About the Opportunity

We are excited to announce a full-time, permanent Principal Planner position in the Community Development Department. Under the general direction of the Planning Manager, the Principal Planner performs complex professional planning work involving current and advanced planning, environmental review, housing, economic development, and special projects, while serving as the department's lead technical planning resource.

Your Key Responsibilities May Include:

• Current & Advanced Planning: Leading complex planning projects involving land use, housing, economic development, zoning administration, General Plan amendments, Specific Plans, and environmental review.
• Development Review: Reviewing and processing complex development applications, including use permits, subdivisions, variances, zoning amendments, and architectural design review.
• Project Management: Coordinating consultants, developers, City departments, and public agencies while managing planning projects through completion.

Experience: Five (5) years of increasingly responsible municipal planning experience, including responsibility for complex planning projects.

Licenses & Certifications:

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

• AICP certification is desirable.

Knowledge & Abilities:

• Knowledge of municipal planning, land use, zoning, housing, economic development, and CEQA.

• Experience reviewing development proposals, architectural plans, and design standards.

• Strong project management, analytical, and organizational skills.

• Excellent written and verbal communication skills, including public presentations.

• Ability to manage multiple priorities and build effective working relationships with elected officials, developers, consultants, staff, and the public.

Under general supervision, this position is responsible for planning and coordinating preventive, proactive, corrective, routine, and emergency maintenance on the treatment plan, pump station equipment, and facility equipment. Scheduling maintenance tasks with the Operations & Maintenance Divisions to ensure that the equipment is available and properly secured prior to any maintenance activities. The Planner/Scheduler is also responsible for ensuring that all parts are available and correct for performing the desired tasks. The Planner/Scheduler is expected to utilize the computerized maintenance monitoring system (CMMS) work order pilot (WO-Pilot), process requisitions for material purchases, use the asset management program to develop preventive maintenance, and communicate with Operations when the equipment is fully repaired and released for return to service.

The Planner/Scheduler uses judgment and experience to evaluate needs, solve problems, and advise Supervisors/Directors of recommended actions, procedures, and guidelines as appropriate. The Planner/Scheduler coordinates with a broad group of staff members, organizes and leads meetings, and ensures appropriate follow-up activities are completed.

DEFINITION

Under general supervision, the Support Dog Program Coordinator oversees the Police Department’s support dog program within the Community Division. This position serves as the primary handler and caretaker of the department’s support dog.  This class supports community policing efforts by enhancing public engagement, providing emotional support services, and assisting with crisis response. The Support Dog Program Coordinator performs a combination of administrative, program management, and field-based duties, serving as a key liaison between the Police Department, community partners, and support dog teams. Performs other work as required.

EXAMPLES OF DUTIES

Oversees support dog program operations including, training, certification and documentation including deployment history, and compliance documentation; manages program scheduling, logistics, supplies, and budget tracking; prepares reports, correspondence, and presentations for command staff and City leadership. Coordinates and participates in support dog deployments at community events, schools, neighborhood meetings, and public safety outreach initiatives fostering trust and positive interaction with diverse populations; assists with planning, coordinating, and scheduling major events such as National Night Out, school functions, and community presentations, supports field-based engagement efforts that strengthen relationships between the Police Department and the community; assists with crisis response and critical incident support, providing comfort to victims, witnesses, community members and department employees. Builds and maintains relationships with schools, healthcare providers, nonprofit organizations, and other community partners; serves as liaison for scheduling visits and coordinating services with external partners; and collaborates with other City departments to support outreach and engagement initiatives. Ensures support dogs meet all certification, vaccination, and behavioral standards; monitors animal welfare and suitability for public and high-stress environments and enforces safety protocols and respond to incidents or concerns. Responds to short-notice call-outs for community critical incidents, internal staff wellness debriefings, or other situations where support dog presence may be beneficial. Maintains awareness of social media trends and collaborates with the Public Information / Social Media team to ensure content accuracy and professionalism. Represents the Daly City Police Department with professionalism, empathy, and strong customer service in public-facing roles. Provides general administrative support for the Community Division as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:  Knowledge of community policing principles and public engagement strategies, police department structure and functions, emergency response environments and protocols; privacy and confidentiality requirements; recordkeeping, reporting and documentation practices; social media trends, basics of psychological trauma and stress responses, crisis intervention principles, canine handling including basic and advanced obedience training, socialization techniques, health, grooming and general care.

Ability to: Communicate clearly and concisely, both orally and in writing, prepare effective written reports, effectively and professionally represent the City to the public, coordinate multiple projects and schedules effectively, engage diverse community groups, exercise sound judgment, maintain confidentiality, and handle sensitive situations; demonstrate flexibility, teamwork, and adaptability in dynamic and high-visibility environments;  interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education:  Graduation from high school or the equivalent.  Graduation from a college or university with a Bachelor’s Degree in Criminal Justice, Public Administration, Psychology, Animal Science, or a related field desirable.

