates 1A, 1B, 1C, 2A, 2B, 2C
• Certification – Section 832 Penal Code – State of California
• Uniform Fire code Certification (WFCA-ICBO/ICC)
• ICBO or ICC certificates are desirable.

DEFINITION

Police Records Clerk I: Under direct supervision, perform detailed clerical work of average complexity in connection with processing and maintaining sensitive and confidential police records; operate computerized Records Management System; receive money; provide customer service both at the counter and on the telephone; and to do related work as required. Police Records Clerk I is an entry-level position and Police Records Clerk II is the journey level class in the series requiring average knowledge and computer experience. Incumbents in this class, working within established procedures are expected to carry out general clerical duties, following oral and written directions, learn to exercise independent judgment, and have the ability to work in groups to achieve common goals. 

Police Records Clerk II: Under supervision, Police Records Clerk II are expected to work within established procedures at a wide variety of keyboarding, data-entry, and general clerical duties, exercise independent judgment and provide training, technical and clerical supervision over less experienced staff.

Both the Police Records Clerk I and Police Records Clerk II have frequent contact with the public and other law enforcement agencies. Incumbents deal with sensitive and confidential information on a daily basis and are required to work under pressure.

Positions in the Police Records Clerk II class are flexibly staffed and normally filled by advancement from the Police Records Clerk I class, or when filled from the outside, require specific clerical experience. Appointment to this class requires the employee to be performing substantially the full range of police records clerk duties and to meet the qualifications for the class. 

EXAMPLE OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible record processing work in the maintenance of confidential Police Department records; answer a variety of procedural questions and provides information from established departmental records to the public and other law enforcement agencies via telephone, in person, and in writing; routine data input for computer processing; operate a variety of office machines, including computers, adding machines and Dictaphone/transcriber; collects and records fees; prepare court packages; and perform related duties and responsibilities as assigned. At the Police Records Clerk II level you may be required to train employees.

MINIMUM QUALIFICATIONS

Knowledge of: Appropriate English and correct spelling, grammar and punctuation; basic arithmetic; and use of personal computer applications. Modern office methods, equipment, and procedures including filing and indexing methods are desirable. At the Police Records Clerk II level personal computer applications running in WINDOWS and modern office procedures including filing and indexing methods.

Ability to: Police Records Clerk I level: Keyboard at a speed of 40 words a minute from clear copy; perform detailed clerical work of average difficulty; use appropriate English and vocabulary and correct spelling, grammar and punctuation; learn, interpret, and apply applicable ordinances, policies, and laws; exercise good judgment and discretion in releasing information; learn to perform assigned duties independently or under general supervision; understand and carry out oral and written directions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Additionally, at the Police Records Clerk II level: Keyboard at a speed of 45 words a minute from clear copy and perform assigned duties independently or under general supervision.

Experience:

Police Records Clerk I: None required.

Police Records Clerk II: Two years of full time, clerical experience involving data entry, general office work, and public contact, desirably in a public sector law enforcement agency. Additional education may be substituted for one year of the required experience on the basis that one year of education equals six months of experience, utilizing a maximum of two years of additional education.

Education: Graduation from high school or equivalent.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.
• Must be physically able to perform the work including lifting heavy objects and controlling violent individuals, and possess the knowledge, skills and abilities for the successful completion of duties assigned to the position.

The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

ABOUT THE POSITION

Both the Senior Civil Engineer and Project Manager classifications are exempt, mid-management level positions. The Project Manager classification is distinguished from the Senior Civil Engineer in that a professional engineer license is not required.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management.  Therefore, exceptional organizational and project management skills are imperative to achieve department and City goals. The Senior Civil Engineer or Project Manager will manage assigned staff and consultants and assist with budgeting tasks within the Engineering Division. Furthermore, the Senior Civil Engineer/ Project Manager will provide and participate in critical team leadership to ensure that all engineering services, goals, projects, and initiatives meet the high-performance standards of the Department and City.

