THE POSITION

Under supervision of the Utilities Superintendent, the Water Treatment/Distribution System Operator will be responsible for a variety of operational and general maintenance tasks on the City’s water treatment and distribution systems. Role description

Within the Finance and Administration Division, the Port's Information Technology group consists of Business Applications and Infrastructure teams. We support the Port's mission, strategic plan, and daily operations with a focus on positive relationships with and quality service to everyone associated with the Port.

Under the general direction of the Information Systems Director, the Business Applications Manager (1070 IS Project Director) manages the Business Applications team, which is responsible for providing comprehensive production maintenance and support of the Port's various systems and business applications to ensure optimal uninterrupted daily operations. The areas of support include but not limited to, supply chain management (SCM), procurement, payroll, timekeeping, human resources, financials, collections, property management, maritime, reporting, interfaces, document management, and collaborative tools.

A critical function of the role also includes providing techno-functional leadership on application-related projects.  The Port is initiating a long-term strategy to modernize and upgrade software applications and retire its aging and custom legacy applications, such as with the Oracle 11i eBusiness Suite ERP system, which is used to track work requests, facilitate work orders, maintain assets and inventory, manage time keeping, procurement, and other vital functions. As the application has become obsolete and minimally supported by Oracle, there is an urgent need to identify and implement a new software solution.  The Business Applications Manager will serve as the technical lead on this replacement project currently underway, working alongside a project manager, vendors, the Business Applications team, and Port staff.

The essential functions of this position include: 

• Organize, direct, and supervise the work of a small team of techno-functional, senior level, business system analysts and external consultants.
• Collaborate with the team on escalated issues technically complex in nature to bring about resolution. 
• Lead technology projects and formulate strategies for business applications development and integration with other applications, such as with GIS and PROPworks.
• Serve as a liaison between Port staff and applications, facilitating effective communication to define project requirements and objectives.
• Participate in the planning of resources, budgets, and project timelines. 
• Oversee the further development of, and promote the usage of, collaborative and document management tools like SharePoint. 
• Monitor system alerts, and work with the Port IT Infrastructure team, consultants, and vendors to resolve system-related issues affecting application uptime.
• Implement and upgrade system hardware and application software as needed. 
• Ensure that the organization adheres to IT best practices, policies, and procedures in compliance with industry and regulatory standards.

  How to qualify

Education:

1. An associate degree in computer science or a closely related field from an accredited college or university.

OR

2. Its equivalent in terms of total course credits/units:

• At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field.

Experience

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).

Note:

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

NATURE OF WORK

Valley Water is the primary water resource agency for Santa Clara County, supplying wholesale water, providing flood protection, and serving as environmental steward for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mt. The Assistant Water Plant Operator helps with all day-to-day plant operations, including operating and maintaining plant equipment, calibrating water quality monitoring equipment; taking and analyzing water and chemical samples; cleaning equipment and facilities; receiving bulk chemical deliveries; operating the sludge dewatering process; using the computer-based plant control, or SCADA system, completing data entry, initiating work orders, and maintaining plant operations logs and reports. Operators work a 4 to 6-month assigned rotations between day shift, night shift, and other shifts, as needed. The facility operates and is staffed continuously, which means 24 hours a day, 365 days a year. This position reports to the Water Plant Supervisor and works under direction from the Senior/Water Plant Operator.

Receive and monitor deliveries of bulk chemicals and other plant supplies.
• Perform cleaning and maintenance procedures on operating equipment and facilities; including flocculators, basins, filters, sludge drying beds, washwater clarification system, and containment and delivery areas. Employees have a responsibility for safety; for following safety regulations and safety policies and procedures applicable to their work; and for carrying out those responsibilities with due diligence as a condition of employment.
• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor plant operations; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve water, chemical, and equipment readings. Perform various administrative tasks, including data entry into spreadsheets, update standard operating procedures, initiate work orders, maintain, compile and update plant operations logs and reports.

Ideal Training and Education:

• Possession of a Grade T1 Water Treatment Operator certificate issued by the California State Water Resources Control Board may substitute for the training requirement at the time of application.

Level II Substitution:

The City of Dixon is looking to fill one full-time position for a Maintenance Worker I/II in the Public Works Department and to create an eligibility list for future use. This position performs a variety of semi-skilled tasks related to the maintenance and repair of the City's parks, buildings, streets, storm drain ponds and related facilities; to perform related duties as assigned.
