Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. The Administrative Services Technician learns and then applies procedural, program, and compliance knowledge; assumes ongoing, technical responsibilities specific to assigned areas, such as risk management and record management; works with departments and outside agencies to coordinate assigned programs, projects, and services; and performs research and routine analysis on a wide variety of special projects.

The Administrative Services Technician also supports the general administration of the District office, such as proofreading, filing, processing mail, answering the telephone, providing front counter customer service, maintaining calendars, organizing office storage, and setting up and breaking down the Board Room for meetings and events.

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.
• Equivalent to an associate degree from an accredited educational institution and two (2) years of journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

Other Requirements:

• Valid California motor vehicle driver's license and good driving record
• Eligibility to work in the United States under appropriate federal regulations.

The Firefighter classification receives direct supervision from the Fire Captain and may receive functional direction from the Fire Engineer.

This is the entry level paid classification in the field of firefighting. The San José Fire Department is looking to fill a Senior Geographic Systems Specialist position within the BAS/Fire IT division. This role will manage mapping projects and, when applicable, application development activities to support the mapping function. Under the direction of the Department Information Technology Manager, the key duties and responsibilities of this position include:
 

• Oversee GIS data management efforts, including Fire-specific layers, ensuring the quality and timely input of the data. This involves performing quality control and quality assurance (QC/QA) and assisting with hands-on data management to minimize backlogs.
• Coordinate with various departments and the Enterprise GIS team on Fire data conversion and consolidation efforts, contributing to the Enterprise GIS data repository.
• Provide geodatabase development and programming (SQL Server), with the ability to understand complex database concepts, interfaces, and the implications of different database designs.

Assist in developing and implementing the Pollution Prevention Program.  Assist in the day-to-day enforcement of the Industrial Pretreatment Program, Pollution Prevention Program and the Stormwater Program.  Inspect Pollution Prevention Program facilities to ensure compliance with City Pretreatment regulations.    Assist with inspection of Industrial Pretreatment Program facilities to ensure compliance with Pretreatment regulations. Inspect construction sites to ensure compliance with NPDES Phase II requirements. Issue discharge permits for new and existing businesses regulated under the Pollution Prevention Program. Regular and consistent attendance.  Work weekends and holidays as assigned. 

OTHER JOB FUNCTIONS

Collect samples and perform routine laboratory tests and analyses.  Serve in a stand-by status after regular working hours and respond to emergency call-outs.  Keep detailed records of Pollution Prevention Program activities. Assist with public education and outreach activities to permitted businesses and residential customers. Perform related duties as assigned.

QUALIFICATIONS

Environmental Compliance Inspector I:

Education: High School Diploma or equivalent.  Specialized training or coursework in the water pollution control field is highly desirable.

Experience: One (1) year of experience in working with mechanical equipment and basic water or wastewater chemical and bacteriological processes is desirable.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  A Grade I Environmental Inspection Certificate issued by California Water Environment Association is required within 12 months.

Environmental Compliance Inspector II:

Education: High School Diploma or equivalent, supplemented by specialized training or coursework in the water pollution control field.

Experience: One (1) year of experience in the operation of a Pretreatment program. One (1) year of experience in the operation and maintenance of wastewater treatment plant and/or related facilities or programs is desirable.

Licenses and Certificates: Grade I Environmental Inspection Certificate issued by the California Water Environment Association required upon hire. Must obtain a Grade II Environmental Inspection Certificate issued by the California Water Environment Association within 12 months of appointment.

To collect and examine water, wastewater, stormwater and related materials.  Performs a variety of standardized and complex tests and analysis of such samples. Maintains and calibrates laboratory equipment, prepares glassware, mixes reagents and media. Laboratory Technician I:

This is the entry-level classification in the flexibly staffed Laboratory (Lab) Technician series.  Positions at this level are distinguished from the Lab Technician II level by providing a narrower range of duties, usually of a less complex nature in the treatment plant laboratory.  Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing routine testing and analysis in the laboratory. Laboratory Technician II provides lead supervision and training as needed to the Laboratory Technician I.

