• Oversee and guide the work of technical support staff in system installation and/or enhancement projects.

• Possess the ability to perform difficult and high-level duties in system analysis, application development and enhancements.
• Liaise with vendors, contractors, partners, and department staff on applications, network, and systems development and support.
• Possess excellent written and verbal communication skills and the ability to interact with diverse technical and non-technical groups spanning all organizational levels.

QUALIFICATIONS
Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: 
Graduation from a four year college or equivalent technical certification with coursework in computer science, information systems, or closely related field; and

Experience: 
One year of experience providing technical and/or analytical support in computer operations or production support.

Knowledge of:

• Methods and techniques used in troubleshooting and maintaining computer hardware and software applications.
• Programming languages and operating systems.
• Data organization and access methods in automated systems.

For the Server/Production support area:

• Server and mid-range computer hardware and software in use in the department and related communications systems.

For the Desktop support area:

• Complex computer networks and systems, their operation, support, development and migration.

Physical Requirements:

San Mateo County Health is seeking a well-qualified individual for the position of IS Application Support Analyst II – Behavioral Health & Recovery Services - Extra Help.
 
The current vacancy is extra help in the Health Information Technology Division. This position is currently located in San Mateo, CA, but will travel/drive throughout the County to perform duties of the job.
 
Primary responsibilities will include:   

• Interviews, analyzes, and documents end user work processes and systems requirements; conducts systems walk-throughs and technical reviews; develops or refines system specifications, including evaluating and testing vendor software packages for conformance with user requirements and priorities.
• Project Coordination, monitor existing and upcoming projects, evaluate project requests and write business requirements document for proposed projects
• Ability to create and gather business requirements from end users/new requests
• Liaison with Information Services Department (ISD) to ensure that department needs are addressed and met
• Consults with supervisors regarding information technology related issues, needs, and services; conducts special research assignments, gathers data, and prepares reports for consideration by management or special committees.
• Develops and recommends comprehensive standards, policies, procedures, and technical documentation.
• Responds to and resolves software users' inquiries and complaints and escalates problems or issues to vendor representatives as needed.
• Troubleshoots and/or resolves application-related issues in-person, over the phone or remotely.
• Individually or as a team member, works on and is responsible for software applications research, development, conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users; coordinates project activities with team members, other section staff, user representatives, and outside vendors.

The individual in this position performs complex and technical systems maintenance, operational duties, and/or modification of application systems; serves as a liaison between system users and information technology staff, vendors, and service providers; provides technical and analytical support and training to system users; performs system administration functions to ensure security and effective operation; develops and maintains a variety of automated files, records, and databases; prepares and distributes new procedures, training materials, and a variety of scheduled and adhoc reports; and performs related work as required. This position will support multiple divisions within the Health System such as Administration, Emergency Medical Services, Finance, and Public Health, Policy and Planning.

 
IS Business Analyst II is the journey-level class in the IS Business Analyst series and is responsible for serving as a liaison between system users and information technology staff, vendors, and service providers.  Responsibilities require the use of tact, discretion, and independent judgment and to have full and thorough knowledge of the concepts, practices, procedures, and policies of assigned function.  

This is a limited term, at-will position.  Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

Under the direction of the Custodial Supervisor, the Casual Maintenance Custodian serves as the worker in the duties of care, upkeep, and cleaning of assigned buildings and related facilities.  The incumbent may be required to travel between several City buildings during their scheduled shift. 

This recruitment is to fill a position that has been designated to cover a night shift from 5 p.m., to 1:30 a.m., including weekends.  This recruitment may also be used to fill similar casual positions through the City, shifts and schedules may vary, and may include daytime shifts as needed.
