DEFINITION

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Planner series. Initially under close supervision, Assistant Planners learn to apply concepts and work procedures and perform professional planning work. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform duties required of the positions at the Associate level, but usually exercise less independent judgment and discretion in matters related to work procedures and methods.

Associate Planner

This is the fully qualified journey-level classification in the Planner Series. Positions at this level are distinguished from the Assistant Planner by the elevated performance of a full range of duties as assigned, working independently, and exercising judgment and initiative. Assistant and Associate Planner

• Serves as project manager on planning and development projects, including processing applications and reviewing plans for routine to complex commercial, industrial, residential, mixed use, and/or tree removal projects.

• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Process development permit and subdivision applications for hearing in accordance with State law.
• Performs plan check functions for various projects. Receives and reviews applications for building permits for completeness.
• Reviews business license applications and ensures consistency with land use standards and prior development and entitlement approvals.
• Prepare and present reports for Planning Commission and City Council action on current advanced planning projects.
• Prepare periodic major and minor revisions to the Zoning Ordinance, General Plan and Coastal Land Use Plan.
• Formulate, prepare and present ordinances, projects and studies addressing special planning problems and issues related, for example, to Community Development funding, redevelopment, commercial development, provision for low and moderate income housing, or coastal access.
• Periodically work with community groups and committees on special projects with Zoning Ordinance and General Plan revisions. May be asked to represent City at regional meetings related to Community Development.
• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Assists the public at the front counter, on the phone, via email, and answering questions and providing information regarding zoning, land use, code interpretation, development standards, project status, and the City’s processes.
• Performs other duties as assigned.

In addition to the Assistant Planner duties, Associate Planner duties may include, but are not limited to, the following:

• Writes staff reports and collects supporting documentation for submission to the Planning Commission, City Council, Open Space and Parkland Advisory Committee, and other commissions and committees.
• Interprets and ensures compliance with City codes, General Plan, Specific Plan, and California Environmental Quality Act (CEQA).
• Attends meetings, conferences, workshops and training sessions. Attends and participates in professional group meetings. Seeks and maintains knowledge of new trends and innovations in the field of urban planning and other types of public services as they relate to the area of assignment.
• May serve as liaison to the Planning commission and other commissions and committees.

In this role, the Fellow will serve as a key point of contact for residents, property owners, and community stakeholders seeking information on general planning inquiries, zoning standards, and land use regulations. A central component of the fellowship will be leading a comprehensive revamp of the City’s historic preservation education and outreach efforts. The Position

The Community Relations Manager/Public Information Officer is a full-time management position that reports directly to the City Manager and is part of the City Manager’s Office. The Public Information and Community Relations Division is responsible for providing information to the general public about the programs, projects, and policies of the City Council and City government.

This position is a key member of the City’s Executive Team given the unique position of being a liaison to citizens, businesses, schools, and non-profits in the City.

Under direction of the City Manager, Community Relations is responsible for the City’s cable TV franchise agreements, serving as a liaison with civic organizations, and providing staff support to the Civic Action Commission and Education Commission.

The Public Information function includes providing timely and accurate information to residents, businesses, the media, and others about City services and programs. Significant use of digital communication tools, including the City's website, social media platforms, and the City Channel, is a central aspect of the position. In addition, the role oversees and coordinates production of the Outlook, the City’s printed community newsletter, as well as communications related to special events.

Assisting the Mayor with official communications, sharing information from other organizations regarding upcoming events, providing tours of City Hall and serving as the point of contact for community organizations, providing staff support to City commissions and City Council meetings, and coordinating environmental programs are all aspects of this role that create an interesting, rewarding, and stimulating variety of work.

Compensation & Benefits

The annual salary range for the Community Relations Manager/Public Information Officer is $142,044—$188,880. Placement in this range is dependent upon qualifications.

• Retirement – The City participates in the California Public Employees’ Retirement System (CalPERS) under a 2% @ 60 formula for Classic Members. The City contributes 3% to a 401(a) plan as well as $200/month to an Retirement Health Saving (RHS) plan. Voluntary Roth IRA & 457 plans available.
• Medical Benefit – The City offers two choices for coverage—Kaiser or Health Net. The City pays 75% of the Kaiser monthly premium at each coverage level.

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college with major coursework in city, regional, or urban planning or a closely related field and two (2) years of professional planning experience. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

A valid California driver's license is desirable. Must be able to attend evening meetings as required.

The Los Gatos Monte Sereno Police Department depends on reliable technology for public safety, investigations, communications, and record-keeping. As the Information Technology Systems Administrator, your work will directly contribute to the safety of our residents and the efficiency of our public services by making sure all systems are stable, secure, and aligned with industry best practices, state and federal data security requirements, and Town policies. You will serve as the cloud security officer for the Police Department and help maintain the Town’s IT infrastructure and the Emergency Operations Center (EOC), as needed. 

This is a hands-on role perfect for a motivated individual who thrives in a dynamic, fast-paced environment. We are looking for someone who can communicate effectively with other team members and staff and work independently with little supervision.

Key responsibilities include, but are not limited to:

• Administer, monitor, and maintain servers, networks, workstations, storage, and related infrastructure for the Police Department and the wider Town technology environment.
• Implement and enforce security measures, patching, vulnerability management, backup and recovery, disaster planning.
• Install, configure, and support law enforcement software applications and systems such as:
  • Body-worn cameras 
  • In-car mobile audio video systems 
  • Automated license plate readers
  • Mobile data computers
  • Portable and mobile radios and handheld communication devices
  • Computer aided dispatch (CAD)
  • Records management systems (RMS)
  • Mobile data, mapping, evidence technology systems and audio and video storage technology
  • Associated mobility VPN management, wireless connections for video and data transfer, cellular data connections
• Ensure the connections to CLETS, SLETS, California Department of Justice, Sheriff’s Office, ECOMM, SVDPS meet the DOJ requirements for data security.
• Troubleshoot hardware, software, and network issues; perform root-cause analysis.
• Maintain user accounts, permissions, authentication, and access control in line with department and Town policies.
• Ensure documentation, policies, and standard operating procedures are updated and followed.

• Provide technical support, both remotely and on-site, including diagnosing and resolving hardware, software and network issues.
• Plan, test, and implement system upgrades, patches, and enhancements.
• Assist with or lead procurement, installation, configuration, and maintenance of IT hardware and software.

• Manage, maintain, and troubleshoot servers, networks, workstations, and other IT infrastructure used by the Police Department and other Town departments.
• Serve as a member of the Emergency Operations Center (EOC) Team responsible for developing, installing, configuring, maintaining, supporting, and troubleshooting all aspects of EOC technology.
• Coordinate with and manage external vendors for system upgrades, maintenance, and new technology rollouts.
• Assist with or lead technology projects from conception to implementation.
