DEFINITION

Perform a wide variety of paraprofessional, technical and administrative tasks to support duties at the Town's Permit and Welcome Center. Respond to customer visits, phone calls, and inquiries regarding all Development Services permits and applications, permit status, plan check and plan review (by all Development Services Divisions), and field inspections. Accept and review plans or applications for inclusion of required information with state and local codes and regulations; and input pertinent information into an automated permitting system.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Senior Development Services Technician. This position does not exercise supervision over others.

Essential Job Duties

Essential duties may include, but are not limited to the following:

• Assist the general public at the Permit & Welcome Center by phone, email and via the electronic permitting system regarding all permitting requirements, plan check and plan review process, permit filing procedures and processing, and permit status.
• Review plans for completeness and conformance with ordinances and Development Services Department standards, policies and guidelines.
• Review plans for conditions of prior approval and track plan check timelines.
• Route plans to other Town departments, divisions, and outside agencies for review.
• Create and maintain informational flyers and brochures.
• Advise and assist the public on routine matters related to all permitting procedures, zoning regulations, business licenses, encroachment permits and public records.
• Review all applications and drawings for compliance with zoning requirements and other ordinances and determine the need for approval by other agencies.
• Confer with property owners regarding the feasibility of an application.
• Receive applications check for completeness, enter computer data, calculate permits fees, issue receipts, and log and route necessary plans for plan checking; to be performed both in person and electronically (email or permitting system).
• Calculate and assess impact fees for other outside agencies; utilize construction valuation table and calculating floor areas.
• Process business license applications. 
• Research public records request forms for all departments and furnish information to the public.
• Receive and account for daily monies received for all counter transactions.
• Maintain utility meter release log and notify utility company for service releases.

QUALIFICATIONS

Knowledge of:

• Principles and practices of quality customer service.
• Municipal Permit Center procedures and guidelines.
• Planning entitlements, engineering, and transportation application processes.
• Processes utilized to issue building permits.
• Appropriate usage of the English language in both oral and written form.

Ability to:

• Understand the organization and operations of the Town and outside agencies to assume assigned responsibilities, as necessary.
• Read and scale construction drawings to determine feasibility to initiate the plan check and plan review process; read a variety of land use, topographic, parcel, and zoning maps.
• Work with a wide variety of individuals in a tactful and effective manner with minimal supervision.
• Stoop, balance, maneuver, walk and stand for long periods of time.
• Communicate effectively in both oral and written form.
• Organize duties and determine priorities in order to meet assigned deadlines.
• Establish and maintain complex and extensive records and files.

EXPERIENCE AND EDUCATION

Experience:

Two (2) years of experience involving extensive public contact with at least one (1) year of experience in the processing and issuance of building permits and/or planning permits.

Education:

The equivalent of the successful completion of twelfth grade with at least 30 college semester units in building, planning, engineering, architecture, or closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire. Possess, or obtain within one (1) year of employment, an ICC Certificate as a Permit Technician.

DEFINITION
 
Inspects plans of building and construction for compliance with building codes, laws and ordinances, particularly those involving electrical codes during phases of construction, reconstruction or alteration projects to assure conformance with approved plans and specifications and the requirements of applicable codes and regulations; trains and instructs other inspectors on electrical inspections and provides working lead assistance to other inspectors as required.
 
DISTINGUISHING CHARACTERISTICS
 
This is a skilled journey-level class that requires independence of action, judgement and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

Examples of Essential Duties: 

Duties may include but are not limited to the following:
 
Performs skilled inspection work in enforcing compliance with the City's building, plumbing, electrical, mechanical and energy codes plus other related local and state ordinances.
 
Assists the general public, contractors, architects and engineers by interpreting and giving detailed explanation of requirements and application of building, plumbing, mechanical and electrical codes and related local and state ordinances.
 
Makes joint field inspections with Building Inspectors during construction of building to ensure compliance with applicable laws and ordinances and related local and state ordinances.
 
 Helps train and provides working  assistance in specialty to Building Inspectors in the performance of their duties, reviews output and quality of work performed, and provides an evaluation of same to management.
 
Keep records and reports of inspections and enters inspection results and corrections into the City's computerized tracking and reporting system.
 
Review applications for building permits, help applicants fill in required permit data and sees that all required documents and data are included.
 
Orders corrections and improvements as necessary and follows up on rejected work to see that corrections are made.
 
Reviews and approves plans and provides inspections of industrial and commercial buildings to insure compliance with electrical codes and ordinances.
 
May consult with designers or builders regarding load and service requirements in electrical plans.
 
Inspects major commercial and industrial construction for conformance with electrical codes.
 
Prepares correspondence regarding inspections and code requirements.
 
Checks instances of hazards in electrical equipment or wiring and recommends necessary corrections.
 
Reviews complex electrical inspection work.
 
Provides information to public on building regulations.
 
Meets and confers with Building Official and Supervising Building Inspector regarding various pertinent matters.
 
Devises forms, files and other procedures necessary for the efficient operation of the Building Inspection Division.
 
Performs related work as necessary.

JOB RELATED AND ESSENTIAL QUALIFICATIONS 
 
Knowledge of:

•  Building, plumbing, mechanical, electrical and housing codes with specialized knowledge of materials and standards to be applied in electrical construction.

Ability to:

•  Effectively train and provide working lead assistance to subordinate personnel.
• Read and interpret building plans and specifications and to enforce their application.
• Prepare clear and concise written reports.
• Deal effectively and tactfully with fellow employees, the general public, architects and engineers.
• Research and study the various building housing, plumbing, mechanical and electrical codes, laws and ordinances.
• Perform moderate to heavy amounts of paperwork.
• Perform the physical aspects of a field inspection.

