THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.
• Directs traffic and/or performs crowd control during special events and in emergency situations.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints. • Actively develops and fosters community partnerships and demonstrates integrity and professionalism within the organization and community.
• Represents the City and the department in a courteous, professional manner.
• Performs related duties as assigned.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned.

POSITION

Supervise, plan and coordinate the functions of the Laboratory, Industrial Wastewater Pretreatment Program (WPP), and related environmental compliance programs.  Performs and reviews analysis of potable water, wastewater, stormwater and related materials. Ensures sampling, monitoring, testing, reporting, WPP, and other environmental compliance programs comply with Federal, State and local requirements for potable water, wastewater and stormwater utilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for the Laboratory Supervisor position will have experience working in a wastewater or water laboratory, with knowledge of State, Federal and Local regulation and rules. This person will be familiar with water, wastewater, storm water, industrial pretreatment and related programs, and have a laboratory background in chemistry and microbiology as it applies to water, wastewater, stormwater, industrial pretreatment compliance programs.  In addition to meeting the minimum requirements of the position, the Ideal Candidate will be an independent thinker who is well organized, has excellent communication skills (written and oral), and good time management skills.  Previous supervisory experience is very desirable as this position will be responsible for supervising, mentoring and counseling division staff and programs as necessary.

 

ESSENTIAL JOB FUNCTIONS

Plan, program and supervise monitoring, sampling, and testing to ensure WPCF processes, potable water production, potable water distribution, and stormwater runoff comply with State and Federal standards. Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. Participate in the hiring, training, supervision and evaluation of subordinates. Regular and consistent attendance. 

 

OTHER JOB FUNCTIONS

Assist with studies to audit and improve plant operations; conduct and assist with tours and regulatory inspection; respond to questions and requests from the general public. Ensure laboratory and pretreatment shop are maintained in a safe, clean and orderly condition. Ensure that maintenance, repair and calibration of laboratory and pretreatment equipment complies with process safety manual and manufacture recommendations. Observe safe work methods, practices and precautions; use appropriate safety devices and equipment in accordance with laboratory and pretreatment standard operating procedures. Plan safety and training programs and ensure that safety precautions and regulations are adhered to by subordinates. Perform related duties as assigned.

 

QUALIFICATIONS

Education: Bachelor of Science degree with major course work in chemistry and biology or a closely related field.

Experience:  Two (2) years of experience conducting chemical or biological laboratory analyses including two (2) years of experience performing laboratory analysis of water, wastewater or stormwater. Two (2) years of increasingly responsible experience in pretreatment and environmental compliance desirable.

License and Certificate:  Required upon hire, possession of a valid California Driver's License.  Possession of a current California Water Environment Association Grade II.  Laboratory Analyst certificate within 18 months of appointment.  Possession of a current California Water Environment Association Grade I Environmental Compliance Inspector certificate is desirable.

Candidates who meet the minimum qualifications for the Police Officer Trainee will be invited to participate in the PELLET-B Written Exam and the Physical Agility Test. These exams are tentatively scheduled for June 29, 2024. 

PELLET-B

All candidates must either submit a PELLET-B score dated June of 2023 or later or must participate in the City of Rocklin's test administration. 

If you have already taken the PELLET-B within the past year, you may submit your PELLET-B score with your application. 

Physical Agility Test
 

The City of Rocklin does not accept physical agility scores from other agencies. You must participate in and pass our agility test to advance in the selection process. The Physical Agility Test includes a 99 yard obstacle course; a fence climb - both a six (6) foot solid fence and six (6) foot chain link fence will be assessed, a body drag of a 165lb dummy approximately 32 feet, and a 500 yard run. 

3. Structured Oral Examination

The top candidates that successfully pass both the written and physical ability examinations may be invited to participate in an oral panel interview. 

DEFINITION
Under immediate supervision, actively participates in the Commission on Peace Officer Standards and Training (POST) prescribed police training academy; performs all related learning and testing activities in preparation for the Police Officer classification; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Receives immediate supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS
This is the non-sworn, entry-level classification in the Police Officer class series responsible for learning and becoming proficient in the understanding of law enforcement tasks, policies, procedures, and standards. Upon successful completion of the police academy training program, incumbents may be appointed to the sworn classification of Police Officer.

This class is distinguished from the Police Officer classification in that the latter is the sworn, journey-level class in the series that has responsibility for preserving public peace, protection of life and property, prevention of crime; and enforcement of all laws.

 

Examples of Duties

ESSENTIAL DUTIES
Duties may include, but are not limited to the following:
 

• Attends the police academy and actively participates in all studies, assignments, and tasks.
• Completes all required assignments, tests, and follows all instructions relative to the academy curriculum and behavior.
• Develops proficiency in criminal law, arrest and control techniques, use of firearms report writing, vehicle operation, first aid and CPR, narcotics identification, crowd control, court room demeanor, public relations, patrol procedures, physical conditioning and training, and any other subjects included in the academy.
• May perform other administrative assignments.
• Performs related duties as assigned.

 

Minimum Qualifications

QUALIFICATIONS
Knowledge of:

• Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
• Modern equipment and communication tools used for business functions and program, project, and task coordination.
• Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation.

Ability to: 

• Comprehend, retain, interpret, and apply information learned in a classroom setting.
• Read and understand laws, ordinances, rules, regulations, and procedures.
• Understand and carry out oral and written directions.
• Maintain accurate records and prepare clear reports and other written materials.

Education and Experience
Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution in criminal justice, police science, business or public administration, or a closely related field prior to entering the police academy.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

PHYSICAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform heavy to very heavy physical work while wearing personal protective equipment; the ability to operate a motor vehicle to respond to calls for emergency service; vision to read printed material, view gauges, and view a computer screen; hearing to distinguish various sounds and radio communications; speech to communicate in person, over the telephone or radio, and project voice when necessary; strength, stamina, and mobility to traverse uneven terrain, including climbing and descending ladders, stairs, and other temporary or construction access points; finger dexterity to operate standard office equipment and access, enter, and retrieve data using a computer keyboard or calculator; and the ability to occasionally lift, carry, push, and pull materials, objects, and individuals more than 100 pounds to perform the required job functions. Reasonable accommodations will be made for individuals on a case-by-case basis.

ENVIRONMENTAL CONDITIONS
Employees primarily work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and frequently may be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibrations, mechanical and/or electrical hazards, and hazardous chemical substances and fumes. Employees may interact with upset individuals in interpreting and enforcing departmental policies and procedures. The duties of this class are performed in an environment with exposure to emergency situations, mentally ill individuals, and persons potentially infected with communicable diseases.

WORKING CONDITIONS
Must be 21 years of age at time of academy graduation. Must be a United States citizen or have the current legal right work in the United States. Incumbents must pass a thorough background investigation.

All City of Rocklin employees are designated as Emergency Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or City.
