DEFINITION

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Refuse Truck Driver series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Refuse Truck Diver in that the latter provides technical and functional supervision over assigned staff.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Refuse Supervisor, and receives technical and functional supervision from a Senior Refuse Truck Driver.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Drive a one or two-person-staffed refuse collection truck, collecting refuse along an assigned route and emptying contents of trash cans and/or collection bins.
• Operate hydraulic/mechanical controls to load, compress, and dump refuse; collect and dispose of debris on assigned route; transport refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assist refuse truck driver by directing movement into alleys, driveways, and other difficult locations; assist truck driver with lifting/loading contents of trash cans and other collection containers.
• Complete and post notification tags on containers/bins/dumpsters regarding contents not acceptable for refuse collection.
• Maintain assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; report mechanical or related problems for maintenance; perform minor maintenance as appropriate.
• Complete, maintain, and submit records related to operations and maintenance activities, including those related to time, material and equipment usage.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

MINIMUM QUALIFICATIONS

Knowledge of:

• Uses and purposes of general mechanical tools and equipment; safe work practices.
• Methods and practices of solid waste/refuse collection and disposal.
• Methods, techniques, tools, and operating characteristics of mechanical equipment used in the collection and disposal of solid waste refuse.

Ability to:

• Learn refuse collection techniques and to operate refuse collection vehicles and equipment.
• On a continuous basis, know and understand operations, and observe safety rules.  Intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing installation of equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Perform solid waste refuse collection and disposal tasks with minimal supervision. 

Experience and Training

Experience:

Two years of increasingly responsible experience performing refuse collection/disposal work similar to that of a Refuse Truck Driver I with the City of Roseville.

AND

Training:

Equivalent to the completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate:

• Possession of a valid California Class B driver’s license, with airbrakes by date of application.

The Custodian works under minimal supervision and incumbents are expected to perform the full realm of custodial duties, which include a variety of facility cleaning procedures and techniques.

Salary Range $19.13 – $22.07 per hour,

a salary adjustment is anticipated July 1, 2020 ($21.57 - $24.89 per hour)

These positions are all for full-time (40 hours per week), temporary Watershed Aides for terms of just under six (6) months in duration. The days and hours worked also vary by position and need.

The current needs are:

Two (2) Watershed Aides in the area of Watershed Maintenance.  The assignment is for just under six (6) months. May cover AOWP assignment and schedule.  The work shift is Monday through Friday or Tuesday through Saturday 6:30 a.m. to 3:00 p.m. dependent upon assignment.

One (1) Watershed Aide in the area of Watershed Protection/Ranger Aide.  This assignment is for just under six (6) months.  The work shift includes both Saturdays and Sundays, with two weekday days off and hours worked to be determined, and may include holidays and shift changes.

Two (2) Watershed Aides in the area of Vegetation Management. The assignment is for just under six (6) months. The work shift is Monday through Friday 7:00 a.m. to 3:30 p.m., and may include weekends, holidays and shift changes.

WATERSHED PROTECTION/RANGER AIDE

• Collects visitor day-use fees and issues the proper watershed pass;
• maintains security of radio, cash, materials, and supplies;
• maintains radio communications with field staff and assists watershed personnel as requested;
• performs administrative tasks including completing daily cash summaries, verifying and securing receipts, and recording annual pass sales;
• inspects park facilities for cleanliness and empties trash containers, refills dispensers and cleans restroom facilities as needed;
• assists with patrol of areas to aid visitors and prevent vandalism and misuse;
• assists in interpretation of  laws, ordinances, rules and regulations;
• may enforce parking regulations;
• may administer first aid as directed or consistent with level of training;
• maintains signs, roads, trails and recreation areas including picking up trash;
• follows safe work practices and observes safety rules and precautions to ensure a safe work environment;
• drives light trucks to and from various locations throughout the watershed to conduct District business;
• operates construction equipment and a variety of hand and power tools in the maintenance of watershed lands and facilities; and
• educates and assists the public by answering questions regarding the watershed.