Laboratory Technician II:

This is the journey level classification of Lab Technician series.  Positions at this level are distinguished from the entry level by performing complex testing and analysis in the treatment plant laboratory.  Incumbents are thoroughly familiar of defined duties involved with calibrating and maintaining sophisticated laboratory equipment.  Provides lead direction to Lab Technician I in addition to performing NPDES required analyses in the laboratory and the more complex laboratory analysis. The Laboratory and Environmental Compliance Manager provides direct supervision. 

ESSENTIAL JOB FUNCTIONS

Laboratory Technician I - Collects and prepares water, wastewater, receiving waters and related samples for analysis.  Conducts standard physical, chemical and biological analysis of such samples.  Makes mathematical calculations and statistical analysis for test results.  Prepares and maintains a variety of logs, records and reports related to the work performed.  Performs complex sampling techniques.  Prepares lab supply and equipment order lists.  Regular and consistent attendance.

Laboratory Technician II – All of the essential functions listed above and:  Prepares standardized reagents and media used in laboratory analysis.  Samples, schedules and ships samples to outside laboratories.  Performs analysis on quality assurance samples for compliance with State Health Department to maintain laboratory certification.  Participates in the laboratory quality assurance program by reviewing and verifying records and reports for the NPDES permit requirements.  Schedules laboratory and maintenance work, ordering of materials, and maintains records as directed by the Laboratory and Environmental Compliance Manager.  Ensure proper maintenance and repair work on all laboratory equipment.

OTHER JOB FUNCTIONS

Cleans and prepares laboratory equipment and glassware.  Maintains laboratory in a clean and orderly condition.  Observes safe work methods, practices and precautions; uses appropriate safety devices and equipment in accordance to laboratory standard operating procedures.  Perform related duties as assigned.

QUALIFICATIONS

Laboratory Technician I:

Education:  High School Diploma or equivalent supplemented by related college level coursework.
Experience:  One (1) year experience in a laboratory or related position is desirable.
License and Certificate:  Required upon hire, possession of a current California Driver’s License.  Possession of a current California Water Environment Association Grade I Laboratory Analyst Certificate within eighteen (18) months of appointment.  Grade I Wastewater Treatment Plant Operator certificate is desirable.

Laboratory Technician II:

Education:  High School Diploma or equivalent is required.  Completion of one (1) year of related college level coursework is preferred.
Experience:  Two (2) years of general laboratory experience is preferred.
License and Certificate:  Required upon hire, possession of all certifications required for the Laboratory Technician I and possession of a current California Water Environment Association Grade II Laboratory Analyst certificate within eighteen (18) months.  Grade II Wastewater Treatment Plant Operator certificate is desirable.

The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. SJFD is a high-volume, all-hazards fire department providing fire suppression and rescue services that protects approximately 200 square miles, Advanced Life Support and Basic Life Support services as well as specialized operations including Urban Search and Rescue, Aircraft Rescue Fire Fighting, and a Hazardous Material Unit with a Decontamination Unit. SJFD deploys resources from 34 fire stations, protecting areas within city limits and some unincorporated areas of Santa Clara County by contract. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. Incumbents will learn techniques in emergency medical services, rescue work, firefighting and other emergency services. Duties may involve considerable physical exertion and potential risk to health and safety. Work is rigidly structured, highly supervised, and incumbents are continuously evaluated and receive feedback regularly. Firefighter Recruits must graduate from the Academy and be appointed to the class of Firefighter in order to retain employment in the job series.

• Paramedic Pay: 14% of top step Firefighter upon completion of Santa Clara County Paramedic Accreditation process (currently $733.69 bi-weekly)
• Oral Bilingual Pay: 2.5% of top step Firefighter (currently $131.02 bi-weekly)

Education & Training Pay (AA/AS - BS, Fire Science, Fire Technology, Fire Protection Technology): 1.5% of top step Firefighter (currently $78.61 bi-weekly)

Employees hired on or after January 1, 2017, must reside within 120* minutes travel time from the nearest City of San Jose fire station (non-traffic period as calculated by Google Maps or map program mutually agreed to by the parties).

*effective July 1, 2024, the travel time will change to residing within 180 minutes of the nearest

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Associate or Bachelor’s Degree from an accredited college or university with major coursework in Accounting, Bookkeeping, Finance, Business Administration, Public Administration, or related field.
• Two years of increasingly responsible experience in the areas of payroll administration, accounting, finance and budgeting
• Experience working in public agencies is desirable.
