THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.
• Coordinate and supervise the work of outside counsel engaged by the City for special legal issues and litigation matters.
• Negotiate and draft and/or approve contract forms, complex contracts, deeds, leases and other legal documents and instruments.
• Prepare complex and routine opinions; advise City Council and staff regarding proposed courses of action and City policy.
• Represent the City at various City Council, board, and commissions meetings and in court as assigned, and render legal advice on agenda items.
• Represent the City in civil and some criminal matters in both state and federal courts and in administrative proceedings.
• Supervise, train and evaluate assigned staff attorneys and support staff.

Chief Assistant City Attorney

Executive, Operational and Strategic Partnership

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. The Chief Assistant City Attorney acts as a key advisor and strategic partner to the City Manager, and at times the City Council. The Chief Assistant City Attorney functions with a high level of executive level autonomy and independence.

The Aging and Adult Services Division of San Mateo County Health is seeking a Deputy Public Guardian Conservatorship Investigator III (DPG). The position is on the Probate Conservatorship Investigation team and is the intake section of the San Mateo County Public Guardian program.

 

The team receives referrals from all sources, for individuals who are no longer able to make decisions for themselves due to a disabling condition other than mental health. The probate conservatorship investigators conduct a very involved inquiry into the individual's past and present life to prove to the court that there are no other alternatives to conservatorship that will allow the individual to continue to live independently in the community. Conservatorship is a very invasive process as it removes most of an individual's rights. Therefore, it is as a last resort that a petition for conservatorship is filed with the Superior Court.

 

The current vacancy is in the Aging and Adult Services Division located in San Mateo, but will drive to visit clients at various locations, attend meetings, and perform various duties of the position. This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.

DPG's have responsibility for managing estates and providing casework services. They administer complex property and litigation cases, prepare complex court reports and testify in Court as needed and may develop comprehensive care plans. DPG III's also provide lead direction and training to other deputies, serve as liaisons with specific County and State department and community agencies, handle those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services.

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years experience coordinating the care and managing the income and assets of frail elderly and gravely disabled persons.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.

The Department

City Manager’s Office – 3 positionsThe City Manager’s Office is recruiting for three Management Analysts that will be assigned respectively to the general City Manager’s Office, Mayor and Council Office, and Santa Clara Stadium Authority (Stadium Authority). There will be opportunities for cross-functional projects and assignments.

City Manager’s Office
The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-today operations and planning, as well as support to the City Council with its policy making. In this capacity, the City Manager's Office resolves complex administrative matters, performs City-wide policy analysis, directs city-wide emergency
preparedness efforts; drives strategic planning and organizational development; oversees employee relations; directs the preparation of the budget in conformance with the Council's approved priorities and Budget Principles; and advises the Council of the City’s financial outlook. In addition, the City Manager's Office has direct responsibility for economic
development, community outreach and engagement, property management, sustainability, community grants, legislative advocacy, and special projects.  
 
The Management Analyst in the City Manager’s Office will be responsible for supporting executive staff, working on projects and assignments related to City programs, and managing the department’s budget and financials.
 
Responsibilities may include:

• Assist in the preparation and administration of the City Manager’s Office departmental budget and financials.
• Administer and/or support key programs and initiatives that may include the City’s Legislative Advocacy, Minimum Wage, Community Grant, Smoke-Free Santa Clara, and Safety Programs, the City’s service request platform (MySantaClara), organizational development, homelessness response, sustainability, real estate, economic development, employee engagement, and development of an internship program.
• Assist with the coordination of the annual Priority Setting Session.
• Provide staff support for committees and serve as a liaison to external organizations and community groups.
• Respond to Public Records Act requests and other inquiries from the public. 
• Provide contract management for various types of agreements. 
• Review, analyze, and prepare a variety of work products including agenda reports to the City Council, policies, agreements, correspondence, Request for Proposals, and other documents. 

 
Mayor & Council Office
The Mayor and Council Office is a division under the City Manager’s Office. The division manages the scheduling for Mayor and City Councilmembers, oversees the fiscal management of the Mayor and Council Office budget, supports official travel needs, and responds to constituent concerns.
 
The Mayor and Council Office’s Management Analyst supports City Council Committees, other intergovernmental assignments, reviews Public Record Act requests for the Mayor and Council, provides support for legislative matters, develops ceremonial and recognition reports, and supports special events. Additionally, the Management Analyst may write remarks and speeches and may be assigned to support City Manager’s Office projects and initiatives. There will be occasional evening work required at City Council meetings.
 
City Manager’s Office/Stadium Authority Executive Director’s Office
The City Manager’s Office also operates as the Stadium Authority Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities.
 
The Stadium Authority Management Analyst will assist the Executive Director’s Office with the day-to-day management of Stadium Authority operations and oversight efforts. This may include responding to inquiries from the public and stadium patrons, assisting with the development of the Executive Director’s Office budget, reviewing and preparing a variety of documents including agreements, Requests for Proposals, and agenda reports to the Stadium Authority Board, providing staff support for meetings, coordinating with departments on financial, legal, and/or public safety matters, supporting community outreach and engagement efforts, conducting research, tracking various assignment and project updates, and working on special projects as assigned.
 
Ideal candidates for the City Manager’s Office Management Analyst positions will have the following:

Silicon Valley Power (Electric Department) – 1 position The Electric Department is seeking a Management Analyst to support its Operations Divisions. This position will support the purchasing and contract management activities of the Operations focused Management Team (Purchase Order process management, RFP development and management, budget preparation, contracts management and processing, policy and procedure development and maintenance).  
 
Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations, purchasing and contracts management, and will have a demonstrated aptitude for grasping, conveying, and applying information related to electric or similar technical and dynamic systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.
 
Responsibilities may include:

• Develops and manages internal procedures, documents, training materials, and controls related to purchasing guidance and management
• Provides assistance, guidance, and support, in all purchasing and contracts management activities
• Maintains awareness of changes to purchasing codes and guidance by reviewing purchasing updates, maintaining relationships with employees in the finance and purchasing Divisions, meetings, and calls, and reports back potential impacts to the organization
• Ensures documents, training materials and platforms, and internal SharePoint sites are maintained and organized
• Provides oversight, analysis and guidance to employees as needed
• Manages personnel as assigned
• Provides additional support with large projects as-needed
• Works with SVP divisions to address purchasing compliance with rules and guidance, 
• Develops Purchasing and Contracts document structure and build SharePoint (or similar database) sites 
• Maintains awareness of risks of non-compliance with rules and guidance and ensures they are addressed
• Manages purchasing compliance and documentation of Purchase Requests, Purchasing Code, Competitive Process, Prevailing Wage requirements, 
• Manages process to utilize NCPA or other membership purchasing agreements, 
• Supports audits and internal compliance monitoring activities

Water & Sewer Utilities Department – 1 position The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system.

Education

The Redwood City Fire Department is seeking individuals for the position of Cadet Firefighter. The Cadet Firefighter Program is designed to allow students an opportunity to gain firsthand knowledge of fire department operations. Fire Department Cadets spend a minimum of 48 hours and a maximum of 96 hours per month at the firehouse, participating in calls for service, station duties, and training. Cadets will also be expected to attend department-sponsored community functions outside of their 96-hour monthly commitment. Though the goal is to immerse the cadet into all aspects of fire department life, they are not allowed to participate in situations deemed Immediately Dangerous to Life and Health (IDLH).
