THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. This position will also support the City's leave management program.

MINIMUM REQUIREMENTS

Possession of a bachelor's degree with major coursework in public or business administration, finance, human resources, economics, or a closely related field;

Three (3) years of increasingly responsible professional experience performing public administration, finance, housing, or human resources functions; or

One (1) year of experience at a level equivalent to the City’s class of Associate Management Analyst or Administrative Analyst.

When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.

Public sector experience is preferred.

THE POSITION

The City of Rocklin is looking for two Maintenance Workers to assist in the Parks Division of the Parks and Recreation Department. The Maintenance Worker is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law, and there is no guarantee of future permanent employment.

An example of duties are:

• Performs flood control measures by clearing creeks of obstructions, keeping drains clean and clear, and preparing sandbags in case of emergency.
• Performs crack sealing of asphalt, and backfilling trenches and excavations on City streets; performs repair, maintenance, and construction of sidewalks, curbs, and gutters.
• Removes concrete, builds forms, pours concrete, and performs other concrete work around City buildings as required.
• Empties trash cans, picks up and removes debris, litter, and trash from parks, athletic fields, trails, and landscaped areas throughout the City; removes graffiti and other unwanted markings from City-owned property.
• Plants, mows, prunes, and maintains turf, trees, shrubs, and plants; clears sites of weeds.
• Performs construction and repair of landscapes and other park facilities such as installing and maintaining signs, installing park structures, and installing and maintaining fences.
• Paints or stains and pressure washes and cleans park amenities and fencing.
• May apply pesticide, herbicide and other pest management treatments to vegetation and landscaped areas.
• Makes minor adjustments on service equipment; maintains tools and equipment in working order.
• Operates trucks, trailers, and other automotive equipment as required.
• Maintains logs of daily activities.
• Performs related duties as assigned.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school

Three (3) months of experience as a laborer in construction, maintenance, or landscaping work

The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

• Administers first aid in emergency situations.

• Issues traffic citations.

• Serves warrants, subpoenas and civil documents.

• Apprehends and arrests suspects and violent persons; transports prisoners; seizes property and/or criminal evidence; interrogates suspects, witnesses and complainants; gathers and preserves evidence.

• Assists with County search and rescue operations.

• Prepares various reports on investigations, including arrest and unusual incidents observed.

• Assists with criminal investigations as required.

• Prepares case files; testifies and presents evidence in court.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

This position is a working level civilian class in law enforcement, performing a variety of non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Enforce Title 8 of the County Code and Division 14 of the California Agricultural Code pertaining to animal control and treatment.
• Prepares various reports and case files on investigations, issues citations and warnings for violations of ordinances; files charges with District Attorney as appropriate; testifies and presents evidence in court.
• Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders. 
• Process and serve documents involved in civil actions including summons, complaints, claims of plaintiffs and orders; declarations and orders of examinations, Notice of Entries of Judgments, civil and criminal subpoenas, Notice to Vacate Premise and process writs of execution including the preparation of orders for wage garnishment.

The Community Development Department of the City of Dixon has been authorized to fill a full-time position of Associate Planner.  This classification performs a variety of highly complex professional work in current planning, housing, advance planning, and environmental planning including research and analysis, report writing, plan review; permit coordination, managing complex projects, data collection and analysis, information dissemination; assists with management of consultant contracts and work programs as assigned and performs field inspection.

Future Salary COLA:  4% increase (eff July 2024)

This is in the professional planning series and competent to independently perform the full scope of duties required, with minimal supervision from the Community Development Director or designee. Supervision received is characterized by general supervisory direction and control intended to define objectives and problems.  Control over work methods is general, rather than detailed in nature.  Supervision given will involve training and providing lead direction to professional, technical and clerical staff.

This classification is distinguished from that of Assistant Planner by the greater complexity and political sensitivity of the assignments received, higher level of experience and knowledge and greater independence.
