The Judicial Council of California is accepting applications for the position of Manager in Budget Services.

This position will provide direct management oversight for the Trial Court Budget Management section within the Budget Services office, which includes the Court Budget unit (CBU) and the Funds and Revenues unit (FRU). The CBU is responsible for administering allocations and reimbursements of approximately $3 billion annually to the 58 trial courts, and provides budgetary support for various trial court programs. The FRU carries out advanced budgetary, technical, and analytical responsibilities related to the administration of judicial branch funds, including backfill for the Ability to Pay program and oversight of statewide collections.

This position directs Judicial Council staff support for the Trial Court Budget Advisory Committee and its subcommittees, managing administrative functions within the Judicial Council committee process to ensure that funding included in the budget is allocated to the trial courts in a timely and proper manner.

This position also represents the Budget Services office and the Judicial Council in interactions with a wide range of partners and stakeholders, including the Judicial Council’s Executive Office and senior management, trial court leadership, county government departments, and state agencies such as the Department of Finance, the State Controller’s Office, and the Legislature. In this role, you will act as a technical liaison between IT and various City departments, translating complex business requirements into effective technological solutions. You'll support critical City operations through the design, implementation, and support of enterprise applications, data systems, and spatial technologies that directly impact City staff and the Berkeley community. This position supports City initiatives by:

• Administering, configuring, and supporting GIS platforms such as ArcGIS Pro, ArcGIS Online, and related ESRI technologies
• Creating, maintaining, and publishing spatial data, map services, and web maps
• Performing spatial analysis to support City programs, policy decisions, and operational needs
• Collaborating with departments to gather GIS requirements and translate them into technical solutions

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is: 
Equivalent to graduation from a four-year college or university with major coursework in computer science, mathematics, business administration, or a closely related field and two (2) years of professional experience in systems design and analysis, systems integration, and/or programming of applications for computer systems. Experience in systems design and analysis, systems integration, and/or programming of applications for computer systems may be substituted for the education requirement on a year-for-year basis.

DEFINITION

Under general supervision, performs a full range of technical and public contact duties in support of the Town’s code compliance program. This position emphasizes education and prevention by serving as a resource, partner, and guide to residents, contractors, and businesses to promote voluntary compliance and community pride. Responsibilities include proactive community education and outreach, monitoring construction activity, investigating and resolving complaints, and ensuring compliance with the Town’s municipal, fire, building, housing, zoning, and related codes and regulations. When enforcement is necessary, the Coordinator supports individuals through the resolution process by clearly explaining requirements and facilitating corrective action. Work involves extensive collaboration with Town departments and the public, detailed documentation and use of case management systems, and the consistent, fair application of codes and policies. Performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Building Official. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

The Code Compliance Coordinator class series is flexibly staffed; positions are normally filled at the I level, with advancement to the II level based on demonstrated proficiency, possession of required qualifications, and management approval.

Code Compliance Coordinator I (Journey-Level):

This is the fully qualified, journey-level class in the Code Compliance series. Incumbents are responsible for performing the full range of duties related to municipal code compliance, including complaint investigation, construction site monitoring, inspections, case management, and public education. Employees in this class are expected to work independently, apply codes and regulations with discretion, and serve as educators and resources to the community. Positions at this level may receive direction or instruction as new or unusual situations arise but generally operate with a high degree of independence and responsibility.

Code Compliance Coordinator II (Advanced-Level)

This is the advanced-level class in the Code Compliance series. Positions at this level are distinguished from Code Compliance Coordinator I by the performance of more complex or sensitive compliance cases, the expectation to serve as a subject-matter resource, and potential responsibility for mentoring less experienced staff. Incumbents are expected to exercise greater judgment and may be assigned leadership in high-profile cases, advanced compliance activities, or coordination of multi-departmental enforcement efforts. Progression to this level is typically based on several years of successful performance as a Code Compliance Coordinator I, advanced training and/or certification, and demonstration of proficiency in handling the most complex cases.

Advancement to the Code Compliance Coordinator II level is typically achieved through progression from the I level and is contingent upon (i) management’s determination that the incumbent is regularly performing the full range of duties of the higher classification; (ii) demonstrated satisfactory job performance; (iii) incumbent meeting the minimum qualifications for the higher classification; and (iv) management approval for advancement to Code Compliance Coordinator II.

