THE POSITION
The PSE – Public Works Maintenance Worker I/II position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, culverts and other related structures, and in various traffic control maintenance and repair activities or in the various solid waste site activities of the Public Works Agency. This position may operate a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks. The PSE – Public Works Maintenance Worker I is the entry/journey-level class series, and is distinguished from the next higher classification of PSE - Public Works Maintenance Worker II in that the latter is the entry/journey-level responsible to perform a wider range of duties in the assigned maintenance area and is required to have a Class B driver’s license with appropriate endorsements. This position is at-Will, Temporary and scheduled for up to forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

TRAINING AND EXPERIENCE
Experience:            I/II - Some experience in the construction trades or road maintenance is desirable.

Training:        I/II - Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

License or Certificate:    I - Possession of, or ability to obtain an appropriate, valid California Class B driver’s license within one year of employment. II - Possession of, or ability to obtain an appropriate, valid California Class A driver’s license with proper endorsements within one year of employment.

The City of Rocklin is accepting applications for a Parks and Recreation Manager. Building Maintenance Worker

Building Maintenance Worker:
Under general supervision, to perform a variety of semi skilled and skilled tasks of routine difficulty in the care and maintenance of City buildings.

Typical Duties:
Performs a variety of maintenance tasks, including, but not limited to, performing carpentry and plumbing work; maintaining the chemical balance in the swimming pool; maintaining pool filtration and heating equipment as well as boilers and HVAC equipment; responding to maintenance work orders submitted by City Departments; troubleshooting electrical problems and performing routine repairs; drives and operates pickup trucks, forklifts, scissor lifts and boom lifts; uses a variety of tools such as power saws, hand saws, drills, pliers, wrenches, hammers, screwdrivers, ladders and other tools and equipment;  may assist in directing scheduled work of outside contractors; may supervise temporary workers; and performs other related work as required.

Ability to:
Perform all assigned duties in the areas of building maintenance, custodial work & pool maintenance; perform tasks requiring normal physical dexterity; follow oral and written instructions; read, write & understand English; keep simple records & prepare routine reports; perform basic arithmetic calculations; make simple measurements; read & interpret blueprints & sketches; operate mobile radio communications equipment; climb ladders and perform work at considerable heights; lift weights of 20 – 100 pounds;  complete assignments with limited direct supervision; troubleshoot electrical, plumbing, pool and HVAC problems; deal effectively with public and work flexible work schedule which may include evenings, weekends and holidays.

Knowledge of:
Safe electrical, plumbing and carpentry practices; safe use of hand and power tools; HVAC principles and equipment; simple preventive maintenance procedures; pumps and pump mechanisms; safety practices and precautions to be used in work; equipment operation safety; materials, tools, equipment, supplies & procedures used in custodial and building maintenance work.

Minimum Qualifications:
Education and Experience: Equivalent to completion of the twelfth grade.  Two years of directly related experience in building maintenance work.

Possession of:  Valid California Driver's License.

Highly desirable traits include prior work experience in a park, forest, or public recreation area involving work with equipment and tools used in park maintenance. Upon hire, employee must purchase and wear the required uniform. Working Conditions: This is a full time, Monday through Friday position, with occasional weekend and holiday work required. Employees work in the field in rugged and remote areas and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical or electrical hazards, hazardous physical substances and fumes, and poison oak. Seasonal assignments will not exceed 950 hours (approximately 6 months of full-time work) and do not include benefits.

DEFINITION:

Performs a variety of routine, heavy, unskilled, semiskilled and skilled manual tasks by operating light and heavy equipment in the Maintenance Department. Usually works on a crew, but may work alone on special assignments.

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I: Under general supervision, the Maintenance Worker I (MWI) performs a variety of semi-skilled and skilled manual tasks with a crew in one of the following: sewer, street,or park maintenance.  This is the entry-level class in the Maintenance Worker series.  This class is distinguished from the Maintenance Worker II (MWII) by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of discretion and judgment on matters related to established procedures and guidelines as required of the MWII level. Must be able to perform heavy physical labor.