Overview:
The Associate Electrical Engineer will support the 24 x 7 continuous Water Utility raw, treated, and purified water operations, capital improvement projects, annual maintenance work plan, and asset management plans. They will be responsible for the planning, design, development, implementation, modification, installation, and maintenance of the Water Utility's critical electrical distribution systems in the area of water pumping, conveyance and treatment while ensuring work quality and adherence to professional codes, standards, and Valley Water specifications.

Key Responsibilities include, but are not limited to:
As a member of the Utility Electrical and Control Systems Engineering team:

• Plan, organize, schedule, assign, review, supervise and evaluate the work of assigned staff.
• Serve as a technical resource in electrical engineering including formulating projects, assessing program effectiveness, and analyzing a variety of unusual conditions, problems, or questions; oversee quality assurance and quality control activities within field/specialty of engineering.
• Conduct engineering studies, investigations, and analyses, such as conditional assessments, feasibility reports, event incident/root cause analysis reports, and engineering evaluations in support of a planned project/improvement, system deficiencies, non-code compliant conditions, and electrical system and process anomalies.
• Prepare electrical engineering schematics, specifications, drawings, wiring diagrams, power, lighting, and floor plans, conduit and wire schedules, electrical details, and other supporting documentation for commercial and industrial applications; perform economic and financial analysis of projects; provide cost estimates and cost benefit analysis for comparison; review and comment on drawings, plans, and other work submitted by external consultants, engineers, contractors, and developers for conformance with current standards.
• Identify and report electrical deficiencies and safety issues; investigate and create root cause analysis from electrical system reports; interview operations and maintenance staff and conduct field observations and inspections; develop recommendations to mitigate electrical disturbances, outages, and abnormalities; lead or assist in resolving deficiencies and safety issues.
• May grow into a supervisory role to plan, organize, schedule, assign, review, supervise and evaluate the work of assigned staff.

Ideal Experience:

• Strong academic background, with four (4) years of experience in planning, designing, developing, implementing, modifying, installing, and/or maintaining electrical power system projects. 
• Design, installation and troubleshooting experience in electrical power systems within an industrial plant/facilities environment.
• Bachelor's degree in electrical engineering (ABET accredited college/university). 
• Experience with a diverse set of projects, ranging from researching electrical and hardware components to troubleshooting and repairing existing electrical systems, is a plus.
• Experience in working with potential vendors with adequate information for bids working with potential vendors and evaluating bids preferred.

Ideal Skills and Abilities:

• Strong base of both technical and project skills, including ability to communicate in person and in writing and maintain positive and effective relationships in a team environment.
• Prepare and review electrical engineering designs, drawings, specifications, and other engineering project documentation.
• Set priorities and exercise sound independent judgment within established procedural guidelines.
• Conduct factory testing and field testing/startup of industrial electrical systems hardware and software.
• Perform research for electrical systems and hardware components and develop technical specification and plans.
• Mentor and develop entry level engineer. 
• Planning, designing, and inspecting all phases of electrical system engineering projects.
• Troubleshooting and repairing existing electrical systems (both hardware and software).
• Leading, coordinating, and implementing full cycle electrical systems projects ensuring no disruption of mission critical operations.
• Collaborating with project teams to ensure that projects in planning, design, and construction phases are abiding by electrical systems standards.
• Developing technical policies and procedures and making recommendations for changes and improvements to existing standards and procedures.

Ideal Knowledge:

• Operations, services, and activities of an industrial electrical system including electronic and electrical systems in water production, treatment, and distribution.
• Principles and practices of electrical engineering design and installation.
• Knowledge of electrical standards (NFPA, NEC, NETA), electrical software tools (SKM, SPM/PME, SKF tester)
• Principles and practices of project scheduling, management, and budgeting.

Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in electrical engineering.
OR
Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional electrical engineering experience.
