DESCRIPTION/RESPONSIBILITIES:

     The Police Department is seeking to fill multiple positions for the Community Service Officer (CSO) classification.  Under close supervision, this position will assist the Bureau of Field Operations in non-hazardous police functions, including but not limited to, assisting at one of the information centers or community policing centers, conducting investigations and performing non-enforcement related work.

     Positions in these classes are flexibly staffed.  CSO I is the entry level class in the CSO series.  Incumbents perform assignments which involve responsible public contact work in crime and burglary investigation and the delivery of non-emergency police services.  CSO I incumbents are expected to progress with appropriate training, experience and satisfactory performance to CSO II, the journey level of the class series.  Incumbents are expected to wear a uniform but are unarmed and may be assigned to any shift including evenings, weekends and holidays.  Work includes either inside or outside duties, exposure to weather and exposure to chemicals obtained as evidence.  Incumbents may work four 10-hour days or five eight-hour days per week, depending on assignment.  Work may include the physical ability to sit, stand, walk, push and/or pull, balance, stoop, kneel or crouch, crawl, lift and carry up to 50 pounds, climb stairs, use hands and fingers to handle or feel objects, tools, or controls, reach with hands and arms and enter and exit a vehicle.

     Typical Class Essential Duties

     (These duties and estimated frequency are a representative sample; position assignments may vary depending on the business needs of the department)  At the discretion of sworn personnel, duties may include but are not limited to the following:

     §  Assist patrol teams with non-enforcement duties; completes routine police reports; maintains records of daily work activities

     §  Performs non-hazardous investigative duties related to the commission of crimes against property such as residential, commercial and vehicle burglary, petty theft, grand theft, vehicle theft and vandalism

     §  Collects and preserves evidence at crime scenes which includes the processing and lifting of latent fingerprints and taking photographs at designated crime scenes

     §  Recovers stolen vehicles and processes for evidence where found unattended

     §  Responds to and investigates traffic complaints such as road hazards

     §  Investigates non-injury vehicle accidents

     §  Directs and controls crowds and traffic at accidents or special events including setting up cone and/or road flare patterns

     §  Receives and responds to citizen inquiries; gives general assistance or directions as appropriate

     §  Performs routine office functions such as word processing, filing, record keeping, including the preparation of police reports

     §  Assist law enforcement in taking reports of and searching for persons reported as missing

     §  Protects crime scenes from bystanders

     §  Transports seized, found, lost, or abandoned property or evidence (non-controlled substances)

     §  Administers first aid as necessary

     §  Carries less lethal oleoresin capsicum OC for personal protection

     §  May assist in the training of new employees and less experienced subordinates

     §  Testifies in court when necessary

     Selection Process

Management Analyst

Salary: $97,707.00 - $117,823.00 Annually

POSITION SUMMARY:

Under general supervision, the Public Safety Specialist – Dispatch , as a member of the Police Department, transmits and receives information over the police and public works radio system; dispatches routine and emergency calls for service; types, records, and files information; handles emergency and non-emergency telephone calls utilizing complex technical aids, such as computer aided dispatch systems (CAD), and performs related work as assigned.

GENERAL ACCOUNTABILITIES: The following statements are intended as general illustrations of the work in this job class and are not all inclusive for specific positions.

• Receives emergency and non-emergency telephone calls from the public for police, fire, or other emergency services; determines the nature of the call and the resources necessary to respond.
• Monitors police radio communications; maintains contact with police units to track officer status and respond to need for additional resources; monitors various radio channels to keep abreast of county-wide police activities affecting the City and assist other county agencies with mutual aid.
• Prioritizes requests for police and other public safety services; determines availability and location of patrol units; transmits information and dispatches police personnel and equipment in response to calls; routes calls for fire and emergency medical assistance to the Santa Clara County Fire Department.
• Assists police personnel in the field by quickly and accurately researching and relaying criminal history information and other requested data.
• Communicates with callers to determine the nature of the call and provide appropriate assistance; maintains composure to ensure that complete and accurate information is transmitted to public safety and medical personnel.
• Screens non-emergency calls for service; provides requested information or directs callers to the proper person, department or agency.
• Updates and maintains electronic records and logs of data pertaining to calls and activities.
• Receives and coordinates requests for emergency Public Works assistance outside of the City’s normal business hours (pertaining to full municipal services in Los Altos, and sewer maintenance requests in Los Altos Hills and the surrounding unincorporated areas).
• Act in the place of records staff for after-hours walk-in visitors to the Police Department.
• May assist with the training of new communications personnel.

MINIMUM POSITION REQUIREMENTS:

KNOWLEDGE OF: Standard office methods, procedures, software and equipment; Geography of the local area; General public safety communications practices; Principles of customer service.

PHYSICAL REQUIREMENTS AND GENERAL WORKING CONDITIONS: This position will require the ability to work rotating shifts on an on-going basis, including irregular hours on short notice. This position will also be assigned a uniform to wear during work hours.

