The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

Under general supervision, the Juvenile Hall Counselor is responsible for the care, custody, safety and welfare of young people detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Working Conditions:
Individuals must be willing and able to respond to emergency conditions, which may involve physically subduing and restraining hostile youth and young adults who often have the size and strength of adults.  Vision and hearing must be sufficient to perform the duties of the position. May involve considerable amounts of standing, walking and/or when necessary, running. This includes the ability to lift and/or move with assistance objects weighing up to 50 lbs or more. The Counselor may be assigned to work day, swing and graveyard shifts, holidays and weekends.

Under general supervision, a Police Officer is responsible for the performance of law enforcement duties to protect life and property in accordance with applicable laws, to carry out special assignments as necessary, and other related duties as assigned. A wide variety of assignments are available which include Patrol, Traffic, Narcotics, Detectives, Off-Road and Surface Street Motorcycle Patrol, Bike Patrol, Special Weapons Team, Crisis Negotiation Team, Canine, Background Investigations, School Liaison, Gang Suppression, Special Enforcement Section and Intelligence.

This position participates in a 4/10 work schedule. Must be available to work nights, weekends, and holidays.

Requirements:

Candidates must have completed a California P.O.S.T. Certified Police Academy. Must be 21 years of age as of the appointment date, high school graduate or G.E.D., (as recognized by the U.S. Department of Education), and U.S. citizen or a permanent resident alien who is eligible and has applied for citizenship.

Out-of-State Candidates:

The California Commission on Peace Officers Standards and Training (POST) will conduct an evaluation of all out-of-state training. POST is the sole authority on applicable training and determines whether the candidate must attend an abbreviated academy, or a regular police academy. If an academy is required, the candidate will be hired as a Police Officer Trainee. Upon completion of the academy, promotion will be made to Police Officer.

All qualified applicants will be invited to appear before an Oral Appraisal Board. Applicants passing the Oral Board examination will be placed on the eligibility list based on their Oral Appraisal Board rankings. The Town of Atherton is approximately five square miles. The City is located in the San Francisco Peninsula in Southern San Mateo County. Under the general supervision of the Police Commander, the Police Sergeant plans, schedules, deploys, trains, supervises, and reviews the work of Police Officers and civilian staff.  The Sergeant performs a wide range of patrol and related duties in the prevention of crime, maintenance of public order, protection of life and property, and the enforcement of laws and ordinances.  As part of the Management Team, the Sergeant assists in the preparation of collision investigations and criminal cases, provides courtroom testimony, serves in specialized organizational roles, and assists with various administrative functions.

The Extra Help Employee - BH (Harmony House Coach) position provides support, education, and advocacy to persons receiving services through the Mental Health Services Act. The Harmony House Coach may also provide a variety of services related to the operations of the Harmony House Drop-In Center and the Full-Service Partnership Program. This is the entry level paid classification in the field of firefighting. There is currently one (1) Full-Time 2-Year fixed-term position in the Department of Public Works supporting both the Water Resources and Road Maintenance Divisions.  

The Natural Resources Senior Planner will be housed in the Water Resources Division and will primarily support environmental compliance for Department of Public Works (DPW) Road Maintenance Division projects, including maintenance, repair, and replacement of roads, bridges, and drainage infrastructure (i.e., culverts, ditches and drainage channels).
