PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

This position performs a variety of complex and specialized technical work in the Cooperative Extension Department as the primary administrative support for the 4-H youth development program. Assists in coordinating and implementing assigned program tasks and special events that require a thorough knowledge of the terminology, procedures, and practices, business letter writing and report preparation. Designs and presents general and technical correspondence, and promotional materials; designs and develops forms, tracking systems, databases, and spreadsheets. Supplies individuals with information, copies of documents and records, etc. The position is at-will, temporary, part-time and scheduled for twenty-four (24) hours per week. 

WHAT YOU’LL DO

• Establishes files; maintains accurate and detailed records; verifies the accuracy of information; researches discrepancies and notifies appropriate personnel or agency.
• Word processes and proofreads a variety of documents; enters a variety of departmental data into the computer; retrieves information as needed; operates various printers.
• Compiles data for use in reports and/or managerial decision-making.
• Performs routine clerical duties as required, including but not limited to typing reports and correspondence, copying and filing documents, retrieving files, entering computer data, completing and processing various forms, maintaining inventory, ordering supplies, assembling materials, faxing information, answering the telephone, greeting and assisting customers / clients, processing mail, etc.

DISTINGUISHING CHARACTERISTICS:

The Property and Evidence Technician is a journey level classification where incumbents are assigned the full range of duties and receive general supervision with instruction or assistance provided as new or unusual situations arise. Duties in this classification require incumbents to work shifts, weekends, and holidays.  This classification is distinguished from other classifications by the specialized nature of the functions performed.  It is further distinguished from the Property/Evidence and Crime Scene Administrator which is a section head management level classification responsible for the overall daily operations of the Property/Evidence and Crime Scene Investigation functions.
 

 

 

 

Essential Duties

What you will do: 

Depending on assignment, duties may include but are not limited to the following:  

1. Receive, record, store all items of property or evidence.

2. Maintain chain of custody records for property items.

3. Maintain suspense file of stored property, send notices to owners of unclaimed property.

4. Correspond with property owners, or persons recovering property.

5. Coordinate the destruction of evidence with local agencies and purge items not to be returned to owners.

6. Coordinate the auction of unclaimed property.

7. Answer questions either verbally or in writing from the public regarding the disposition of property.

8. Maintain records of controlled items (i.e. narcotics, firearms).

9. Ensure the security of property and stored items.

10. Access information using automated terminals to determine court dispositions or activity status.

11. Maintain records of court dispositions and charge sheets.

12. Testify in court concerning evidential property.

13. Deliver and pick up evidence to and from crime lab and coroner's office.

14. Train departmental personnel in procedures related to property and evidence handling.

15. Order and maintain necessary forms and supplies for the department.

16. Work nights, weekends holidays when required and serve in on-call status.

17. Performs related work as necessary.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of storing and maintaining an inventory of materials in a highly controlled environment similar to the property and evidence materials maintained in a police department. Familiarity with a law enforcement or criminal justice environment is desirable.

Education: Equivalent to the completion of twelfth grade. Supplemental related training and coursework such as Evidence and Property Function Management is highly desirable. 

Licenses and Certificates: Possession and maintenance of a valid California Class C driver's license. Possession of or ability to obtain an International Association for Property and Evidence (IAPE) training certification within the probationary period.

5. Eligible List 

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.  Actual hire depends on success in the departmental selection process.

6. Background  

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting, employment history, medical examination, polygraph, confirmation of educational credentials, degrees, and licenses (including driver's license). Some positions, depending on the nature of the work, also require a credit check.

During the background process, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the position. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with City of Hayward.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.

EXAM PROCESS

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

In this role, you will perform skilled inspection work with City residential housing inspection programs. Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.
