The Application Programmer performs or assists in the design, documentation, coding, testing, and implementation of new application programs or enhancements to existing application programs consistent with the Software Development Life Cycle (SDLC) best practices and applicable computer programming standards and frameworks. The position is primarily responsible for the suite of Bid-to-Bill applications as well as other business applications in use by the Agency. The position will work with other developer staff and supervisor during probationary status to learn and develop proficiency in the use of the Agency's software development frameworks, processes, and documentation design standards.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Level I: 
This classification is an entry-level position that is not expected to perform with the same level of independence of direction and judgment as higher levels. The level I works closely with other senior-level CTAs and is often given direction to complete tasks, install and troubleshoot hardware and software, perform system upgrades, evaluate and apply patches to systems, work closely with customers, and provide application support through help desk requests, and creates and maintains documentation.

Level II: 
This classification requires having all Level I duties and responsibilities with a minimum of two years of experience in software application development. Level II receives occasional direction and guidance from other senior-level CTAs; otherwise, uses developed experience and professional judgment to successfully complete projects in accordance with defined requirements and established timelines.

Responsibilities:
•    Within a specific hardware and operating system environment, work to define and design the operating features of new programs or enhancements
•    Produce appropriate conceptual-level application documentation for review and approval by the supervisor
•    Produce appropriate programming documentation for the review of the Supervisor, with sufficient detail on which to base programming activities
•    Develop computer programs in accordance with design documentation, closely following coding standards and conventions used within NCPA
•    Test applications using prescribed test methodology and tools
•    Develop an implementation plan, prepare production rollout for approval by the supervisor, and coordinate with the Ops team to execute the rollout
•    Maintain and enhance software applications
•    Conduct independent communications with user departments in a cooperative and professional manner
•    Provide emergency system support outside normal working hours as needed, on a rotational basis with other department employees
•    Travel to NCPA remote field sites to provide support to remote users as needed 
•    Assist in the evaluation of proposed new or modified computer system hardware and software

 

 

MINIMUM QUALIFICATIONS

Level I:
Education and/or Experience      
Bachelor's degree in Computer Science, Management Information Systems, Computer Engineering, or related field from an accredited four-year college or university and at least six months of related programming experience and training.

Level II:
Education and/or Experience      
Bachelor’s degree in Computer Science, Management Information Systems, Computer Engineering or related field from an accredited four-year college or university and at least two years of related programming experience and training. A minimum of two years in design and programming experience including some experience programming interactive programs. Experience must include exposure to systems analysis techniques.

 

KNOWLEDGE AND ABILITIES 
Knowledge:
Knowledge of VB.Net and/or C# as core programming language is essential; Integrated development environment (IDE) such as Microsoft Visual Studio; Source control management tools such as Team Foundation Server (TFS) and Git; JavaScript, HTML5, and Cascading Style Sheets (CSS) for developing web pages is highly desired; Oracle PL/SQL, SQL-Server T-SQL or similar SQL experience and understanding of relational database principles. Knowledge of software testing methodologies and tools, computer equipment and capabilities, data communications and local area networking, and client-server software is essential; Principles and programming techniques used to implement online interactive applications, technical report writing, systems analysis techniques, database management concepts, and management information system concepts; DevOps and related best practices; and knowledge of the Component-based Scalable Logical Architecture (CSLA) is an advantage.

Abilities:
Ability to write moderately complex programs and develop detailed program specifications; Demonstrate an understanding of MVC (Model-View-Controller; Stay up to date with related software development technologies through training, product research, and participating in conferences and user groups. The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

 

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. The Superior Court of California, County of Alameda is accepting applications for the position of Courtroom Clerk I. Under general supervision, the Courtroom Clerk I records and prepares minutes of all types of court proceedings; resolves workflow and other technical and procedural problems within the courtroom; enters and retrieves information from automated and manual record keeping systems; and performs other related duties as assigned.

DISTINGUISHING FEATURES

This is the trainee and entry-level class in the Courtroom Clerk series. The Courtroom Clerk I receives formalized and on-the-job training in the techniques and procedures of courtroom work. Progression to Courtroom Clerk II requires demonstration of proficiency in functioning independently in a variety of courtroom settings and in performing the full range of duties expected of a Courtroom Clerk.

A new eligibility list will be established to fill Courtroom Clerk I vacancies at various court locations. Courtroom Clerks may be assigned or reassigned to various locations within the County and work between the hours of 8:00 a.m. to 5:30 p.m., as determined by the business needs of the Court.

Example of Duties

8. Maintains and coordinates calendars; consults with attorneys, judge and others regarding calendar continuances for pretrial motions, hearings, trials and other calendar matters.
9. Participates in training to ensure competency in providing services in all case types; and assists in cross-training co-workers as needed.
10. Provides coverage for courtroom clerks in departments and locations other than primary assigned as needed.
11. Assists in the Clerk's Offices as needed when court is not in session.

Experience:

The equivalent to two years of full-time experience as a Legal Processing Assistant with the Superior Court of California, County of Alameda.

