Suisun City is a progressive and proactive law enforcement agency situated in the heart of Solano County. As a result of its proximity to neighboring jurisdictions, the men and women of the Suisun City Police Department remain extremely busy as they address the needs of the community. Candidates interested in testing for the position of Police Officer with the Suisun City Police Department must be prepared to take on the challenges of a fast paced work environment.

THE POSITION

Under general supervision of a Police Sergeant or other supervisory/management staff, a Suisun City Police Officer performs a variety of duties related to the protection of public health, safety, and welfare and the enforcement of applicable federal, state, and local laws; provides traffic enforcement and control; and carries out special assignments in a particular phase of police work.

The Police Officer is an entry/journey level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities. New incumbents may have limited related experience, but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions.

ESSENTIAL JOB FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Patrols assigned areas of the City to preserve law and order, discover and prevent commission of crimes, and enforces traffic and other laws and ordinances; maintains awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; makes arrests; issues warnings and citations.
• Responds to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints, including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents, domestic disturbances, health code and local ordinance violations, property control, civil complaints, and related incidents; responds to and provides assistance at a variety of public service type calls that are non-criminal in nature.
• Conducts initial and follow-up investigations at scenes of incidents to which summoned or incidents observed; determines what, if any crime has been committed; collects, preserves, processes, photographs, and books evidence; locates and interviews victims and witnesses; identifies and interrogates suspects.
• Prepares and serves search and arrest warrants; apprehends and arrests offenders for crimes committed under federal, state, and local laws and codes; controls and mitigates people under the influence of drugs or alcohol or other potentially hostile situations.
• Directs traffic at special events or emergency situations; provides traffic and crowd control at community and emergency events.

THE POSITION
Under direction of a Police Commander, supervises, assigns, reviews, and participates in the work of law enforcement staff involved in the protection of public health, safety, and welfare and the enforcement of applicable federal, state, and local laws; assumes responsibility for assigned collateral services, special programs, projects, or department-wide functions or activities; coordinates activities with other divisions, units, watches, City departments, outside agencies, organizations and the public; and performs a variety of administrative and technical tasks relative to assigned area of responsibility.

ESSENTIAL JOB FUNCTIONS

• Assumes supervisory responsibility for activities, operations, and services of an assigned program area including patrol shifts, training, reserves, task forces, administration, and community relations; may assume responsibility for assigned collateral functions and supervise and participate in special programs and special assignments. 
• Plans, prioritizes, assigns, supervises, and reviews the work of sworn law enforcement staff providing a wide range of patrol, investigative, and other law enforcement activities; supervises non-sworn staff in dispatch,records, parking enforcement, property and evidence room, and other functions as assigned. 
• Receives, prioritizes, and coordinates response to complaints, emergency situations, and investigations;supervises and coordinates the allocation of assigned personnel and equipment in response to calls for service,case investigations, and administrative issues. 
• Reviews and monitors work of assigned staff; monitors work activities to ensure safe work practices, quality, and accuracy; ensures compliance with applicable policies and procedures; works directly with sworn and non-sworn personnel in the interpretation of City and department policies; reviews police reports; spot checks staff work in the field and interviews citizens to see how calls were handled. 
• Trains and evaluates assigned personnel; provides training, guidance, and counseling to assigned personnel;completes employee performance evaluations and reviews as required; promotes career development of subordinates. 
• Responds to major crimes, accident scenes, and emergencies; assumes initial command; establishes field command. 
• Provides a full range of administrative support to management staff; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to programs, policies, and procedures as appropriate; prepares departmental policies and procedures; assists in the development of new and revised City ordinances pertaining to the law enforcement services and activities; prepares and presents staff reports and other necessary correspondence.
• May supervise and personally conduct complete and detailed investigations of a general and specialized nature;coordinates investigations including those involving several officers, units and divisions; oversees and participates in undercover and surveillance operations; reviews all investigation reports and make recommendations and suggestions to officers. 
• Coordinates activities with other shifts, units, City departments, outside agencies, organizations, and the public. 
• Performs related duties as required.

$6,830- $8,718 per month

Pay Incentives:

Shift Differential (3%-5%); P.O.S.T. Certificate Pay (3% Intermediate, 5% Advanced)

Bilingual Pay (2.5%, 5%, 10%)

Additional Specialty Pays:

Detective (5%), Motor Officer (5%), FTO (2.5-5%), SDAT/Firearms Instructor (2.5%), SWAT (2.5%), HNT (1%), MAIT (1%) & CSI (1%)

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

EDUCATION AND EXPERIENCE:

Must possess a California P.O.S.T. Certified Basic Law Enforcement Academy Certificate. Candidates must have completed the P.O.S.T. Basic Academy.  Note:  In conformance with P.O.S.T. regulations, applicants separated from active law enforcement in excess of three years must repeat the State Basic Training Standards and would not be considered for appointment on a lateral entry basis.   

Candidate must be high school graduate or its equivalent.  Completion of 45 semester (or equivalent quarter) units from an accredited college or university is preferred.  Prefer candidates with bilingual skills.
