The City of Berkeley invites you to apply for the position of Assistant Fire Inspector in the Fire Department! In this role, you will have the opportunity to work in the Wildland Urban Interface (WUI) Division and help administer special projects aimed at assisting residents with defensible space, hazardous vegetation cleanup, and preparing for wildfire. This position also plays an important role in grant-funded projects, program management, and outreach events as well as fulfilling technical work required. This is a unique opportunity to engage with the community to create meaningful, measurable results that increase public safety and preparedness.  

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and one year of experience in fire, building, or code enforcement inspections in a paid professional, internship, or volunteer capacity. Municipal experience desirable.

Other desirable qualifications include: Completion of California State Fire Marshal's Fire Prevention 1A, 1B, and 1C courses; Fire Inspector 1A, 1B, 1C, and 1D; or International Code Council (ICC) Fire Inspector I; Associate’s degree in fire science, emergency management, fire protection engineering, environmental science, ecosystem management, public policy, public administration, or related field.

• Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. Work Environment/Working Conditions:

Under the supervision of the Volunteer Program Manager in the Visitor Services Department, this position will primarily report out of a designated Midpen field office (Cupertino and/or La Honda), which will include volunteer projects and administrative tasks. This position also works from home approximately one day per week (as approved) and occasionally at the Administration office in Los Altos.  Volunteer initiatives directed by this role may take place across various preserves requiring regular travel to and from the locations.  The Volunteer Program Lead’s schedule requires working at least one weekend day as part of the regular work week schedule, with an option to be on a 9/80 schedule after an initial training period plus occasional evenings and holidays.

The Volunteer Program Lead is a fairly independent position that supports the work of one or more departments within the agency, requiring solo work in the field, frequent site visits, and hiking steep terrain in wildland areas with poison oak and wildlife. Field work will also require driving a District truck in remote areas on unimproved dirt roads in inclement weather conditions. Work in the field may also include exposure to loud noise levels, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes.

Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment including some full days of program administrative tasks using various software programs and applications on a computer, phone, or tablet.

Additionally, candidates should be familiar with the principles and practices of trail building, construction, repair, and maintenance, including site planning and resource protection as well as the tools and equipment required for maintaining and repairing open spaces and related facilities.

This position wears a prescribed District uniform and adheres to strict safety procedures and work habits. Depending on the exposure, employees may be required to wear head, hearing, eye, foot, face, hand, or other protection equipment.

STEP #4: ORAL BOARD INTERVIEW

• This is a panel interview. Candidates will be asked five to eight questions. Pass Point is 70% or higher. Results are valid for three years.

STEP #5: BACKGROUND INVESTIGATION PROCESS

• Eligible candidates will complete a Personal History Statement (PHS) packet. Background investigators will then be assigned to assist candidates through the process. Upon successful completion and review of the background investigation, the hiring board will make their employment selections. Those selected will receive a conditional offer of employment, contingent upon successfully passing a medical and psychological exam.

STEP #6: THE SAN JOSE POLICE ACADEMY

DEFINITION:

Plans, organizes, and supervises the Property and Evidence Section within the Police Department; performs and supervises a wide variety of duties involving the intake, storage, maintenance and distribution of property, evidence and supplies held by the police department.

CLASS CHARACTERISTICS:

The Property and Evidence Supervisor is a single position within the Police Department responsible for facilitating the safe and secure storage of all property and evidence under the department’s control. • Conduct regular audits and inventories.

• Assist in maintaining chain-of-evidence records of evidential property and as required, testify in court.

• Transport property to and from the Police Department, court, and other locations including off-site storage, in a safe manner consistent with property and evidence handling best practices.

• Participate in the selection of staff.

• Approve time-off/leave/overtime.

• Respond to inquiries relating to property by telephone or at the public counter.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Prepare, proofs and processes, and disseminate correspondence, memoranda, reports, proposals, forms, and other documentation relating to the Property and Evidence Section.

• Compile monthly statistical reports on work performed, interpret data, and prepare additional reports as required.

• Assist in preparation of the Property and Evidence Section budget.

• Coordinate the auction of unclaimed property.

• Provide leadership to develop and retain highly competent, customer-service oriented staff through training, employee development, coaching, mentoring, and day-to-day supervisory practices, which supports the department’s mission and values in assigned areas of responsibility.

• Use computer systems to perform continuous updates in evidence management databases for all evidence received, released and disposed; and computerized records management systems and court programs to determine the status of court cases; names of suspects, associated persons and interested parties; and the disposition of cases.

• Train Police Department staff on the proper packaging and submission of evidence; maintain detailed statistics on the number and type of evidence transactions.

• Attend training sessions on proper procedures for firearms safety, infectious disease control, hazardous materials awareness, occupational exposure to blood borne pathogens, evidence tracking and control systems, general forensic laboratory, and evidence collection, packaging, and sealing.

• Coordinate the 4th of July fireworks confiscation and destruction with Cal-Fire.

• Perform a variety of other duties as assigned.

Under supervision, a Police Cadet is a non-sworn, part-time classification that assists police personnel in a variety of operations in order to gain practical knowledge of law enforcement. They will obtain practical work experience that supports their career goals.

Employees in this classification may receive training and experience in each of the below duties.

CLASS CHARACTERISITICS:

Incumbents in this position are interested in law enforcement (and the Union City Police Department will provide the opportunity to learn various aspects of police work where they can integrate academic philosophies with practical experience. This position will provide incumbents on-the-job training and the ability to develop professional networking relationships for future service in government or law enforcement.

Positions assigned to Records may be responsible for:

• Copying, indexing, assembling, filing, distributing, and retrieving various documents files, records, and reports.
• Providing information to individuals at the front counter or over the phone.
• Conducting transactions from cash drawer for purchasing reports.
• Inputting, tracking, retrieving, accessing, and purging data in various logs, systems, and databases.
• Conducting research projects and drafting reports and memos.

Positions assigned to Animal Control may be responsible for:

• Transporting animals to the shelter or if injured to the veterinary hospital.
• Disposing of deceased animals.
• Quarantining animals that have bitten people and complete associated forms.
• Investigating cruelty to animal calls.
• Placing animals under protective custody.
• Drafting animal control citations.
• Appearing and testifying in court when subpoenaed.
• Inspecting animal control vehicles and equipment for damage and inventory prior to use on shift.

Positions assigned to Parking Enforcement and Vehicle Abatement may be responsible for:

• Patrolling an assigned area by vehicle or on foot to ensure public compliance with existing parking ordinances.
• Maintaining communication with dispatch.
• Writing warnings and citations for illegally parked vehicles.
• Observing and reporting hazardous conditions such as missing traffic signals, signs, and street markings that need to be repainted.
• Maintaining assigned equipment and supplies such as hand-held citation computers, citation books, rain gear, street cones, flares, etc.
• Performing traffic control duties such as setting up barricades and temporary signs, directing traffic, and placing inoperative bags on broken parking meters.

Positions assigned to Fleet Maintenance may be responsible for:

• Reviewing and reporting vehicle deficiencies.
• Scheduling repair of vehicles and equipment.
• Transporting vehicles and equipment to repair shop.
• Arranging for tows.
• Entering and maintaining vehicle inventory/status log.
• Coordinating service, oil changes, and cleaning of vehicles.
• Maintaining supplies such as stocking first aid kits, fingerprint kits and flares, ensuring fire extinguishers are full and appropriately charged, etc.
• Registering undercover vehicles with DMV.
