 The Accounting and General Services Specialist III position is in the Community Action Department. This position performs a variety of highly complex technical para-professional administrative duties including lead and/or supervisory duties in support of one or more of the following functional areas; facilities management, fiscal and accounting; department administrative or department projects, or programs, that require a thorough knowledge of the terminology, procedures, and practices for the assigned functional area; and performs related work as assigned. The Accounting and General Services Specialist III classification differs from the level II classification, which is the journey level in the series and does not provide supervision or handle highly complex administrative support duties. The Position

Under general supervision, the Lead Intelligence Analyst will play a key role in guiding and overseeing a team of Intelligence Analysts. The Lead Analyst will assist in developing and implementing program and administrative goals and ensure compliance with department policies and procedures; and perform a variety of professional Intelligence Analyst duties including performing intelligence analysis; producing threat assessments and vulnerability assessments, strategic reports, and tactical, operational and analytical products; data entry; researching and documenting incident reports; conducting presentations to law enforcement partners; producing link chart products; providing case support relating to investigations of terrorism, drug trafficking, firearm trafficking, major crimes, money laundering, gangs, violent crimes, and serial crime events; and providing support during emergency events, planned special events, training events, and training exercises.

About The Agency

The Northern California Regional Intelligence Center (NCRIC) and Northern California High Intensity Drug Trafficking Area (NC HIDTA) is seeking a Lead Intelligence Analyst. The NCRIC/NCHIDTA fusion center is located at the Phillip Burton Federal Building, 450 Golden Gate Avenue, San Francisco, CA. Most Lead Intelligence Analyst positions are in San Francisco. Positions may become available at off-site locations within the area of responsibility. The hours of service are Monday through Friday, 7:00 a.m.- 6:00 p.m. Personnel assigned to the position may work 4 days a week with 10-hour days.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education equivalent to a Bachelor's Degree in Behavioral Science, Statistics, Mathematics, Quantitative Analysis, Information Management, Criminal Justice or a related field; and

Three (3) years of experience involving crime data collection, statistical research and analysis, and working with criminal intelligence automated systems design and implementation.

Licensure/Certification: Possession of or acquisition of a valid certification in Crime and Intelligence Analysis within twelve (12) months of appointment or other training certification that demonstrates qualifications that meet or exceed competencies identified in the Global Justice Information Sharing Initiative, Law Enforcement Analytic Standards Booklet, 2nd Edition: Law Enforcement Analytic Standards (ojp.gov) , and the Common Competencies of Intelligence Analysts, 1st Edition: Common Competencies for State, Local, and Tribal Intelligence Analysts (ojp.gov)

Other Requirements: Must successfully complete a thorough law enforcement background investigation/security clearance prior to appointment and obtain a National Security Clearance within the first eighteen (18) months of employment. POSITION

IDEAL CANDIDATE

This class, therefore, is typically used as a training class within the series.

Management Analyst II - This is the full journey level class of the Management Analyst series.  Positions at this level are distinguished from the Management Analyst I level by the performance of the full range and complexity of duties as assigned with minimal assistance or direction.  Incumbents are thoroughly familiar with the operating procedures of the department or office to which assigned, and possess technical expertise related to assigned program responsibilities.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Accountant I

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

The positions in the Accountant class series are flexibly staffed. Lateral Candidates:  Completion of POST approved Basic Academy and actively employed by a California Law Enforcement Agency as a Peace Officer within the past 12 months, has successfully completed probation, and possesses a POST Basic Certificate of at least 800 hours. 

SALARY:  $9,343.57 - $9,810.74 - $10,301.26 - $10,816.32 - $11,357.14 per month. Appointments to this classification are normally made at the first step of this five-step salary range.  Candidates are also eligible for additional salary incentives including Holiday Pay, Education Incentives, and other special assignment pays. 

BENEFITS: This position is eligible for benefits under the Brisbane Police Officers Association Memorandum of Understanding.

SELECTION PROCESS:

Applications will be screened for completeness.  After an initial screening of applications, those applicants that meet the minimum qualifications and appear to best meet the Department’s need will be invited to participate further in the recruitment process and will be contacted for an oral panel interview.   Candidates must receive a score of 70% or higher on the oral interview exam to be placed on the initial eligibility list.  A limited number of candidates from the eligibility list will be invited for an interview with the Police Commander and Police Chief.  Depending upon the number of candidates in each recruitment set, this process may be altered.    After a mutual interest has been established, a thorough background investigation will be conducted, including fingerprinting and a polygraph.  Upon successfully passing the background investigation, candidates must successfully complete a psychological evaluation, a medical evaluation, and provide proof of legal right to work in the U.S. prior to appointment.  The Police Chief will make the final recommendation for appointment.
