Position and Duties

Technician position for the Radio Communications Shop. The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services). The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. These vast stand-alone radio systems with fault-tolerant designs are essential to providing the public with reliable emergency response services 24 hours a day, 365 days a year with demand for system survivability through any catastrophic event.

The key responsibilities of the Communications Technician may include:

• Install, maintain, and repair mobile and portable radios, base and control stations, microwave systems, dispatch consoles, voting receivers and comparators, digital Microwave system and P25 LMR systems.
• Respond to trouble reports, perform preventative maintenance and project assignments.
• Update technical documentation including wiring block assignments, as-built drawings of installed equipment at City radio sites, specialized vehicular installations, and diagrams of the City’s various communications systems.
• Provide recommendations for process improvement changes with the input of technical staff.
• Construct and/or modify communications equipment and perform research on new equipment.

THE DEPARTMENT

The San Rafael Police Department (SRPD) is deeply committed to building a better San Rafael community – providing essential services, quality of life programs, and working to enhance community safety for everyone in San Rafael. The department works to meet these goals with approved headcount of 93 FTE and an operating budget of approximately $31 million in Fiscal Year 2025-26.

 

THE POSITION

The Open Space Ranger will primarily work in the open space areas of incorporated San Rafael.  The Ranger will be responsible for judiciously enforcing all laws, with particular emphasis on identifying unlawful campsites mitigating fire hazards, and coordinating with other private, city, county, and state agencies to clean up the campsites.  They will work with patrol officers, business owners, residents, and other members of the public to prevent crime, resolve problems, and solve crime.  The Ranger is responsible for keeping accurate records and must remain organized.  The Ranger will use a variety of methods to accomplish their goals, including foot patrol, bicycle patrol, 4-wheel drive truck, and the ATV.  

 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to): 

• Patrol designated open space areas within the City using foot, bicycle, ATV, and four-wheel drive vehicle patrols.
• Enforce federal, state, and local laws and City ordinances, with particular emphasis on open space regulations.
• Identify, investigate, and address unlawful encampments in open space areas in coordination with City, County, and State partners.
• Mitigate public safety and environmental hazards, including fire risk, illegal dumping, and resource damage.
• Mitigate fire risk through ignition reduction, coordination with Marin Wildfire Prevention Officers, and vegetation abatement for fire road access.

• Conduct proactive crime prevention, enforcement, and problem-solving activities in parks and open space areas.

• Collect evidence, conduct investigations, and follow up on criminal cases occurring in open space areas.
• Provide court testimony as required.
• Assist with emergency response operations, including search and rescue and wildfire-related incidents.
• Maintain familiarity with open space geography, access routes, and environmental sensitivities.

EDUCATION and/or EXPERIENCE

• Possession of California P.O.S.T. Basic Certificate or completion of a California P.O.S.T. approved basic academy.

Under the supervision of the Fire Marshal, is responsible for performing plan review, construction inspections, and other duties as required.   The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

EXAMPLE OF DUTIES

This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes. Although not all inclusive the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.

The position is responsible for performing inspections related to the project and plan review of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports and records; with regards to projects confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed.

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. 

 

The Community Development Department consists of three divisions: Planning, Building, and Housing and Community Services. The Department guides the ongoing physical development of the community, which includes long range land use planning, review of new development proposals and construction to ensure that it conforms to the standards of the City and State and ensures the provision of affordable housing with the City of Santa Clara. The delivery of high-quality professional services, including the enhancement and streamlining of the development permit process, and forging partnerships to provide housing services to lower income members of the community, are primary objectives of the Department. The incumbent provides high-level public information and community outreach services that require in-depth knowledge of public sector communications, website content and graphic design, and experience in managing and implementing creative and innovative promotions and projects.

The Communications Coordinator will be housed in the Technology and Communications Team and will be supervised by the Assistant Director. The Communications Coordinator will work across all divisions and will not only help streamline communications related to key initiatives and projects but also serve as an internal consultant, helping staff develop clear, effective messaging across all channels. This will enable the department to better meet increasing demands from the City Manager’s Office for improved web content, newsletters, and outreach efforts, while also promoting the department’s key initiatives and projects to a broader audience.

 

Under general direction, the Communications Coordinator coordinates and maintains content on the Department's website and intranet; implements and supports internal and external communication efforts; and coordinates social media and video communication activities. Incumbents may function as a supervisor, or an individual contributor, depending on the department or assignment.