And

Experience:

The equivalent to two years of full-time increasingly responsible clerical experience in a banking, court, education, health care, law enforcement, legal, probation or social services environment.

The Office Technician I/II position at the Probation Office performs a wide variety of specialized technical duties and provides information and assistance to the public   regarding departmental policies, procedures and laws. Under the direction of the IS Operations & Support Assistant Manager, the Database Administrator architects, tests, implements, maintains, and documents Agency databases. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. The database administrator troubleshoots and provides solutions for database problems.

Level III
This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Controls and monitors user access to databases. This is a journey-level position and is given minimal direction in job duties and responsibilities.  

Level IV
Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. Oversees upgrades and implementations of new databases or related software.   Position can perform all lower level requirements and works independently with very little direction May be called upon to provide reports or present to the Agency’s Information Technology Committee. May direct the work of lower classifications.

Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications. 

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.

The City of San José Internship Program is designed to help students gain professional public sector work experience pertaining to their academic area of interest and/or study. This is an exceptional opportunity to build networking, communication, and analytical skills. In addition, internships at the City of San José are project-based and can help steer students into a possible career direction.

The City of San José hosts approximately 80 student interns annually, from majors that include finance, graphic design, information technology, accounting, urban planning, political science, public administration, and many others. Applicants must be a current student enrolled in a college or university to apply and must continue to be enrolled during their employment/service with the City of San José.

Interns at the City have flexible hours to work around their school schedules. Undergraduate interns generally work between 20-30 hours per week and graduate interns work between 25-40 hours per week.

The salary ranges for this classifications:

Student Intern Salary Range - $14.58 - $20.83/hourly (unbenefitted)

The Environmental Services Department (ESD) has established a national reputation for environmental leadership and innovation with award-winning recycling, water conservation, water quality protection, and wastewater treatment programs. Its major initiatives are: healthy streams, rivers, marshlands and bay waters; reliable water, garbage, and recycling services; clean and green air, land and energy policy development; and community education aimed at environmental sustainability. Interns in ESD can work on fun projects, make presentations, create and prepare training materials, do valuable research, use tech savvy skills to help market materials and provide overall team support.

The Department of Transportation (DOT) maintains and operates the City of San José's transportation network of roadways, traffic signals, street lights, bicycle lanes, sidewalks, street trees and landscaping in addition to the public sewer system and storm drains. The mission of the Parks, Recreation and Neighborhood Services Department (PRNS ) is to cultivate healthy communities through quality programs and dynamic public spaces. Through proactive, strategic work plans, the Communications team develops, creates and implements outreach that is creative, articulate and engaging while telling a story of "Building Community Through FUN".

Interns' skills and talents will contribute to the creation and activation of community-building places, programs and people. Interns will gain experience and build their portfolio as interns provide general support, assist in event production and work on specific programs and projects important to PRNS and the City.

The Planning Division in the Department of Planning, Building and Code Enforcement (PBCE) is responsible for both long range planning--which involves guiding the City's future by stewarding Envision San Jose 2040 (the City's General Plan) and preparing Urban Village plans and other area plans--as well as current planning through the review of development proposals. The Planning Division implements policies and plans that determine where and how the City will grow and how that growth will be balanced with the availability of infrastructure and services.

PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics. Interns will gain exposure to the operations of a planning department and have the opportunity to work on "real life" projects.

Finance Department - The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose's financial resources to enhance the City's financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing , creating more than 21,000 new housing opportunities for San José residents.
A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The Department also funds grants for nonprofits to develop and provide social services, homeless response programs, and community infrastructure. Additional grants support Fair Housing policies, place-based neighborhood efforts, and meal programs for low-income seniors.
The Department oversees a range of other critical programs and initiatives, including rent control and stabilization programs for apartments and mobilehomes, and the City's Ellis Act Ordinance that protects the City's supply of affordable rental housing. And, working in partnership with other City departments and agencies, the Housing Department works to ensure the City has a variety of housing options in every neighborhood.

The Energy Department operates San José Clean Energy (SJCE), San José's Community Choice Energy program. SJCE has provided residents and businesses with cleaner electricity at lower rates than PG&E since February 2019. The Community Energy Department is dedicated to creating a healthier, more sustainable future for our community and future generations. SJCE interns have performed substantive work for the Account Management and Marketing, Power Resources, and Regulatory and Legislative divisions. Interns develop professional skills and relationships and have a direct impact on the San José community.

 

The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. The current vacancy is in the Information Technology Department; however, the eligibility list established from this recruitment may also be used to fill future Administrative Analyst vacancies in other Departments throughout the City.

This position is assigned in the Administration, Fiscal and Performance Management Division, reporting to the IT Admin, Fiscal and Performance Manager. The incumbent will perform professional analysis, administrative support, and conduct research including statistical analysis of the results.  They will be responsible to assist with budget development and management, track and oversee the purchasing process, and manage the department's equipment replacement schedules as well as miscellaneous other management duties as assigned.

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in the community services, business administration, or a related field.
