POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•  High School Diploma or GED, or currently enrolled in child development Regional Occupational Program (ROP).
•  Experience working with children in a childcare or educational setting is desirable.

Must possess: mobility to perform medium physical work; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio. The classification supports indoor and outdoor programs requiring frequent walking, running, conducting exercises, and related physical activities. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, calculator, or tools and equipment used in assigned program area. Program activities may require sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties; the ability to lift, carry, and push tools, equipment, and supplies weighing up to 40 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work in both indoor and outdoor environments with moderate to loud noise levels. May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions. May be exposed to communicable illnesses, blood, and body fluids. Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

This is the entry-level classification in the Park Ranger series responsible for performing a variety of routine maintenance for District parks and open space areas and facilities.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Park Ranger in that the latter provides enforcement of land use laws and regulations and serves as a Peace Officer under the California Penal Code.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Performs a variety of support duties for District parks and open space areas and facilities, including, but not limited to, assisting Park Rangers, visitor services, interpretation services, and camp services.

10. Assists in emergencies involving injury, illness, fire, hazardous water conditions, or other critical incidences by notifying proper authorities; provides first aid/medical care to the level of training.
11. Inspects facilities and grounds for safety and security; identifies and reports hazardous conditions and facility maintenance needs to supervisor.
12. Follows safe working practices and makes appropriate use of related safety equipment as required.
13. Performs administrative tasks, such as attending meetings and training, preparing reports, monitoring expenditures, and maintaining records.
14. Assists with District special events as needed.
15. Performs related duties as assigned.

 
QUALIFICATIONS

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.
Experience: Five to ten (plus) years of experience in a position with similar duties including programming expertise (e.g., C++, Python, R, Matlab).

COMPENSATION PACKAGE

The Position

The Management Analyst I/II position is responsible for performing varied technical, professional administrative and analytical duties in support of a broad range of the City Manager's Office's operations.

The incumbent in this assignment will support cross-departmental projects, administer assigned programs, perform research, provide budgetary analysis and serve as a liaison with the Mayor and City Council Members. Participation in communications activities, including marketing and social media use will also be a responsibility for this position.

The Ideal Candidate

The ideal candidate will have a track record of success analyzing data, researching a wide variety of operational, legislative, and policy topics, and providing complex analysis and report writing using advanced technology to support the implementation and modification of public service programs, policies and procedures. The Position

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, park planning and the maintenance of City parks, trees, and medians. The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. Additionally, the incumbent will conduct environmental education programs and assist with implementing the initiatives of the Homeless Task Force.

Examples of Duties

- Work in prescribed uniform and is responsible for general patrol and supervision of Central Park, Lake Elizabeth, recreation facilities and parks throughout Fremont.
- Perform as a first responder in the park and facilities and activate emergency response as needed.
- Assist with the development and delivery of environmental education/interpretative programs.
- Initiate and maintain community based relationships with schools and other local organizations in support of interpretive programs and park projects.
- Assist with developing, planning, and delivering special events with an interpretive focus such as Earth Day.
- Supervise and train part-time park staff and volunteers as needed.
- Complete minor maintenance work on vehicles, equipment and facilities.
- Provide assistance and acts as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.
- Demonstrate knowledge of and enforces the Fremont Municipal Code or other rules, regulations and ordinances pertaining to park operations within the City, including the issuance of citations.
- Investigate, collect evidence, statements and prepare reports in response to complaints, crime, injury accidents, and other park incidents.
- Perform other related duties as assigned.

The Position

The Human Services Department currently has a part-time Counselor position in the Aging and Family Services (AFS) Division’s Senior Peer Counseling program.  The Counselor position is an integral member of the Senior Peer Counseling program offering supervision and training to the senior peer counselors who in return provide emotional and mental health support to homebound elders in their place of residence. In collaboration with a clinical supervisor and other members of a multidisciplinary team, such as AFS care managers, the Counselor will provide active guidance, leadership and training to the senior peer counselors and limited direct care services to the seniors in home. The Counselor will interact with seniors and their families by conducting in-home assessments, using the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM 5), to develop thoughtful and creative care plans. In addition, the Counselor will provide reports that are due as part of the contract. 

The Ideal Candidate

The ideal candidate will be a Licensed Marriage and Family Therapist, Licensed Clinical Social Worker, Licensed Professional Clinical Counselor, or Licensed Psychologist.  Additionally, the selected candidate will demonstrate excellent customer service; maintain effective working relationships with internal and external customers; exhibit skills in oral and written communication; demonstrate creative problem solving techniques; experience working with older adults and different ethnic and cultural groups; display keen observation and evaluation skills of clients; and supervisory experience and facilitation of groups is highly desirable.

Minimum Qualifications

Any combination of education and experience that would provide the knowledge, skills and abilities required to perform the essential duties of the job would be qualifying.  A typical way to accomplish this includes:

Education: Master’s degree in Psychology, Social Welfare, or comparable field.

Experience:

Two (2) years of progressively responsible experience providing counseling services.

Special Requirements:  This position may be required to work other than business hours and requires the ability to travel independently within and outside of City limits.

· Conducts intake evaluations in the homes of the seniors to determine type and severity of problems

· Creates new client files and maintain accurate record and documentation of the program

· Creates reports per contract guidelines

· Conducts weekly consultation group for the peer counselors

· Conducts monthly training for the peer counselor on topics relevant to counseling as well as train and recruit new counselors once a year

· Assigns counselors to new cases and assess the quality of services

· Supervises work of the peer counselors in group and individual consultation

· Interviews clients, relatives and other involved persons to evaluate clients' needs and assess clients condition

· Coordinates plan with supervisor, staff, institutions, private practitioners and any other member of the  multidisciplinary teams as needed

· Makes mandated reports as necessary