VEGETATION MANAGEMENT

• Assists regular staff with the maintenance and restoration of watershed lands;
• removes exotic plant species using hand and power tools, and plants native vegetation;
• maps watershed natural resources using a global positioning system or Calflora’s Observer Pro system;
• enters data into watershed geographic information system or Calflora Weed Manager system;
• conducts natural resource field surveys including habitat assessments, rare plant surveys, and permanent vegetation plots;
• performs administrative tasks including data entry and report production;
• directs interns and volunteers in execution of scientific protocols and habitat restoration activities; and
• performs other duties as assigned.

ABOUT THE POSITION

This position is a sworn safety position and contributes to the mission of the Redwood City Fire Department in the prevention and control of fires by performing technical fire inspection of residential, commercial, industrial, and buildings under construction; enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fire; conducting fire investigations to establish cause of fires, and may be required to testify in court; and developing and presenting public education programs about fire prevention.

Typical duties include, but are not limited to: Interpret, review and enforce fire safety laws, regulations, plans and ordinances; perform fire inspections of new and existing buildings and installations requiring fire clearances; investigate complaints of fire prevention law/ordinance violations; issue correction orders as needed, including weed abatement; recommend necessary changes; maintain records of his/her activities; investigate and determine causes of fires; collect, prepare and present evidence in court when required; prepare reports as assigned; develop and conduct fire prevention/fire investigation programs and presentations to various groups; assist Fire Department personnel in code interpretation, training and fire inspections; and perform related duties as assigned.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge, skills and abilities are qualifying.  A typical way to obtain the knowledge, skills and abilities would be:

Education & Training

Equivalent to completion of the twelfth grade, supplemented by college level fire science coursework;

Experience

Two years of experience in checking plans for compliance with applicable codes, experience with computer systems and applications.  Experience in a Fire Department and/or Fire Prevention Bureau are all highly preferred.  

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid California Driver’s License.

Knowledge of:

• Principles and practices of fire inspections in schools, rest homes, residences, churches, hospitals, industrial and commercial buildings, sprinkler systems, hazardous materials, and other fire hazards. 
• Principles and practices of, and equipment used in, fire investigations, including the collection and retention of evidence.
• Procedures and use of fire-related equipment such as fire extinguishers, sprinkler systems and alarm systems.

Ability to:

• Analyze building construction and fire protection systems and their proper applications.
• Read and interpret plans and detect any deviations therefrom.
• Conduct fire inspections and issue correction orders or citations correctly using all    applicable codes.
• Conduct fire investigations.
• Serve on-call shifts to respond to fire incidents for fire origin and cause investigations
• Correctly determine cause, collect and properly handle evidence, testify and present said evidence in a court of law.
• Effectively interview witnesses and suspects.
• Identify fire hazards and recommend corrective action.
• Interpret and enforce all applicable codes, ordinances and laws.
• Develop and/or implement community fire prevention programs.
• Prepare and make effective oral fire information presentations and reports to Fire Department staff and to the general public.
• Establish and maintain cooperative working relationships with the public and co-workers.

Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Review and examine construction documents, plans and specifications for one and two family, and multi-family residential, and basic commercial and industrial projects.
• Conduct plan checks on commercial and residential building structures; review structural calculations, fire resistance requirements, earthquake resistance and soils engineering. Conducts plan checks for commercial buildings to be remodeled and/or altered.
• Confer over the phone or in person with homeowners, builders, engineers, contractors, architects and the public to give information and interpret building codes and regulations and permit requirements; recommends necessary changes to obtain compliance with applicable building and zoning codes and regulations.
• Review corrected plans for conformity with requirements; ensures that proper building permit requirements are met.
• Receive and assess fees for new development and construction projects.  Issue and process building permit applications.
• Maintain records of incoming plans and those completed.
• Conduct field inspections as required. Make on‑site construction inspections on occasion, when required to confirm that construction complies with approved plans and specifications.
• Coordinate plan check activities with other City departments and with outside agencies.
• Initiate appropriate action to enforce code compliance.
• Prepare reports and written correspondence to architects, engineers, contractors and others related to the correction of plans and engineering detail.
• Confer with building inspectors on building‑related problems arising in the field during construction.
• Coordinate construction plans examination processes with those of other City departments and units.
• Monitor changes and legislation pertaining to assigned work; investigate new materials and substitute materials, and new methods of structural design; recommend appropriate changes in the building codes and regulations to the Deputy Building Official.