EXPERIENCE AND EDUCATION

Experience:  Four (4) years of experience as a journey level electrician preferably including one (1) year in a supervisory capacity.

OR

Two (2) years of electrical inspection experience involving major commercial or industrial installations.
 
Education:  Equivalent to completion of the twelfth (12th) grade.
 
Licenses and Certificates:  Possess and maintain a valid Class C California Driver's License. Possess and maintain an International Code Council (ICC) Certification as a Commercial Electrical Inspector. ICC Certification as a Commercial Combination Inspector and/or Residential Combination Inspector is highly desirable.

PROBATIONARY PERIOD: One (1) Year

POSITION INFORMATION

The LARPD Senior Services Venture Trips department is recruiting a part-time Recreation Leader II - Van Driver to transport participants on local or regional day trips, as well as occasional overnight trips. The qualified candidate will become part of a team of staff that programs, coordinates and executes social destination opportunities for the age 50+ local population. The incumbent will assist with office coverage, customer service, and trip escorts.

Typical duties include:

• Drives a 14 passenger van or other suitable vehicle transporting seniors and persons with disabilities.
• Maintains accurate trip records.
• Provides assistance to passengers, as necessary, to include carrying, loading or unloading passenger's packages, mobility equipment and other belongings.
• Collects tickets.   
• Answers telephones, provides some assistance to office staff.
• Administers first aid, if necessary.
• Performs routine safety check of vehicles; notes and reports safety or mechanical problems.

SUMMARY

Under general supervision, performs support work related to recreational programs, events, and activities; provides instruction and conducts classes/activities for program participants under the guidance and direction of higher-level staff; prepares buildings, fields, and facilities for scheduled activities or events; provides routine administrative support; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises direction over lower-level staff and volunteers.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the Recreation Leader series responsible for performing the full range of recreation program class and activities support.  Incumbents are expected to work independently and exercise judgment and initiative.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This classification is distinguished from the Recreation Coordinator in that the latter is responsible for all operational activities within an assigned program area, including serving in an ongoing lead capacity over program staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Management reserves the right to add, modifies, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Conducts and monitors recreational program activities within one or more assigned program areas; performs tasks in accordance with rules, regulations, policies, and procedures.

3. Monitors and enforces policies and procedures with respect to participant safety.

ENVIRONMENTAL ELEMENTS
Incumbents work in both indoor and outdoor environments with moderate to loud noise levels.  May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
 
WORKING CONDITIONS
Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays. 
 
PHYSICAL DEMANDS
Must possess mobility to perform medium physical work; vision to read printed materials and a computer screen, and to operate a vehicle to transport materials and equipment to various sites and offices; hearing and speech to communicate in person and over the telephone or radio.  The classification supports indoor and outdoor recreation programs requiring frequent walking, running, conducting exercises, and related physical activities.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, calculator, or tools and equipment used in assigned program area.  Program activities may require sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties; the ability to lift, carry, and push tools, equipment, and supplies weighing up to 40 pounds or higher weights with assistance and/or the use of proper equipment.
 
QUALIFICATIONS
Education and Experience:

• High School Diploma or GED is desirable.
• One year of relevant recreation program support experience.

THE POSITION

THE POSITION

The Maintenance Services Division of the Public Works Department is seeking an experienced Building Maintenance Worker to provide maintenance support for all public facilities, such as City Hall, Historic Homes, Fire Stations, Police Department, Recreation facilities and Rental Housing.  This position is focused on the area of general maintenance, with an emphasis on locksmithing.

EXAMPLES OF DUTIES

- General Assignments
- Work independently to install, troubleshoot, repair, service, and maintain all aspects within the scope of general maintenance and locksmithing.
- Build, assemble, transport, install and/or repair facility furnishings and fixtures.
- Assist Building Maintenance Field Supervisor in coordination of work, requisitioning of supplies and inspection of work performed by contractors.
- Provide training and guidance to other trades workers. --
- Provide onsite coordination/consultation with and communication to, outside contractors regarding the location and repair of systems and structures bordering the area involved in the contract work.

General Maintenance Assignments

-Maintain and reconfigure systems furniture.
- Install, repair, and maintain floor coverings such as carpet, VCT tile, ceramic tile, linoleum, etc.
- Maintain, repair, and construct roof systems.

Carpentry/Metal Working Assignments

- Perform rough and finish maintenance carpentry on commercial, public, and residential buildings.
- Install, repair, or replace walls, doors, windows, building hardware, fencing and gates.
- Perform construction carpentry and cabinet making.
- Fabricate wood structures and fixtures using common power tools.
- Fabricate and weld metal structures and fixtures.

Locksmithing Assignments

- Perform maintenance and repair work on commercial doors
- Install, maintain, and repair surface mount and concealed door closers
- Install, repair, and maintain commercial grade security hardware such as panic bars and mortise locks
- Perform key duplication and the rekeying of locksets using the Master Key System
- Pin locks from various manufacturers such as Best, Sargent, Falcon, Master; both pin and wafer style locks.
- Pick cabinet locks, padlocks, and entry locksets.
- Work with electronic card access control devices.

Painting Assignments

- Prepare, wash, patch, and sand surfaces to be painted or stained.
- Install, repair, or replace drywall, tape, mud, texture, and plaster.
- Paint a variety of interior and exterior surfaces using brushes, rollers, and spraying equipment.
- Repair, remove, and hang wallpaper.
- Use stain, varnish, and lacquer in finishing cabinets, countertops, doors, and other surfaces.
- Use metal primers and paints to coat metal surfaces.

THE DEPARTMENT

The Community Development Department provides community planning, engineering, code enforcement, and building permit and inspection services. Using the City's General Plan and zoning and subdivision ordinances, the Department acts as the steward of the community by assisting the public through mandated development project reviews, the subdivision of land, and related public improvement plans.
