Under general supervision, the Juvenile Hall Counselor is responsible for the care, custody, safety and welfare of young people detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Working Conditions:
Individuals must be willing and able to respond to emergency conditions, which may involve physically subduing and restraining hostile youth and young adults who often have the size and strength of adults.  Vision and hearing must be sufficient to perform the duties of the position. May involve considerable amounts of standing, walking and/or when necessary, running. This includes the ability to lift and/or move with assistance objects weighing up to 50 lbs or more. Must be 21 years of age as of the appointment date, high school graduate or G.E.D., (as recognized by the U.S. Department of Education), and U.S. citizen or a permanent resident alien who is eligible and has applied for citizenship.

Out-of-State Candidates:

The California Commission on Peace Officers Standards and Training (POST) will conduct an evaluation of all out-of-state training. POST is the sole authority on applicable training and determines whether the candidate must attend an abbreviated academy, or a regular police academy. If an academy is required, the candidate will be hired as a Police Officer Trainee. Upon completion of the academy, promotion will be made to Police Officer.

The Town of Atherton is approximately five square miles. The City is located in the San Francisco Peninsula in Southern San Mateo County. Atherton is a small, rural, and residential community, with no industrial land-use base. Native trees cover the five miles of town. Atherton’s current population is 7,133 according to the California Census in 2020.       

The Town of Atherton invites you to apply for the position of Police Sergeant. This is an internal and external opportunity. Under the general supervision of the Police Commander, the Police Sergeant plans, schedules, deploys, trains, supervises, and reviews the work of Police Officers and civilian staff.  The Sergeant performs a wide range of patrol and related duties in the prevention of crime, maintenance of public order, protection of life and property, and the enforcement of laws and ordinances.  As part of the Management Team, the Sergeant assists in the preparation of collision investigations and criminal cases, provides courtroom testimony, serves in specialized organizational roles, and assists with various administrative functions.

• Completion of an associate degree and 4 years’ experience as a sworn Police Officer.

Knowledge of:

To excel as a Police Sergeant, you need a comprehensive blend of knowledge, skills and experience.  A thorough understanding of law enforcement protocols, including arrest procedures, search and seizure laws, use of force policies, and evidence handling, is essential for ensuring officers operate within legal boundaries. Familiarize yourself with our department's policies, regulations, and standard operating procedures. This includes administrative procedures, disciplinary protocols, and codes of conduct. As a sergeant, you'll be responsible for leading and managing a team of officers. Knowledge of leadership theories, personnel management, conflict resolution techniques, and performance evaluation methods will help you effectively supervise and motivate your team. Understanding community policing concepts and strategies is crucial for building positive relationships with community members, addressing local concerns, and implementing proactive crime prevention initiatives. Stay updated on legal developments and ethical standards relevant to law enforcement. This includes constitutional rights, case law precedents, ethical dilemmas, and the ethical responsibilities of police officers. Effective communication is vital for a police sergeant. Have strong verbal and written communication skills to convey information clearly, resolve conflicts, and interact professionally with colleagues, community members, and stakeholders. Have the ability to assess risks, evaluate options, and make informed decisions in high-pressure situations. This includes critical thinking skills, problem-solving abilities, and the capacity to weigh potential consequences effectively.

In a small-town setting, being an effective police sergeant requires a unique set of skills and abilities tailored to our community's specific needs and challenges. Building strong relationships with community members is essential. A police sergeant should be approachable, empathetic, and proactive in engaging with residents, schools, and community organizations. Developing trust and collaboration with the community fosters effective communication and partnership in addressing public safety concerns. Policing needs can vary widely from day to day. An effective police sergeant should be adaptable and able to respond flexibly to changing circumstances, whether it's addressing a minor traffic accident, coordinating a community event, or managing a critical incident. The Extra Help Employee - BH (Harmony House Coach) position provides support, education, and advocacy to persons receiving services through the Mental Health Services Act. The Harmony House Coach may also provide a variety of services related to the operations of the Harmony House Drop-In Center and the Full-Service Partnership Program. This position will provide welcoming and supportive activities, as well as perform tasks in support of facility operations at the center. This position is at-will, temporary, part-time, and scheduled for up to twenty-five (25) hours per week.

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.
• Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism; performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments; assesses and determines appropriate level of security needs. 
• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.
• Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases. 
• Develops and delivers effective communication and training programs and activities, such as the Active Shooter Awareness program, to promote security and emergency awareness and preparedness for Valley Water staff, contractors, and the community.  
• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

 Ideal Experience:

• Experience in law enforcement, homeland security, military police or security program management (a minimum of five years).
• A minimum of two years of experience supervising staff.
• Background partnering with law enforcement, community stakeholders and the general public to address challenges related to un-housed encampments.
• Experience in developing and implementing risk mitigation strategies to protect people from security threats, protect water infrastructure from terrorism, vandalism, sabotage, and other security threats.
• Experience performing threat and vulnerability assessments, identifying gaps, recommending solutions, and driving organizational change.
• Experience selecting, motivating, supervising, and evaluating a team as well as overseeing additional external resources and partners.
• Strong background in crisis management and emergency response planning, including the development of contingency plans and protocols for responding to security incidents and emergencies.

Ideal Training and Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in criminal justice, public administration or other field related to the assigned functional area.