Experience: Two (2) years of experience in program coordination, community engagement, administrative support, or related field. Experience supporting a law enforcement or public safety agency, background in community volunteer coordination, or crisis intervention desirable.  Experience working with dogs in a structured setting (support, service, training, animal care, etc.) is also highly desirable.

License: Possession of a valid Class C California Driver’s License. Possession of CPR/First Aid certification or ability to obtain within 6 months.

Physical Requirements:  Able to stand, walk, bend, and lift up to 25 pounds and safely handle and interact with support dogs in various environments

Special Requirements: Must pass a comprehensive background investigation.  Able to work flexible hours based on community and departmental needs.

The Placer County Community Development Resource Agency is seeking applications to fill one (1) full-time Long-Range Senior Planner vacancy on the Long-Range Planning team. This position performs a variety of complex, long-range planning functions, including supporting development of the General Plan update and Housing Element implementation and will support a Principal Planner and the Planning Director in fulfilling the role. This position can be based out of either the Auburn or Tahoe City office.

Key duties include:

• Assist in updating the County’s General Plan, including drafting and developing policy and code, permitting policies and/or development standards, and implementation strategies, as well as performing legislation review and education.
• Support work efforts centered around housing, including zoning code updates, policy development, permitting policies and/or development standards, legislation review and education, and implementation strategies.
• Collaborate on fees, incentives, and streamlining packages for housing and infill development, and coordinate with developers and landowners. Coordinate with current planning team.
• Perform research, data collection, and analysis.

Planning Services currently offers a hybrid remote work environment and alternative work schedules. This position requires occasional work outside of normal working hours, such as evenings and weekends, to attend and participate in community and/or staff decision-maker meetings and also requires travel to various countywide locations, including both the Auburn and Tahoe City offices, for a variety of meetings and hearings.

MINIMUM QUALIFICATIONS
EXPERIENCE
Three (3) years of increasingly responsible planning experience performing duties similar to those of an Associate Planner.

TRAINING
Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban, regional, or environmental planning, or a related field.

IDEAL CANDIDATE

The Ideal Candidate for this position will have previous facility maintenance experience, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, have good attendance, a positive attitude and a willingness to take on new tasks as requested.  The ability to speak and understand Spanish is a desirable quality.

ESSENTIAL JOB FUNCTIONS

A primary function of this position is janitorial services. Will include set up and cleanup of special events. Prepare simple activity and related reports; maintain inventory and work records as required. Perform other facility maintenance duties as assigned. Work cooperatively with others. Regular and consistent attendance.

QUALIFICATIONS

POSITION

General

The Principal Transportation Planner, Multimodal Corridor Programs will report to the San Mateo County Transportation Authority (SMCTA) Manager, Planning and Fund Management, and will be responsible for leading strategic planning initiatives for the Corridor Connect Program, managing the Highway Program Call for Projects, and leading major multimodal safety and congestion relief planning projects. This Principal Transportation Planner will work in partnership with jurisdiction staff across San Mateo County to support local agencies with complex transportation projects, community engagement, and grant or funding strategy development. This role will also support the Planning & Fund Management team members with other SMCTA managed programs, as needed, including the Pedestrian & Bicycle Program and Transportation Demand Management Program. 

Essential Functions & Duties

Examples of Essential Functions: 

• Coordinate on-going initiatives and programmatic activities, monitor progress of priority projects, and communicate updates regularly to stakeholder groups along SMCTA Corridor Connect major highways include US 101, El Camino Real, and Highway 1   
• Manage complex and multi-disciplinary planning projects, or significant portions of such projects, involving a high level of technical complexity, public visibility, and coordination with numerous stakeholders.
• Compile, arrange, analyze, and interpret transportation, demographic and financial data, and presenting them in both quantitative and qualitative formats.
• Facilitate public meetings/workshops and assist with promoting community-based organization partnerships in planning efforts.
• Provide technical assistance to stakeholder agencies on various transportation subject areas by leading projects on behalf of outside agencies, managing consultant contracts, and providing strategic guidance on an as needed basis.
• Lead the development of funding strategies to assist with advanced planning for implementing projects.
• Work collaboratively with internal and external teams to help advance and support mobility initiatives with a focus on multimodal safety and congestion relief for highways and major arterials.

Coordinate staff training and professional development, establish performance objectives, monitor and evaluate employee performance. 

• Advance planning work related to a number of wide-ranging topics including but not limited to the following: mobility hubs, transportation demand management, bicycle and pedestrian planning and concept design, signal operations, and/or multimodal highway planning efforts.

