Laboratory Manager

Regular Full-Time Employment Opportunity

The City of Sunnyvale is seeking a highly responsible and engaging Laboratory Manager to join our management team in the Environmental Services Department!  The Environmental Services Department provides comprehensive and innovative utility services for Sunnyvale's residents and businesses, and also facilitates initiatives to achieve the City's sustainability objectives. The Department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team. The City’s Environmental Laboratory provides water quality analysis to support Drinking Water and Wastewater Management.  The Lab team includes 10 positions and conducts approximately 48,000 analyses annually.

For the Laboratory Manager, the City of Sunnyvale:

• contributes 4% of the 7% employee contribution to CalPERS for classic members;
• contributes 2% of an employee's gross pay to a deferred compensation plan;
• provides generous retiree medical benefits, and
• provides fully employer paid medical, dental, and vision benefits.

Under general direction of a Division Manager, plans, organizes, directs, and administers the laboratory located at the Water Pollution Control Plant; supervises and coordinates the work of laboratory, industrial waste and administrative professionals, technicians and support personnel. This position entails significant regulatory responsibility with regard to compliance with and enforcement of: municipal ordinances, Regional Water Quality Control Board regulations, Bay Area Air Quality Management District and Environmental Protection Agency (EPA) regulations. Performs other duties as assigned.

Minimum Qualifications

The minimum qualifications for education and experience can be met in the following ways: 

A Bachelor's degree from an accredited college or university in chemistry, biochemistry, biology, microbiology, chemical engineering or a closely related field, and four or more years of experience in the analysis of water, wastewater, solid waste, hazardous waste or other environmental samples in an analytical laboratory or in an industrial pretreatment facility associated with a wastewater or water treatment facility, of which at least two years are at a supervisory level.

A Master's degree in a related field may be substituted for one year of the required experience.

THE POSITION

Under general supervision, Administrative Technicians perform a variety of technical duties and provides administrative support to a department or division's highly specialized programs and/or projects; assist with program monitoring and evaluation; research, gather, and interpret data, including statistical data; conduct program outreach; perform inter‑disciplinary policy‑related research; and perform other duties as assigned.

Regulatory Programs Division: Under general direction from the Regulatory Programs Division Manager, the Senior Environmental Engineer – Wastewater Treatment will focus on regulator support to the Water Pollution Control Plant for NPDES discharge requirements and for air, safety, and hazardous materials compliance programs for the Plant.

* Water Pollution Control Plant Division: Under general direction from the Water Pollution Control Plant Division Manager, the Senior Environmental Engineer – Wastewater Treatment will provide engineering services to support process control and coordinate CIP activities at the Plant.

* Water and Sewer Division: Under general direction from the Water and Sewer System Division Manager, the Senior Environmental Engineer – Civil Utilities provides engineering services for the City’s water system, sanitary sewer collection system, and stormwater collection systems including development review and system CIP.

*These are new positions included in the recommended budget for FY 2024-25, which will be considered by the Sunnyvale City Council on June 18, 2024.

About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. Incumbents will learn techniques in emergency medical services, rescue work, firefighting and other emergency services. Duties may involve considerable physical exertion and potential risk to health and safety. Work is rigidly structured, highly supervised, and incumbents are continuously evaluated and receive feedback regularly. Firefighter Recruits must graduate from the Academy and be appointed to the class of Firefighter in order to retain employment in the job series.

The City of Berkeley invites you to apply for the position of Weighmaster in the Zero Waste Division of the Public Works Department! Working in the scale house at the solid waste transfer station, the Weighmaster is responsible for assessing incoming loads and providing direction to customers.

In this role, you will weigh vehicles entering and leaving the transfer station; estimate volumes of small loads and assess contents; collect established fees for dumping; provide information and direct customers; and use personal computers for data collection, computation, reconciliation, record keeping and reporting. 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 
Equivalent to completion of high school and either three (3) years of solid waste collection and disposal experience, or three (3) years of general office or accounting support work experience. Prior experience in refuse collection and/or experience in handling of hazardous materials is desirable.

Other requirements include:
Must be bondable and able to work early morning, evening, holiday and weekend shifts in a dusty, windy environment without restrictions. Within a six (6) month probationary period must successfully complete four (4) weeks of full-time equivalent on-the-job training to prepare the employee to assume the full range of Weighmaster duties, as certified by senior supervisory staff.

Successful completion of classes in Customer Service Dispute/Conflict Resolution is desirable.
