The Sheriff’s Activities League Executive Director plans, coordinates, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to youth programs; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provides highly complex staff support to senior level management within assigned area of specialization. The Executive Director receives general direction from the assigned senior level manager and will exercise direct and indirect supervision over managerial, professional, technical and clerical staff, including consultants, and contract service providers.

Additionally, the ideal candidate will possess any combination of the following education and experience:

• A Bachelor's degree from an accredited college or university in public or business administration, management or a related field; or
• A Master's degree from an accredited college or university in public or business administration, management, child development, or a related field.
• Four to six years of progressively responsible administration or management experience in a Police/Sheriff Activities League or similar non-profit community service organization which includes experience working with a volunteer board.

As the Executive Director, your responsibilities will include:

• Planning, directing, monitoring, and evaluating the effectiveness of comprehensive county-wide services and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Directing, coordinating, and participating in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community needs.
• Acting as a liaison between the Sheriff and executive staff, advisory boards, the SAL Board of Directors, and program staff to ensure adherence to policies and guidelines, and that programs receive adequate funding to maintain both mandated and expected levels of service.
• Maintaining effective working relationships with a variety of public and private organizations, including other county departments and agencies.
• Consulting with other program managers on relevant program issues; developing alternative strategies for addressing community needs related to youth and assisting in the implementation of solutions as necessary.
• Conducting or participating in negotiating contracts with outside vendors, consultants, or organizations; monitoring and evaluating the fiscal and legal liability of such contracts.
• Acting as an advocate and spokesperson in the community in support of SAL and its mission.
• Preparing, administering, and monitoring the program budget to ensure the accomplishment of program and service objectives within budget constraints.
• Acquiring, developing, and maintaining funding sources, such as grants and donations.
• Providing highly complex staff assistance to the Sheriff and executive team, the SAL Board of Directors, and other stakeholders on program issues.

The Position

The Housing Authority of the County of San Mateo seeks a collaborative, innovative problem solver, experienced with housing authority operations for the position of Executive Director to provide exceptional leadership at a high-performing agency.

Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment:

What You’ll Do

Under the general direction of the City Clerk, the Deputy City Clerk uses independent judgement to plan, organize, direct, and perform a variety of complex administrative, technical, and supervisory duties in support of the City Clerk Department’s day-to-day operations, primarily legislative operations and contract and process management. The Deputy City Clerk serves as the second in command within the City Clerk’s Department and provides backup to the City Clerk.  The Deputy City Clerk will provide a high level of administrative and technical support to the City Clerk and other departments and perform all duties of the City Clerk in his/her absence. • Assists the City Clerk in performing the day to day functions of the City Clerk's office; and in the absence of the City Clerk, act as City Clerk, performing such duties as serving as the Clerk of the City Council, maintaining meeting protocols, parliamentary procedures and proper conduct, writing agenda reports, taking minutes, certifying ordinances, resolutions, agreements and other official documents, administer oaths of office and supervise staff.

• Implements and manages the agenda production process including maintaining a deep knowledge of the agenda management software and process; training staff in the use of the software and process; and assists in deploying consistent agenda practices across the organization; coordinating with other departments on agenda content; enforcing work product standards and holding departments and higher classifications responsible for meeting standards and deadlines; and producing the agenda and agenda packet per state law and city requirements.

• Maintains compliance with applicable Federal, State, local laws, relating to areas of responsibility, including but not limited to, California Elections Coe, the Brown Act, Political Reform Act, Conflict of Interest Code, and the Public Records Act.
• Oversees maintenance and development of City-wide records management initiatives.
• Assists the City Clerk in the administration and conduct of municipal elections and special events. Serves as Filing Officer for campaign and conflict of interest finance reporting.
• Serves as liaison to the County Registrar of Voters.

A new state-of-the-art Police Department building and 9-1-1 Communications Center has opened at 1 Chestnut Avenue.  The new Police Building includes a large training room for defensive tactics, a dedicated indoor firearms range, and progressive construction incorporating the latest in Police Station design concepts.  The 9-1-1 Communications center will have the latest communications and dispatching technologies to provide improved service and response to South San Francisco residents.