• Manage projects and/or programs in partnership with outside agencies, including but not limited to cities, County of San Mateo, and City/County of San Mateo Association of Governments (C/CAG).

• Prepare or coordinate the research, analysis and writing of reports for the SMCTA Board and/or advisory committees.

• Develop and present oral reports in relation to SMCTA planning and program initiatives.

Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Public or Business Administration, Transportation/Urban Planning, Public Policy, Economics, Engineering, and/or other related field. 

• Four (4) years of increasingly responsible experience in providing professional-level multimodal transportation planning and concept designs. 

• Knowledge of transportation planning and/or engineering for bicycle/pedestrian, transit, transportation demand management, multimodal highways and the environmental process for transportation projects is preferred.
• Knowledge of Caltrans Local Assistance Procedures Manual and best practice design standards such as NACTO, AASHTO, and other sources.
• Knowledge of local, regional, state, and federal grant funding opportunities.  
• Experience with GIS and proficiency with Microsoft Office Suite.
• Proven experience utilizing analytical, written and verbal communication and presentation skills at many different levels of an organization.
• Effective oral and written communications skills.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

EXAMPLES OF DUTIES

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.

Planning Division
This division is responsible for conducting all Congestion Management Program (CMP) and VTA transportation and transit planning activities, as well as programming, grants management, and real estate. The Planning Division consists of three primary focus areas: Planning, Programming and Grants, and Multimodal Planning & Real Estate

Multimodal Planning & Real Estate Department Real Estate Department 
As part of the Planning Division, the Multimodal Planning & Real Estate department is a passionate group dedicated to transforming transportation, land use, and community connections across Santa Clara County. The department successfully integrates several key programs to achieve this mission, including Multimodal Planning, Transit-Oriented Development (TOD/TOC), Asset Management/Real Estate, and Right-of-Way. 

The Right-of-Way Program
As a core program within the department, the Right-of-Way (ROW) team directly executes VTA’s capital delivery by overseeing the acquisition of full properties, permanent easements, temporary construction easements, and other critical property interests. ROW ensures project certification and delivery for massive infrastructure improvements across Santa Clara County, including major rail extensions like BART Silicon Valley and Eastridge to BART Regional Connector (EBRC), as well as highway and complete streets projects. This work involves extensive multi-agency coordination with external partners like Caltrans, utility providers, and local municipalities to handle complex property clearances and utility relocations.

Definition
Under direction, the Senior Real Estate Agent plans, organizes, supervises, and integrates the work of assigned staff and consultants engaged in acquiring, appraising, managing, leasing or disposing of real property and rights-of-way and/or planning, offering, negotiating, and managing VTA's joint development projects and associated agreements, and performs related duties as assigned.

Distinguishing Characteristics
Senior Real Estate Agent is the first line supervisory classification in the Real Estate job series. Incumbents are responsible for planning, organizing, and supervising staff engaged in all aspects of VTA real estate transactions and agreements, and for performing the more difficult and complex duties.  Senior Real Estate Agent is distinguished from Manager, Real Estate & Project Administration in that the latter has full managerial responsibility for the entire real property program for VTA.

• Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff;
• With assigned staff and consultants, develops, implements, and monitors plans, goals and objectives to ensure that designated property appraisal, acquisition, management, sales, relocation projects, and joint development functions are accomplished in accordance with adopted schedules and budgets;
• Supervises and performs work related to major joint development planning projects that encompass residential, commercial, and other types of real estate development;
• Conducts and/or participates in complex planning and rezoning approvals, competitive offerings for long-term leases, difficult appraisals, negotiations, relocation assistance, and property sale or disposition functions;
• Performs detailed, complex research, analyses, and determinations;
• Develops work plans, schedules, and budget estimates for joint development studies and projects and oversees their execution;
• Prepares and presents information to the public, boards, committees, and community groups;
• Reviews, evaluates, and approves architectural, planning, engineering, environmental, financial, and real estate appraisal work product produced by consultants;
• Provides attorneys with market appraisals and other data for use in property settlements and condemnation litigation;
• Plans, directs, negotiates, administers and/or participates in the development, negotiation and administration of consultant contracts;
• Reviews, recommends, and administers Real Estate Department policies and procedures;
• May perform budget preparation and review;

Minimum Qualifications:

Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities. 

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with major coursework in business administration, public administration, finance, real estate, or a related field; and five years of increasingly responsible experience in the appraisal, acquisition, relocation, design, financing, construction, and/or management of real property, with at least two years in a project lead or supervisory capacity.

Experience in acquisition of property for public use or experience with public-private development on public property is desirable.
