Job Description:

The Town of Los Altos Hills is recruiting a college intern to work in the Community Development Department. The intern will split time between the planning and building divisions of CDD. The role for planning will include support of both short range and long range planning.  Interns working on long range planning will work primarily as a research aide for the Town’s 2023-2031 certified Housing Element implementation.  For short range planning and the building division support interns will be focused on day to day permit activities, but may also work on other more general department duties as needed.

SUMMARY DESCRIPTION

Under general supervision, performs a variety of professional planning responsibilities and tasks associated with the coordination and implementation of complex planning projects; performs a variety of duties relating to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning, and other City planning data.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the professional planning class series. The position is characterized by the level of technical expertise and skill and independent oversight of out of the ordinary, high profile, complex and atypical projects, while functioning as the project coordinator, working with and leading interdisciplinary teams. The Senior Planner is distinguished from the Associate Planner by the complexity and technical expertise required to work on assigned projects.

REPRESENTATIVE DUTIES

1. Coordinate, lead, and perform professional level work in the fields of current and advanced planning, zoning administration, design review, and economic development activities.

DEFINITION

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Planner series. Initially under close supervision, Assistant Planners learn to apply concepts and work procedures and perform professional planning work. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform duties required of the positions at the Associate level, but usually exercise less independent judgment and discretion in matters related to work procedures and methods.

Associate Planner

This is the fully qualified journey-level classification in the Planner Series. Positions at this level are distinguished from the Assistant Planner by the elevated performance of a full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Assistant and Associate Planner

• Serves as project manager on planning and development projects, including processing applications and reviewing plans for routine to complex commercial, industrial, residential, mixed use, and/or tree removal projects.

• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Process development permit and subdivision applications for hearing in accordance with State law.
• Performs plan check functions for various projects. Receives and reviews applications for building permits for completeness.
• Reviews business license applications and ensures consistency with land use standards and prior development and entitlement approvals.
• Prepare and present reports for Planning Commission and City Council action on current advanced planning projects.
• Prepare periodic major and minor revisions to the Zoning Ordinance, General Plan and Coastal Land Use Plan.
• Formulate, prepare and present ordinances, projects and studies addressing special planning problems and issues related, for example, to Community Development funding, redevelopment, commercial development, provision for low and moderate income housing, or coastal access.
• Periodically work with community groups and committees on special projects with Zoning Ordinance and General Plan revisions. May be asked to represent City at regional meetings related to Community Development.
• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Assists the public at the front counter, on the phone, via email, and answering questions and providing information regarding zoning, land use, code interpretation, development standards, project status, and the City’s processes.
• Performs other duties as assigned.

In addition to the Assistant Planner duties, Associate Planner duties may include, but are not limited to, the following:

• Writes staff reports and collects supporting documentation for submission to the Planning Commission, City Council, Open Space and Parkland Advisory Committee, and other commissions and committees.
• Interprets and ensures compliance with City codes, General Plan, Specific Plan, and California Environmental Quality Act (CEQA).
• Attends meetings, conferences, workshops and training sessions. Attends and participates in professional group meetings. Seeks and maintains knowledge of new trends and innovations in the field of urban planning and other types of public services as they relate to the area of assignment.

PROJECT DESCRIPTION
The City of Woodland is seeking a motivated, resourceful self-starter to join the Community Development Planning team in a dynamic fellowship role that bridges municipal planning and historic preservation. This position offers a unique opportunity to gain hands-on experience in core planning functions while contributing meaningfully to the preservation and celebration of the City’s historic character.

In this role, the Fellow will serve as a key point of contact for residents, property owners, and community stakeholders seeking information on general planning inquiries, zoning standards, and land use regulations. The position provides practical exposure to municipal planning processes, including development review, interpretation of zoning codes, and customer service within a public-sector framework.

A central component of the fellowship will be leading a comprehensive revamp of the City’s historic preservation education and outreach efforts. This includes researching and developing accessible educational materials, enhancing digital resources, and expanding community awareness of preservation programs and incentives. The Fellow will gain experience working with state and federal historic preservation documentation requirements and processes, strengthening their understanding of regulatory compliance and cultural resource management.

Additional responsibilities will include supporting GIS-based storytelling initiatives through interactive story mapping, assisting with webpage design and content updates to improve public access to preservation resources, and contributing to the coordination of the City’s Heritage Home Awards program.

THE POSITION OBJECTIVES/GOALS

1. Public Engagement: Serve as a front-line resource at the Planning Counter, providing clear, professional guidance to residents, property owners, and developers on zoning, land use, and permit inquiries.

The Position

The Community Relations Manager/Public Information Officer is a full-time management position that reports directly to the City Manager and is part of the City Manager’s Office. The Public Information and Community Relations Division is responsible for providing information to the general public about the programs, projects, and policies of the City Council and City government.

This position is a key member of the City’s Executive Team given the unique position of being a liaison to citizens, businesses, schools, and non-profits in the City.

Under direction of the City Manager, Community Relations is responsible for the City’s cable TV franchise agreements, serving as a liaison with civic organizations, and providing staff support to the Civic Action Commission and Education Commission.

The Public Information function includes providing timely and accurate information to residents, businesses, the media, and others about City services and programs. Significant use of digital communication tools, including the City's website, social media platforms, and the City Channel, is a central aspect of the position. In addition, the role oversees and coordinates production of the Outlook, the City’s printed community newsletter, as well as communications related to special events.

Assisting the Mayor with official communications, sharing information from other organizations regarding upcoming events, providing tours of City Hall and serving as the point of contact for community organizations, providing staff support to City commissions and City Council meetings, and coordinating environmental programs are all aspects of this role that create an interesting, rewarding, and stimulating variety of work.

Compensation & Benefits

The annual salary range for the Community Relations Manager/Public Information Officer is $142,044—$188,880. Placement in this range is dependent upon qualifications.

• Retirement – The City participates in the California Public Employees’ Retirement System (CalPERS) under a 2% @ 60 formula for Classic Members. The City contributes 3% to a 401(a) plan as well as $200/month to an Retirement Health Saving (RHS) plan. Voluntary Roth IRA & 457 plans available.
• Medical Benefit – The City offers two choices for coverage—Kaiser or Health Net. The City pays 75% of the Kaiser monthly premium at each coverage level. 
• Medical in Lieu –  The City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash, or a contribution to a 457 deferred compensation plan, in lieu of medical coverage.
• Dental & Vision: City-paid for employee and eligible dependents.
• Life Insurance – City-paid coverage equal to 1x annual salary.
• Holidays – 14 paid holidays per year.
• Vacation Leave – Up to 25 days based on years of service.