San Mateo Superior Court is searching for an experienced and strategic Information Technology Manager to oversee the Business Applications unit responsible for designing, implementing, and sustaining the enterprise systems that keep Court operations running seamlessly. Reporting directly to the Court Director of Information Technology, you will guide a talented team, partner with internal and external stakeholders, and drive technology solutions that enhance judicial services, support data-driven decision-making, and advance the Court’s long-term priorities.

The Position:

Under the general direction of the Court Director of Information Technology, this position plans, organizes and supervises the work of the Court’s business application team responsible for design, development, implementation and support/maintenance of applications and technology solutions to support achievement of the Court's mission and business, operating and judicial objectives.  The Court’s business application team performs limited in-house development.  The team primarily implements, enhances, maintains and supports enterprise-wide, vendor developed systems.

The Information Technology Manager (IT Manager) provides supervision and direction for the ongoing maintenance, technical support, configuration, and customization of Court case management system applications and associated systems.

The IT Manager also coordinates and works closely with internal and external stakeholders to ensure sound, efficient technology solutions that meet the Court’s objectives. Performs other duties as assigned, demonstrating flexibility in responding to emerging needs and technology initiatives.

In addition, the IT Manager in the Business Applications section works closely with the Court IT Manager in the Infrastructure section to deploy solutions to support achievement of the Court's mission and business, operating and judicial objectives.

Court Information Technology Managers provide strategic leadership and oversight of professional and technical staff responsible for the design, development, implementation, and ongoing support of a broad portfolio of applications, systems, and user/workstation services. They ensure technology solutions are reliable, secure, and aligned with Court operational, administrative, and judicial service needs, enabling efficient business processes and high-quality service delivery across the organization. 

Incumbents provide strategic stewardship over assigned cost center budgets and ensure proactive planning, prioritization, and execution of technology initiatives of varying size, scope, and urgency. This includes aligning projects with organizational priorities, optimizing the use of financial and human resources, and ensuring outcomes are delivered on time, within budget, and in accordance with enterprise technology standards and long-range strategic goals. 

Incumbents are expected to cultivate and sustain strong, customer-focused partnerships with court managers and executives, judicial officers, justice-system stakeholders, and Judicial Council of California staff. Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify could include:

• Education: Graduation from a four-year college or equivalent technical certification with coursework in computer science, information systems or closely related field, AND a minimum of 60 semester or 90 quarter units in IT courses.
• Experience: A minimum of three years as an Information Technology manager or supervisor of at least three staff; a minimum of five years of progressively responsible experience in the planning, design, development, implementation, maintenance, and support of core business applications.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

EXAMPLE OF DUTIES
This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes.  Although not all inclusive, the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.  

Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District.  This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate.

The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.

As an Application Developer, you will provide solutions to business problems by developing software and scripts to improve data collection, analysis, and workflow development and refinement.  This position supports the Information Systems and Security Manager in supporting business technology across the agency and will collaborate with agency personnel and contractors to define problems, assess solutions, and provide end user support and training.  This position assists with identifying needs, proposing solutions, and estimating budgets for projects.  Additionally, this position will be the party responsible for any technology or information systems required for its work and may perform other duties as assigned. Work is performed within a broad framework of general policy and requires creativity and resourcefulness to accomplish goals and objectives and in applying concepts, plans, and strategies in ways which may deviate from traditional methods and practices. All work is expected to be carried out in an ethical, accurate, secure, timely, and confidential manner.  The incumbent must be experienced with software and systems related to computer operating systems, security, networking, data backup and recovery, and office productivity.  

Some key initiatives you’ll work on:

• Developing and maintaining custom applications used by the agency for mission-critical decisions.
• Developing data exchanges and processing through the use of various APIs from different software products.
• Developing software and system workflow design by using modeling, diagrams, and markup.
• Review and refactor code in use.

• Track changes in technology areas and trends and prepare the agency for adoption of new standards.
• Secure agency applications and systems through the use of proper, secure coding practices.
• Provide support for Microsoft 365, Exchange, Power Platform, SharePoint Online, OneDrive, and Teams systems.
• Provide database administration services.
• Work on GIS system development.
