The Police Records Specialist is a civilian, non-sworn position responsible for performing essential and sensitive administrative work in maintaining Police Department records, criminal information, and court documents. This position requires strong computer and organizational skills and attention to detail when processing and maintaining various police records, reports, statistics, and other related materials. Police Records Specialists interact daily with Town personnel, other law enforcement agencies, and the public. They must operate with complete confidentiality, diplomacy, and tact.

Police Records Specialists staff the public counter at the Town's Police Headquarters and assist walk-in customers with completing various forms and applications and processing subpoenas, criminal complaints, citations, and warrants. Successful candidates in this position possess strong customer service and communication skills, a calm demeanor, and the ability to maintain composure when dealing with difficult, high-stress situations.

GENERAL PURPOSE:

Under general supervision, performs a wide variety of routine to moderately complex clerical and customer service-related duties requiring program knowledge, technical evaluation of information, and the use of clerical skills to support the operations of the assigned department.  This current part-time vacancy will reside in the City Manager’s Office focusing on Human Resources tasks.

ESSENTIAL FUNCTIONS:

• Assists with reviewing, evaluating, and updating forms, policies, procedures, and manuals.

Physical Demands:

WORK ENVIRONMENT:

Under general direction, performs a wide variety of professional, administrative and analytical duties in support of the City’s community development functions, including, but not limited to, public works, water, and wastewater; assists in the preparation and administration of the department budget; a liaison between the Public Works/Utilities Divisions and other City departments. 

This classification is distinguished from the next higher classification of Community Development Director, in which the latter has overall responsibility for an assigned program area. FLSA status exempt.

The Position
Under general supervision, the Police Community Services Officer College Intern performs a variety of non-sworn work in the field and administrative duties, including but not limited to:
 

• Assist with traffic control at special events and parking enforcement. 
• Document and prepare reports of minor criminal related incidents and traffic collisions.
• Assist various bureaus within the Police Department. 

Other assignement and duties will be determine based on qualifications and operational needs. Police Community Services Officer college interns are required to wear a Department-issued uniform and work shifts as assigned, including weekends and holidays.

Minimum Qualifications

Desired Qualifications

• Ability to fluently speak and understand a foreign language 
• Maintain a minimum of nine (9) semester college units or twelve (12) quarter units during employment 
• Ability to work a minimum of 16-20 hours per week, including weekends.

Under the direction of the Recreation and Community Engagement Department, the position is responsible for Reception/Cashier duties at City Hall and assisting with City events.

This entry-level classification requires limited time on the job before an incumbent can function at the full journey level. When assigned to the front desk at City Hall, one will perform various clerical tasks, including receptionist duties, basic cashier, customer service, program registration, record keeping, data entry, filing, and support of special events or projects.

When assigned the task of Recreation Assistant, will perform a variety of functions to support the Recreation Department's programs, including working directly with youth participants, assisting with planning activities, and providing customer service. Responsibilities may include clerical duties like program registration, record keeping, data entry, filing, and support of Department special events.

This position is not responsible for the direct supervision of other Department staff but may provide direction and assist other staff/volunteers during a program and/or activity.

ESSENTIAL JOB FUNCTIONS

DUTIES:

• Plans, organizes, assigns, supervises, reviews and participates in the work of assigned staff in Police Department support services functions including dispatch, records, and property/evidence; assists in the development and implementation of new and revised policies and procedures; reviews and approves work schedules including time off and authorizing timecards.

• Receives, classifies, and prioritizes incoming calls to the dispatch center including 911 calls and business line calls received from citizens requesting service or information; operates a variety of public safety communications equipment including 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio systems; dispatches police and fire units and personnel.

• Evaluates response necessary as dictated by a given request for service; determines nature, location, and priority of calls; operates computer aided dispatch system to create calls for service within response criteria guidelines; assigns and dispatches appropriate police, fire, or other emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfers calls to other appropriate agency in accordance with established procedures; obtains and dispatches other support services as necessary.

THE POSITION:

The City of San Rafael Police Department is seeking a part-time/temporary Police Evidence and Property Technician.  General supervision is provided by the Police Civilian Supervisor.  Responsibilities include processing, storing, and controlling evidence and other property received or confiscated by the Police Department; classifies and compares fingerprints; maintains property and evidence files and records.

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Receives, logs, stores, and maintains property and evidence in accordance with Department procedures; transports evidence for forensic examination; maintains evidence rooms in an organized condition.
• Verifies inventories of evidence and property received and/or confiscated by Police Department.
• Reviews evidence and analysis forms for errors and omissions and assists with corrections.
• Determines purge dates for property and evidence; releases or disposes of property and evidence in accordance with applicable laws and court orders; prepares and sends letters to property owners for claim; releases property to rightful owner; prepares surplus and unclaimed property for disposal or auction.
• Prepares property and evidence for court trials; releases property to authorized persons; tracks chain of custody of evidence items; testifies in court regarding evidence chain of custody.
• Assists in determining evidence analysis requirements; provides training in proper evidence and packaging procedures.
• Evaluates suitability of latent fingerprints for automated system.
• Reviews and files photographic evidence.
• Responds to outside agency requests for evidence, status and chain of custody.
• Prepares a variety of property and evidence reports.
• Assists in other police service support work.
• Establishes and maintains inventory systems.
• Performs related duties as required.

KNOWLEDGE OF/ABILITY TO: 

• Property and evidence storage, filing, retrieval and recordkeeping systems.
• Laws related to processing, storage, release and disposal of property and evidence.
• Information technology, personal computers and related software applications.
• Fingerprinting techniques and procedures.
• Photography and photographic equipment.
