About the Division

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Outpatient Program (AOP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.

• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Ability to communicate effectively in written and oral forms. Ability to write routine reports and interact with the public in a positive manner. Ability to speak Spanish is desirable

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

The Position

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. The Department

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).  The City currently has one opening in this classification, for a position providing programs and services at the GMCLC.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Human Services Specialist (Family Partner) will work as part of a team with counselors and case managers to provide services to parents and their children in Fremont, Newark and Union City. The incumbent will provide peer support and assist families in navigating systems and accessing needed services while promoting independence and advocacy skills through a respectful and non-judgmental manner. The Family Partner uses their own personal lived experience and ensures that the family’s perspective is represented in the provision of all services which will be conducted in the child’s home or school, at Youth and Family Services’ clinic located at the Fremont Family Resource Center or in other community settings.

The General Maintenance Worker is essential to maintaining the cleanliness, safety, and overall appearance of our community spaces. This role involves a wide range of responsibilities, including:

• Field Preparation: Setting up and maintaining sports fields, including mowing, watering, infield grooming, mound/plate repair, edging and chalking the field
• Groundskeeping & Landscaping: General grounds maintenance, such as weeding, fertilizing, watering, pruning, and renovating landscaped areas.
• Facility & Equipment Maintenance: Performing minor repairs on facilities like fences and benches, ensuring all maintenance equipment is in good working order, and utilizing a variety of hand and power tools.
• Cleaning & Waste Management: Cleaning restrooms, emptying garbage cans, and removing weeds and trash from parks and walkways.
• Event & Equipment Support: Assisting with the setup and teardown of events, moving and installing park and recreation equipment, and handling heavy objects related to maintenance.

Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff.  This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits.  Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices:

• Implement all daily activities of a given program, including administration of program curriculum, leading program activities, monitoring and enforcing program rules and regulations, maintaining a safe environment and collecting any necessary paperwork.
• Instruct program participants in rules, model appropriate behavior, monitor strict adherence to program guidelines and enforce rules.
•      Exercise sound judgment in addressing behavior problems.
•      Responsible for appropriate use, maintenance and storage of all program supplies and equipment.
•      Establish and maintain a respectful and courteous working relationship with participants, volunteers, staff and those contacted in the course of work.
•      Exhibit enthusiasm and support for the program.
•      Assist with training and directing staff and volunteers to ensure program activities are accomplished.
•      Provide information and open communication with appropriate individuals.
•      Perform other program-related duties as assigned.