EXPERIENCE AND EDUCATION: Any combination of the listed experience and education requirements may lead to a qualifying application. A typical way to obtain the knowledge and abilities would be:

• Possession of a High School Diploma or G.E.D. equivalent is required.
• Completion of college-level coursework is highly desirable
• A minimum of one year of public safety call-taking and radio dispatching is required
• Possession of Basic P.O.S.T. Dispatch Certificate is highly desirable and may be substituted for work experience

OTHER INFORMATION

Temporary employees are non-benefited, at-will positions. Since the City does not participate in Social Security and is required to provide an alternative retirement plan, you are required to participate in the City's defined contribution retirement plan through Nationwide where 3.75% of your gross compensation per pay period is deducted and put into the plan. The City matches this 3.75% for a total contribution of 7.5% of your gross compensation per pay period.

The San Jose Police Department is accepting applications for the position of Senior Crime & Intelligence Analyst, which is the higher of two levels in the Crime and Intelligence Analyst series and is a working, first-line supervisor position.

This essential position in the Crime Analysis Unit is responsible for supervising staff and performing crime and intelligence analysis utilizing administrative, strategic, operational, tactical, and intelligence analysis techniques.  The position provides accurate and timely crime and intelligence information in support of patrol operations, criminal investigations, crime prevention, and administrative functions.  The position extracts raw data from multiple law enforcement systems and utilizes specialized analytical software applications to identify and monitor crime trends and criminal activity.  The position assists investigators in solving criminal cases by translating data into viable intelligence information.  The position also provides statistics for Police and City Budget management reports, resource allocation, grant-funded initiatives, special programs, etcetera.

Key duties of the Senior Crime & Intelligence Analysts include but are not limited to:

-Supervising a team of Crime & Intelligence Analysts, including prioritizing and assigning work, conducting performance evaluations, training staff, and making hiring, termination, and disciplinary recommendations.

-Reviewing incoming requests and determining the appropriate assignment based on the nature of the request, complexity, geographic area, staffing concerns, legal considerations, and deadlines.  This position works on highly confidential requests and/or conducts most complex crime and intelligence analysis assignments.

-Assigning daily requests for information and determining which systems and software applications to utilize for accessing, extracting, formatting, analyzing, interpreting, and disseminating data.

-Supervising the collection of official crime statistics to the Department of Justice per the FBI Uniform Crime Reporting Program as mandated by the State of California (and subsequent National Incident Based Reporting System) as needed.

-Providing support for the Chief's management operations; participating in regional data sharing and specialized briefings; and presenting training sessions to sworn and other civilian staff.

-Utilizing various law enforcement systems and software applications to develop comprehensive charts, graphs, tables, maps, timelines, telephone toll analyses, and related materials for use by various law enforcement personnel, City departments, and outside agencies.

-Conducting spatial and temporal analysis utilizing multiple databases within a geographic information system for use in identifying and depicting locations of serious offenders, crime patterns, trends, and series.

-Directing and assisting with special analytical projects dealing with crime, demographic resource allocation, budget, homeland defense, traffic enforcement, special operations, grant-funded initiatives, and event planning.

Police Officer Trainees do not possess peace officer authority while attending the academy. Individuals in this job classification are considered temporary, non-sworn, at-will employees. Appointment to a sworn peace officer position is contingent upon successful completion of the academy followed by a final review by the Police Chief.

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

Definition: 

Under general direction, provides varied administrative and technical assistance to the Offices of the City Clerk and City Manager; prepares agendas, agenda packets and minutes; assists the City Clerk in performing the administrative and statutory responsibilities of the Office and serves as the Acting City Clerk in his/her absence.

Distinguishing Characteristics:

This class performs a wide range of responsible routine and complex professional administrative duties specific to the Office of the City Clerk and the Office of the City Manager. The position works independently and with minimal direction and follows projects through completion. The position is responsible for the management of day-to-day operations of the City Clerk’s Office and provides administrative and analytical support to the City Manager. 

The Deputy City Clerk is distinguished from other City office administrative classes in that it requires in-depth knowledge of and the ability to interpret comprehensive laws, rules and regulations related to all municipal legislative and election functions and statutory obligations of the Office of the City Clerk.  The incumbent in this class  provides information and guidance to City Councilmembers, Department Heads, candidates for office, City staff, contractors, and the general public.  This position is further distinguished in that it is expected to serve as Acting City Clerk, as assigned.

The employee in this position will provide leadership to employees through coaching, enabling and facilitating a team environment and working collaboratively with internal and external customers. The incumbent will demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills.

• Conduct citizen recruitments for volunteer service on City Committees and Commissions; and maintain the roster of the City Committees and Commissions.
• Assist with the preparation and administration of the department and City Council budgets; monitor office expenditures as appropriate.
• Support administrative activities in the Office of the City Manager and complete analytical reports and projects.

1. At least three years of increasingly responsible administrative and clerical experience involving frequent public contact. Experience in records management and Council and/or Board support functions is desirable.  Ability to complete analytical projects with minimum direction.  High level of proficiency in computer applications and computer technical skills.

2. Education equivalent to graduation from high school. College level course work in public administration, business administration or related field. A Certified Municipal Clerk (CMC) designation is desirable.  College and advanced degrees are preferred.

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
