The anticipated hiring range for the Deputy Chief Technology Officer position is $161,216 - $201,520 annually, with a full salary range up to $241,824. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications.

DESCRIPTION 

The City of Thousand Oaks is seeking a highly skilled and collaborative technology leader to serve as its first Deputy Chief Technology Officer (Deputy CTO). This position will play a critical role in supporting the Chief Technology Officer (CTO) in building, operating, and maturing the City’s newly established Information Technology (IT) Department. 

The Deputy CTO will serve as a key partner to the CTO, helping translate the City’s Information Technology Strategic Plan (ITSP) into effective, day-to-day operations and successful project execution. While the CTO focuses on long-term vision, executive leadership, and Citywide strategy, the Deputy CTO will provide strong operational leadership, oversee core technology functions, and ensure consistent delivery of high-quality IT services across the organization. 

This is a unique opportunity to help build a new department from the ground up in a forward-thinking, well-resourced municipal organization, while shaping how technology supports City services, employees, and the community. 

The Deputy CTO will report directly to the Chief Technology Officer and may serve as the CTO’s designee in meetings, projects, and decision-making as assigned. 

PRIMARY RESPONSIBILITIES 

Department Operations & Leadership 

• Support the CTO in establishing and maturing the City’s standalone IT Department, including policies, procedures, governance, and service delivery models. 

• Provide day-to-day operational leadership for IT functions, ensuring stability, reliability, and performance of Citywide technology systems. 

• Supervise, mentor, and develop IT management and technical staff; promote a culture of service, accountability, collaboration, and continuous improvement. 

• Assist with organizational planning, staffing strategies, and implementation of new IT positions outlined in the ITSP. 

Strategic Plan Execution & Major Initiatives 

• Lead or support execution of the City’s Information Technology Strategic Plan (ITSP), ensuring initiatives remain on scope, on schedule, and aligned with City priorities. 

• Provide hands-on leadership for major enterprise initiatives such as ERP, CMMS, CRM, PRA, Utility Billing, and Data Analytics system modernization projects. 

• Coordinate project management, vendor relationships, system integrations, and change management efforts across departments. 

• Track progress, risks, and dependencies; prepare status updates and recommendations for the CTO and executive leadership. 

Technology Operations & Governance 

• Oversee and coordinate core IT operational areas, which may include: 
  • Application support and enterprise systems 
  • Infrastructure and cloud services 
  • Network and telecommunications systems 
  • Cybersecurity and risk management 
  • Digital services and end-user support 

• Help standardize technology platforms, processes, and service delivery models across the organization. 

• Support development and enforcement of IT policies, standards, and procedures to ensure consistency, security, and compliance. 

Cybersecurity & Emerging Technology 

• Partner with the CTO to maintain a strong cybersecurity posture, including oversight of security tools, incident response processes, and risk mitigation strategies. 

• Assist in implementing Citywide processes for vetting and adopting emerging technologies, including artificial intelligence, in alignment with the City’s AI policy. 

• Monitor technology trends and recommend practical, value-driven solutions that improve service delivery and organizational efficiency. 

Cross-Department Collaboration 

• Serve as a trusted partner to City departments, helping translate business needs into effective technology solutions. 

• Facilitate collaboration between IT and operational departments to improve business processes, user experience, and system adoption. 

• Represent IT in interdepartmental meetings, steering committees, and project teams as assigned by the CTO. 

Priorities 

• Establish strong, reliable IT operations that build confidence and trust across the organization.

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

Experience in the rollout and maintenance of major new initiatives is expected, as well as the ability to translate complicated IT issues into understandable terms. COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

The actual salary will depend on the qualifications and experience of the individual selected. The City provides an array of benefits.

• Retirement – Competitive retirement system with full reciprocity with CalPERS.

• Health Insurance – The City contributes 100% towards the premium for the lowest cost plan. There are several plan options.

• Dental Insurance – The City contributes 100% of the premium of the
  lowest priced plan for dental coverage.

• Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Executive Leave of 48 hours is granted annually with the ability to earn up to 40 extra hours annually based on performance. Sick Leave is accrued at the rate of 8 hours per month.

• Holidays – The City observes 15 paid holidays annually.

• Deferred Compensation – The City offers an optional 457 Plan.

• Flexible Spending Accounts – The City participates in Dependent Care Assistance and Medical Reimbursement Programs.

The Department:

As a community owned, not-for-profit municipal electric utility, Silicon Valley Power (SVP) has been providing dependable electric service to the City of Santa Clara residents and businesses since 1896. THE POSITION

The main role for this position of Cybersecurity Analyst I/II will focus on Cybersecurity. The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

DEFINITION

Cybersecurity Analyst I: Under general supervision, provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Cybersecurity Analyst II: Under limited supervision, provides advanced level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Positions in the Cybersecurity Analyst II classification are flexibly staffed and normally filled from advancement from the Cybersecurity Analyst I class, or when filled from the outside, require specific cybersecurity technology experience. EXAMPLES OF DUTIES

Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure; designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications; analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.