Maintenance Worker II: This is the full journey-level class within the Maintenance Worker series. This class is distinguished from MWI by the assignment of a full range of duties. Employees at the MWII level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.

The City may hire employees into the MW I or the MW II classification.

EXAMPLES OF TYPICAL JOB FUNCTIONS: The following statements are intended as general illustrations of the work in the Maintenance Worker series. 

1. Inspect city owned buildings, park grounds, streets, sewers, structures, medians, and related facilities for safety, appearance, and vandalism.
2. Clean and clear park grounds, structures, streets and sewers of debris and hazardous conditions; maintain city facilities, streets and sewers; prepare indoor and outdoor facilities and streets for special events.
3. Plant and maintain trees, shrubs, and plants; clear sites of weeds.
4. Assist in the maintenance, construction, and repair of parks, streets, and city facilities as necessary.
5. Operates trucks. Operates power equipment including, backhoes, tractors, rollers, compressors, jackhammers, mowers, edger, sprayers, saws and chipper. Cleans and performs minor repairs on assigned equipment.
6. Handle complaints and answer questions from the public.
7. Perform general painting, plumbing, and carpentry work as needed.
8. Make minor adjustments on service equipment; maintain tools and equipment in working order.
9. Perform duties related to pesticide control.
10. Lift and moves heavy objects.
11. Perform other duties as assigned.

QUALIFICATIONS:

KNOWLEDGE OF: Uses and purposes of various hand tools employed in basic laboring; safety precautions and practices necessary in working with hand tools and heavy equipment; the operation and maintenance of a variety of light and heavy equipment. Ability to perform the specific the division duties as outlined below.

Maintenance Worker I

Streets:

• Basic knowledge of street maintenance duties such as concrete and asphalt repair, sweeping, painting, crack sealing, signing and storm water system inspection and cleaning.
• Ability to perform general manual labor duties related to street maintenance.
• Knowledge of safe use of streets related tools and machinery.

Parks:

• Knowledge of sweeping, trash pick-up, trash removal and hauling, leaf removal, pruning, tree trimming, and other routine park maintenance work.
• Ability to perform general manual labor duties related to landscape maintenance.
• Knowledge of the safe use of parks related tools and machinery.                                            

Sewers:

• Basic knowledge of installing, maintaining, repairing, and servicing sewage facilities.
• Knowledge of the safe use of sewer related tools and machinery.

EXPERIENCE AND EDUCATION:

• Minimum of one year of experience in construction or maintenance work
• Must possess a valid California driver’s license and have a satisfactory driving record
• High school diploma or GED equivalent

FLEXIBLE STAFFING

A MWI who has passed probation and worked for the City for two continuous years in the MWI position with satisfactory annual performance evaluations may move to the MWII class – regardless of openings in the classification – if he or she obtains a Class B California Driver’s License and at least one of the following:

• Qualified Applicator Certification
• CWEA Grade 1
• OSHA Electrical Certification

A MWI that moves to the MWII classification will be placed at Step A of the MWII salary schedule or the MWII step immediately above their current MWIsalary step, whichever is greater.

After being elevated to the MWII classification, the employee will be in probationary status.  After completion of probation, an employee must maintain the certification that served as the prerequisite to moving to the MWII classification, and must satisfy all other requirements of the MWII classification.

Maintenance Worker II

In addition to the minimum qualifications for Maintenance Worker I:

Streets:

• Ability to properly provide Maintenance Workers I instruction on the correct use of materials and equipment related to street maintenance.
• Ability to perform complex street maintenance duties and provide technical assistance to crews.
• Ability to work with contractors in the field providing contract services for street projects and maintenance.

Parks:

• Ability to repair mobile and fixed equipment such as playground apparatus, picnic tables, movers, and other items as well as the knowledge of installation and care of turf, shrubs, trees, and other vegetation.
• Knowledge of the installation, repair, and revisions of irrigation systems.
• Knowledge of the proper sweeping, trash pick-up, trash removal and hauling, leaf removal, pruning, tree trimming, spraying, and other routine maintenance work.                  

