PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

THE POSITION:

The ideal candidate will have a strong knowledge of the principles and methods of receiving, storing, and performing inventories of property and evidence. Most importantly, the ideal candidate is a consummate professional who exemplifies outstanding public service.

DISTINGUISHING CHARACTERISTICS:

The Property and Evidence Technician is a journey level classification where incumbents are assigned the full range of duties and receive general supervision with instruction or assistance provided as new or unusual situations arise. Duties in this classification require incumbents to work shifts, weekends, and holidays.  This classification is distinguished from other classifications by the specialized nature of the functions performed.  It is further distinguished from the Property/Evidence and Crime Scene Administrator which is a section head management level classification responsible for the overall daily operations of the Property/Evidence and Crime Scene Investigation functions.
 

 

 

 

Essential Duties

What you will do: 

Depending on assignment, duties may include but are not limited to the following:  

1. Receive, record, store all items of property or evidence.

2. Maintain chain of custody records for property items.

3. Maintain suspense file of stored property, send notices to owners of unclaimed property.

4. Correspond with property owners, or persons recovering property.

5. Coordinate the destruction of evidence with local agencies and purge items not to be returned to owners.

6. Coordinate the auction of unclaimed property.

7. Answer questions either verbally or in writing from the public regarding the disposition of property.

8. Maintain records of controlled items (i.e. narcotics, firearms).

9. Ensure the security of property and stored items.

10. Access information using automated terminals to determine court dispositions or activity status.

11. Maintain records of court dispositions and charge sheets.

12. Testify in court concerning evidential property.

13. Deliver and pick up evidence to and from crime lab and coroner's office.

14. Train departmental personnel in procedures related to property and evidence handling.

15. Order and maintain necessary forms and supplies for the department.

16. Work nights, weekends holidays when required and serve in on-call status.

17. Performs related work as necessary.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of storing and maintaining an inventory of materials in a highly controlled environment similar to the property and evidence materials maintained in a police department. Familiarity with a law enforcement or criminal justice environment is desirable.

Education: Equivalent to the completion of twelfth grade. Supplemental related training and coursework such as Evidence and Property Function Management is highly desirable. 

Licenses and Certificates: Possession and maintenance of a valid California Class C driver's license. Possession of or ability to obtain an International Association for Property and Evidence (IAPE) training certification within the probationary period.

5. Eligible List 

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.  Actual hire depends on success in the departmental selection process.

6. Background  

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting, employment history, medical examination, polygraph, confirmation of educational credentials, degrees, and licenses (including driver's license). Some positions, depending on the nature of the work, also require a credit check.

During the background process, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the position. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with City of Hayward.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record. 
• Must be able to meet physical, psychological and background standards. 
• Must be willing to work evening, night, weekend and holiday shifts. 
• Must be able to obtain required POST certification and maintain firearms qualification.

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

Examples of Duties

• Receive business or emergency calls for law enforcement, fire, medical, and other public service agencies.
• Screen information to determine nature of call, perform call classification, determine priority and jurisdiction, and document activity.
• Screen and prioritize telephone workload.

The CritiCall exam is a computer based Public Safety Dispatcher Pre-Employment Skills test. The wide array of tests within the CritiCall exam provides a comprehensive inventory of a candidate's skills and abilities.  Achieving a passing score on the exam is a requirement for employment.  

The examination simulates some of the duties and situations a 911 Communications Dispatcher might encounter on the job.  No specialized knowledge or skills are required to take the exam. 

The CritiCall exam tests for skills and abilities in areas such as decision-making, data entry, call summarization, multi-tasking, cross-referencing, vocalization, character comparison, memory recall, prioritization, mathematics, probability, map reading, reading comprehension, spelling, and sentence clarity.
 
Once the recruitment closes and all applications have been screened, applicants whose applications pass the screening will be sent a link to take the CritiCall exam.  Applicants will have up to ten days to complete the exam.  Complete instructions will be sent in the correspondence regarding registering for and taking the exam.  The exam can be taken at the convenience of the test taker, during the ten specified days.  

Candidates who receive a passing score on the CritiCall exam will be placed on the Hiring List (Eligible List) in the order of the scores from the exam.  The top seven candidates from the Hiring List will be considered for one vacancy.  One additional candidate will be included for each additional vacancy.

Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).
