About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

The Department of Public Works at the County of San Mateo is seeking qualified candidates to fill the role of Wastewater Collection Worker I. This crucial position involves a range of semi-skilled and manual tasks critical for the operation and maintenance of our sanitary sewer and storm drain systems. • Be certified for confined space entry to inspect, repair, raise, adjust, and construct manholes.
• Make minor repairs to pumps and other equipment.
• Drive, operate, and monitor wastewater collection system and road maintenance equipment, including but not limited to ½ and 1-ton trucks, haul behind compressors, and walk-behind rollers.
• Report maintenance issues of wastewater collection system and road maintenance and construction equipment.
• Respond effectively and appropriately to sanitary sewer overflows and backups.
• Monitor tools and equipment to ensure they are maintained in good working order and inform supervisor when maintenance or replacement is required.
• Operate light equipment used in trenching and pipe repair and replacement work including small tractors, light trucks, pumps, generators, compressors, forks, shoring equipment, and other tools.
• Read domestic, commercial, and industrial water meters; compute water consumption since the previous reading.
• Prepare clear and comprehensive reports such as leaks in sewer mains, laterals, and manholes; courteously and effectively communicate to customers of lateral problems that require attention or repair.
• Receive, record, and respond to complaints and answer questions regarding complaints.
• Practice safety relating to public works projects.
• Perform related duties as assigned.
   

This position requires participating in an "on-call" rotation once sufficiently trained and to be available to assist in emergencies outside of normal working hours.

Qualifications

Licensure/Certification:

• Possession of a Class C California driver license or equivalent AND
• The ability to obtain, within 18 months from the date of hire:
• Class B California driver license with both air brake and tank endorsements, AND
• Grade I Collection System Maintenance Certification through California Water Environment Association's (CWEA) Technical Certification Program.
   

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Knowledge of:

• Methods, materials, tools, and equipment used in the operation and maintenance of sanitary sewer and storm drain systems.

About the Position

Under general direction from the Public Works Superintendent, this position is responsible for leading and directing the work of Senior Maintenance Workers and Maintenance Worker crews. This classification may also direct the more complex and difficult tasks in the maintenance and repair of the City’s streets, storm drains, wastewater collection facilities, facilities, parks, and open space.

Directly and indirectly supervises the work of Senior Maintenance Workers, Maintenance Workers and maintenance contractors. Receives direct supervision from the Public Works Superintendent. May serve as acting Public Works Superintendent in his/her absence. This classification is distinguished from the next higher classification of Public Works Superintendent in that the latter has overall administrative responsibility for the Public Works maintenance operations.

Essential Duties

• Directly and indirectly supervises the work of the Senior Maintenance Workers and Maintenance Workers, including the determination of work procedures and materials and methods.
• Assists workers with special projects and in solving work problems, enforcing City regulations and policies, and requiring the performance of assigned tasks at  a productive and efficient work pace.
• Ensures that the work schedules, developed in association with the Public Works Superintendent, are effectively implemented and adhered to. Monitors the quality and quantity of the work of employees by reviewing progress to determine if maintenance schedules are being met. Identifies problems in the quantity and quality of work and takes prompt and effective corrective action, if appropriate.
• Monitors the attendance of maintenance staff and ensures no scheduling conflicts exist prior to recommending approval of time off requests.
• Establishes emergency maintenance on-call schedule, and posts and distributes emergency telephone numbers.
• Assists the Public Works Superintendent in evaluating performance of subordinate staff. Reviews evaluations with the Public Works Superintendent for his/her approval.
• Implements safety programs for equipment use and ensures proper safety training. Trains  all personnel on the safe, effective operation of equipment. When new equipment is introduced, trains maintenance staff on the safe, effective operations of the equipment prior to authorizing use of the equipment. Conducts tailgate safety classes. Organizes and conducts department’s safety training program and serves as an active participant of the  City Safety Committee.  Writes codes of safe work practices.
• Administers the work furlough program, assigns projects, and completes all related documentation and reports.
• Identifies, and recommends to Public Works Superintendent, better methods for meeting service demands through streamlining and improving work methods, and tests possible improvements.
• Develops responsibility and teamwork among maintenance staff by ensuring that each person understands his/her work responsibilities. Encourages communication and feedback with and among employees.
• Motivates employees by providing recognition and a sense of achievement  when a job is well done. Helps staff learn new skills to enhance their career growth and address areas which require improvement.
• Maintains thorough knowledge of department emergency procedures. Assists in the operation of the City’s Emergency Operations Center.
• Purchases necessary supplies and equipment for the Public Works Division. Maintains accurate records of purchases.
• May supervise department staff in the absence of the Public Works Superintendent.
• Performs frequent and thorough field inspections. Writes reports on findings and submits them to the Public Works Superintendent.
• Responds promptly and effectively to citizen inquiries and complaints.
• Provides direct supervision and guidance to maintenance contractors.
• Assists in the preparation of the work programs and budget requests.
• Assists crews with solving problems encountered during performance of their job duties in the field.
• Oversee and monitor division's emergency preparedness program and inform staff of responsibilities in event of emergency.
• Perform related duties and responsibilities as assigned.

