SELECTION PROCEDURE

All applications will be reviewed to select those applicants whose qualifications appear to most closely match the requirements of the position.  A limited number of qualified applicants may be invited to participate in the subsequent phase(s) of the the recruitment process which may include one or more of the following;  written examination, assessment exercise(s), oral interviews, medical examination, urinalysis, and complete background checks.  Meeting the minimum qualifications does not guarantee selection or advancement in the recruitment process.

THE POSITION

The ideal candidate will be a team-oriented problem-solver with a focus on public service. Recruits enter a training program to develop skills necessary to demonstrate abilities to respond to emergency fire and medical alarms, to protect life and property, to participate in fire suppression training and emergency medical training, to assist with station, apparatus and equipment maintenance, and to do related work as required.

Upon satisfactory completion of probationary period, a Recruit is promoted to the rank of Firefighter, with all benefits entitled.

ESSENTIAL JOB FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Under supervision, performs general firefighter duties including, but not limited to:  response to alarms; fire suppression; lifesaving and rescue; vehicle extrication; salvage operations; hazardous materials; emergency medical care; mutual aid assistance; maintenance / inspection / testing of fire fighting equipment; maintenance of  fire station and grounds; participates in required training programs; fire prevention and public education programs; waterway and rescue boat operations; participation in support of the Fire Departments’ various programs provided to residents of Suisun City.

Under general supervision, a Reserve Police Officer performs a variety of law enforcement and modern crime prevention work; controls traffic flow; patrols an assigned area for the prevention of crime and enforcement of federal, state and local laws and regulations, and arrests violators as necessary; performs investigative work; and other related law enforcement work as required.       

Reserve Police Officers are also utilized at special events, such as parades, street fairs or security for major events. Other duties include, support services to other units within the Department, investigations, DUI checkpoints, saturation patrol or other duties as assigned. Reserve Police Officers perform most of the same duties as a full-time officer.

EXAMPLES OF DUTIES

Under general supervision on an assigned shift:

• Patrol assigned area in car or on foot for the prevention of crime and enforcement of federal, state and local laws and regulations, and arrests violators as necessary.
• Answer calls for the protection of life and property and the enforcement of local, county, and State laws.
• Stop drivers operating vehicles unsafely or in violation of laws, and issues traffic and parking citations.
• Observe assigned areas for suspicious acts and unsafe conditions
• Report abandoned vehicles.
• Direct traffic, including regulation of vehicle flow, at times of emergency or congestion.
• Conduct preliminary and/or follow-up investigations of crimes and disturbances including burglaries, thefts, robberies, narcotics action, deaths, assaults and accidents.
• Serve warrants and subpoenas.
• Testify in court at civil and criminal hearings.
• Administer first-aid.
• Prepare reports for arrests, investigations at crime or traffic accident scenes.
• Collect and preserve evidence.
• Transport prisoners.
• May be assigned special investigations or liaison duties.
• May assume responsibility for special department projects.
• May work overtime or irregular hours.
• And other related duties as assigned.

• Bilingual fluency in Spanish and Asian languages is highly desired.

Knowledge of:

• All basic police operations as taught in California Basic Police Academy.
• Federal, state and local laws and regulations regarding civil, criminal and traffic violations, and the conduct of law enforcement operations including arrest, search, seizure, incarceration, interrogation, investigation and use of deadly force.
• City streets, buildings and geography.
• Safe operation of motor vehicles.
• Department policy and procedures for officer conduct.

Skill in:

• Appropriate instantaneous responses to life-threatening and otherwise volatile law enforcement situations.
• Safe and appropriate use of firearms and other weapons.
• Public relations and contact.

Experience and Education

Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:

• Graduation from a California Basic Police Academy.
• Completion of the twelfth grade or equivalent and supplemental courses or special training in law enforcement work.                

License

Possession of an appropriate valid California operator’s license issued by the California Department of Motor Vehicles.

PHYSICAL DEMANDS

Strength, stamina, coordination and balance to stand and walk for long periods, bend and reach to conduct inspections, climb up and down ladders, run in pursuit of detainees, physically restrain uncooperative and violent individuals, drive vehicles in high speed pursuit, carry equipment and supplies; remain alert in a confined space on all shifts; vision to see details in low light; coordination, vision and strength for use of firearms; occasional lifting of objects weighing up to fifty pounds; strength to move the weight of an adult human body.

WORKING CONDITIONS

Work in confined spaces, stress of working with detainees, persons under the influence of alcohol and drugs, emotional individuals and resistive and combative persons; stress of exposure to personally dangerous individuals and circumstances including dead, injured and sick individuals; exposure to individuals with communicable diseases; exposure to hazardous material.

This is a NEW program within the Marysville Fire Department.  The Marysville Fire Department is hiring continuously for twelve (12) Firefighter Reserves.  These positions will be funded for four (4) years through the SAFER Grant.  

For each 24 hour shift worked, you will receive $60 for food and mileage, that will be paid monthly in accordance with the City of Marysville's established pay schedule.

ABOUT THE POSITION The City of Lincoln is seeking qualified Part-time Reserve Police Officers - Level I, II, and III trained Police Officers. Successful candidates may be assigned to patrol duties in accordance with POST requirements. Upon completion of the Lincoln Police Department Police Training Officer Program, Reserve Officers will be assigned law enforcement duties on as needed basis. The types of duties assigned will be dependent upon their level of training and experience. This position receives no compensation nor does it include benefits.

QUALIFICATIONS Twenty-one years of age; education equivalent to the completion of the twelfth grade; 30 college units (in addition to those earned at the academy) desirable; completion of POST Level I, II, or III Police Officer Training Modules, or POST Basic Academy; possess a valid CA driver's license; and must be available to work at least 16 hours duty time and four hours training time per month.

Additionally: Level I - Regular Basic Course, (664 hours), Field Training Program, (400 hours) and Continuous Professional Training, (24 hours every 2 years)

Level II – Police Officer Training Program Modules I and II, (333 hours) and Continuous Professional Training, (24 hours every 2 years)

Level III – Police Officer Training Program Module III, (144 hours)

WORKING CONDITIONS/PHYSICAL REQUIREMENTS Mobility to work in both an office setting and field work; lift and carry weight of 50 pounds or less; strength and stamina to perform law enforcement duties, including making arrests; chasing suspects: vision to meet department standards; hearing and speech to communicate effectively in person or over communication equipment; analyze work papers, reports and special projects; remember accounts given by witnesses; identify crime suspects; interpret and apply the law in field situations; observe while conducting surveillance; problem solve crime situations; and explain the law to the public.

The applicant has the responsibility to explain his/ her qualifications fully and clearly. Applications will be screened based on qualifications, and those applicants that best meet the needs of the City will be invited to participate in the City’s selection process. Offers of voluntary employment are conditional subject to successful completion of a CVSA, thorough background investigation, and a pre-employment medical and psychological exam. THE POSITION:
The purpose of this program is to augment full-time staffing in the City of Lincoln Firefighting program, but mostly the intent is to provide opportunity to develop the skills and abilities necessary for a candidate to gain employment in the fire services industry. The non-sworn Reserve Firefighter will gain the valuable work experience needed to obtain the California State Firefighter I certification. The City of Lincoln will benefit from producing well trained reservists who assist the department with the gained skills, knowledge and abilities. The Reserve Firefighter will receive on-going training.