Sewers:

• Knowledge of the correct use of materials and equipment related to sewer maintenance.
• Ability to provide information for SSO reporting if an SSO occurs.   
• Ability to investigate sewer-related complaints.
• Ability to properly provide instructions and training to Maintenance Worker I in proper execution of sewer related work. 

EXPERIENCE AND EDUCATION:

• Three years of experience in construction or maintenance work.
• Must possess and maintain a Class B California driver’s license and have a satisfactory driving record
• High school diploma or GED equivalent

ABILITY TO: Perform routine maintenance activities related to park, street or facility maintenance; understand and follow oral and written instructions; establish and maintain effective working relationships with those contacted in the course of work; work with the variety of tools related to maintenance; learn to operate a variety of maintenance equipment; and perform heavy manual labor.; work indoors or outdoors under adverse weather conditions.

PHYSICAL REQUIREMENTS AND GENERAL WORKING CONDITIONS:

While performing maintenance activities, the Maintenance Worker I/II is required to stand; walk; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach; climb or balance; stoop, kneel, crouch or crawl; lift and/or move 80 lbs. Heavy physical indoor or outdoor work is required during the course of a normal maintenance work day. Work in inclement weather is also required. Work on holidays, weekends, and nights may be required.

ASCSA I: $13.39 - $16.28/hr.

DEFINITION: Under supervision, staff will perform duties in our After School Program consisting of an educational, enrichment and recreational environment. • Work with students in reading, spelling, mathematics, and other subjects, assist with computer skills: Assist in supervising and organizing recreation activities; distribute, monitor, and maintain equipment/supplies.

• Establish and maintain cooperative working relationships with those contacted in the course of work.
• Perform any other tasks or functions deemed necessary to the daily operations of the employer.

WORKING CONDITIONS: Position requires prolonged standing, sitting, walking on level or unleveled and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Incumbents may be required to lift, carry and/or push objects weighing 25 pounds or more. This position requires near and far vision for reading written documents and in the observation of participants during activities. Acute hearing is also required in providing customer service to public and /or assistance in facility, classroom, or outdoors.

EXPERIENCE AND TRAINING:  In addition to the required minimum experience, all positions must have knowledge of teaching curriculum or learning based programs.  EDUCATION: Completion of 12th grade or equivalent; ALSO 2 or 4 year degree from an accredited college OR completion of two (2) years of higher education (48 semester/72 quarter units) OR completion of FUSD Paraprofessional testing.

LICENSES AND/OR CERTIFICATIONS: Possession of, or ability to obtain CPR and basic first aid certifications within sixty (60) days of hire are required. A valid CA driver’s license may be required for certain positions. Candidates must be age 18 or older.

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Administrative Officer (AO) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Administrative Officer of the Information Technology Department (IT AO) reports directly to the Chief Information Officer and serves as a member of the IT Executive Staff. The AO is responsible for leading all administrative functions of the department—fiscal, personnel, records, audit coordination, and liaising with departments on Citywide Strategic Support items.  The position currently leads seven employees, along with a varying number of temporary staff and interns. The position’s priority ongoing duties include:

• Personnel—Ensuring and supporting a superior IT work environment through recruitments; employee onboarding/offboarding; employee development and performance management (appraisals, investigations, discipline); timekeeping; and employee safety/wellbeing programs. 
• Budget—Preparing, validating, monitoring, and managing the department’s budget, updates, reports, and performance measures. Working with the CIO to evaluate Citywide IT requests.
• Accounting—Managing departmental expenditures, billing/charge-backs, procurements, contracting, travel reimbursements, and adherence to City financial policies and procedures.
• Projects—Lead and support departmental and City initiatives connected to information and communications technologies, as well as improvements to administrative services. 

The ideal candidate demonstrates excellent communication and interpersonal skills, effectively handles challenging personnel issues, and has strong decision-making and strategic planning abilities. They must communicate expertly in written and verbal forms with all levels of the organization—e.g., drafting Council Memos, policies, and audit responses, and communicating those to stakeholders. Given a broad portfolio of responsibilities, the AO must also be able to independently prioritize assignments and interruptions to meet administrative and project deadlines in a highly technical environment.

Selection Process
