The City of Belmont is seeking an Information Technology Intern for approximately 20 hours a week at Belmont City Hall. This is a non-benefited, part-time/hourly position. The intern position is an in-person opportunity, with flexible hours within the Monday to Friday – 8:00am to 5pm window. The Position

The IT Intern will be exposed to government information technology and will receive on-going support and training while working collaboratively with City staff. They will gain applicable experience and the communication skills to prepare them for an IT Technician job. This intern will also participate in a new website project, cybersecurity initiatives, application administration, and provide hands-on help desk support.

Typical Duties (may include, but are not limited to the following):

• Responding to daily IT help-desk requests
• Engaging in proactive problem solving and repairing of IT related equipment and systems
• Assisting in modifying and maintaining existing applications such as but not limited to Windows 10/11 and Office365 applications
• Supporting, performing research, and executing IT projects as assigned
• Providing user support for software applications and technical expertise to City Staff

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Bachelor’s Degree from an accredited college or university with major work in Computer Science, Engineering, Mathematics, or a related field.

Minimum Experience Requirements:

Four (4) years experience with real-time energy management systems involving development, implementation, and management.

Acceptable Substitution:

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications:

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Experience with Remote Terminal Units (RTU’s), microprocessor based relays, Distributed Network Protocol (DNP), and ABB Network Manager – S (SPIDER) Energy Management Systems (EMS), VM Ware, virtualization, SAN/NAS storage, and IBM Blade Centers is highly desirable.
   
• Experience using Supervisory Control and Data Acquisition (SCADA) systems is highly desirable and may be required depending upon assignment.

• May be required to work unusual hours and weekends in the performance of their duties and  be available on an “on call” basis.

THE POSITION

The main role for this position of Cybersecurity Analyst I/II will focus on Cybersecurity. The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

DEFINITION

Cybersecurity Analyst I: Under general supervision, provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to assisting Network Administrators with items relating to the Network Administrator position.

Cybersecurity Analyst II: Under limited supervision, provides advanced level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to aiding other Network Administrators with items relating to the Network Administrator position. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability.

Positions in the Cybersecurity Analyst II classification are flexibly staffed and normally filled from advancement from the Cybersecurity Analyst I class, or when filled from the outside, require specific cybersecurity technology experience. Appointment to this class requires the employee to be performing substantially the full range of Cybersecurity Analyst II duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s security systems and solutions.

EXAMPLES OF DUTIES

Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure; designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications; analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both on-premises as well as in the cloud; confirms viable backups, test, maintains and monitors both on-premises and within the cloud; works closely with other government agencies, law enforcement, and external cybersecurity vendors to stay updated on emerging threats and response strategies.  Performs other duties as required.

MINIMUM QUALIFICATIONS

Knowledge of:  Network security, threat detection, and incident response; common cyberattack methods such as phishing, ransomware, and malware; security tools like firewalls, intrusion detection systems (IDS), and encryption technologies; government regulations, data protection laws, and compliance frameworks (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.) is essential, as is the ability disaster recovery planning and maintaining cybersecurity policies tailored to local government infrastructure is critical for ensuring the safety of sensitive public data and services.

Ability to:  quickly respond to and mitigate cyber threats; analyze vulnerabilities specific to public sector environments. collaborate with internal teams and educating non-technical staff about security best practices; manage multiple tasks and prioritize threats is essential, as well as a keen attention to detail when conducting audits or reviewing security logs; adapt to evolving cyber threats and continuously update knowledge of emerging technologies and attack methods; think critically under pressure, especially during security breaches or system outages. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Cybersecurity Analyst I: A minimum of 2-3 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

Cybersecurity Analyst II: A minimum of 5 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

Education:

Cybersecurity Analyst I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

Cybersecurity Analyst II: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

License: Possession of a valid Class C California Driver License.

DEFINITION

CLASS CHARACTERISTICS
This is a department director classification that oversees, directs, and participates in all activities of the Administrative Services Department, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the General Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, Agency functions and activities, including the role of the Board of Directors and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. Read Santa Clara, the adult and family literacy program of the Santa Clara City Library, has offered English as a Second Language (ESL) services since 2023, as part of a state grant project. The ESL Program Assistant provides 1:1 and small group tutoring for limited English-speaking adults to strengthen their basic English speaking and listening skills and help achieve their goals. This position works with and reports to the ESL Program Specialist and Literacy Program Supervisor. This position is responsible for supporting literacy volunteers, assessing adult learners’ literacy needs, and documenting program data for grant reporting.  The ideal candidate has a passion for serving adults with limited English language skills from historically underserved communities.

This is a grant funded position for 15 hours a week till June 30, 2026. The position’s continuation beyond this date is subject to the availability of grant funds.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

Knowledge, Skills, and Abilities:  

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP
• Proficient at Layer 3 routing protocols such as BGP, OSPF, and EIGRP.
• Knowledgeable of Industrial communication protocols (DNP3, Modbus, serial comms).
• Security technologies: Firewalls, VPNs, NAC, IPS/IDS, zero-trust frameworks.
• Wireless standards (802.11n/ac/ax/be) across 2.4, 5, and 6 GHz, and enterprise wireless controller management.
• IT/OT Segmentation and Best Practices for Critical Infrastructure Protection.
• Excellent communication skills and the ability to document complex network topologies.
• Excellent troubleshooting and problem-solving skills.
• Ability to clearly explain technical concepts to both technical and non-technical audiences.

Other Requirements:  

• Incumbents will have to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State, and/or industry security requirements.
• Incumbents will be required to obtain and maintain any license or certification mandated by Federal or State requirements. They must be able to perform all the essential functions of the job assignment.
• Provide certification achievement date and expiration date, as well as verification (preferred through a digital badge source) within the resume.