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.

The Position

THE DEPARTMENT

It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees. Other services include financial planning and analysis, risk mitigation, strategic consulting, and leading the City’s budget process.

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Responsibilities include record keeping and written verification of work accomplished.
 

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system. 
• Reports all safety hazards and corrects unsafe situations immediately where possible.
• Immediately reports to supervisor any potential maintenance problem or condition which could cause a possible schedule delay.
• Maintains all work areas, special tools and equipment used in performing maintenance function, in a clean and orderly manner.
• Operate a forklift and other equipment/vehicles safely.
• Interacts on a regular basis with vessel operations personnel.
• Adheres to the safety and health rules and safe working practices applicable to job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance required. 

Minimum Qualifications

Education and/or Experience: 

• Completion of a four (4) year apprenticeship program, or approved equivalent as a heavy equipment or marine mechanic OR four (4) years of progressively responsible journey level full-time work experience performing to the maintenance and repair of heavy equipment which should include mechanical, electrical or welding repair, and at least one year in an industrial environment.
• Experience in corrective and preventative maintenance records using a computer-based maintenance management information system
• Experience in utilizing MS Windows based software for data entry, work order processing and materials requisitioning

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record (Operates District Vehicles).
• No DUI’s or Reckless Driving codes within the last 7 years. 
• No more than two moving violations within the last 3 years.

Required Tools:

• Must have a full set of journey level hand tools to accomplish assigned work.

Hours:

• Shifts are scheduled based on seniority.
• The Ferry Maintenance Department operates 7 days per week, except Thanksgiving, Christmas, and New Year’s day.
• Must be available to work all shifts; some overtime maybe required to handle emergencies.

Physical Requirement:  

Requires frequent and extensive physical activities such as: lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Work around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment. Ability to work in a constant state of alertness and in a safe manner. Ability to wear a respirator and be fit tested. Must wear hearing protections when performing certain duties.

Required Knowledge, Skills and Abilities

Knowledge of:  

• Occupational health and safety rules and working practices applicable to this position. 
• Monitoring and inspection of propulsion and auxiliary machinery and other supporting systems (i.e., electrical, plumbing, electronics, hydraulics and HVAC in a commercial application.
• Maintenance and troubleshooting principles and best practices.

Skill in or Ability to:

• Understand, read and communicate (both orally and in writing) in Standard English.
• Interpreting and applying oral and written instructions in a consistent manner.
• Reading and reasoning skills to aid in troubleshooting equipment, understanding manufacture and engineering schematics and system drawings.
• Maintain corrective and preventative maintenance records using a computer-based maintenance management information system.
• Perform tasks with limited direction, and minimal supervision.
• Demonstrate ability to make logical decisions and sound judgments using common sense.

Desirable Knowledge, Skills and Abilities

• Machine shop fabrication skills, familiar with lathe and mill use for the purpose of modification and fabrication of components.
• Welding, steel and aluminum, in shop setting and on-site.
• Electrical/electronic systems, motor controllers, power distribution, PLCs, and ability to troubleshoot the same.
• Off-highway and/or marine diesel engine operation and maintenance

The City of Foster City is recruiting for a part-time Public Works Maintenance Worker in the Public Works Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Handles and applies chemicals. Maintains, operates, inspects, repairs and installs water distribution system facilities including piping, storage tanks, meters, hydrants, valves, pressure reducing stations, pumping stations, pumps, controls, measuring devices, cathodic protection systems, communication systems, and related appurtenances.

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education: Completion of a job or technical training program in maintenance or construction; completion of high school or the equivalent. 

Experience: One year of experience in general maintenance or construction. 

Licenses, Certificates, Registration: 

• Possession of a valid California Class "C" Driver’s License and maintain license and a good driving record.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.
