The City of Pacifica is excited to host approximately seven (7) Summer Interns across multiple departments. This program is designed to provide students with substantive project experience, professional mentorship, and exposure to the inner workings of municipal government. Unlike a general internship pool, each department will recruit for a specific opportunity aligned with its operational needs and professional focus. 

About the Program

The Summer Internship Program was developed in collaboration with the Next Generation Committee, sponsored by the City/County Managers Associations of San Mateo and Santa Clara Counties. The program supports the development of emerging professionals and promotes careers in local government.

The Summer Internship Program is tentatively scheduled to run from June 15, 2026 through August 14, 2026 (8 weeks). End date may be adjusted based on the intern's schedule and availability.

Selected applicants will be invited to interview during a tentative window of March 23 – April 3, 2026, with flexibility as needed.

The City anticipates finalizing offers by April 24, 2026 to allow adequate time for summer scheduling and coordination. Internships are part-time (up to 25 hours per week), seasonal, at-will, and non-benefited positions.

About the Community Development/Planning Summer Intern Opportunity

The Community Development Department fosters a vibrant, inclusive, and sustainable community through thoughtful planning, innovative development, and responsive public service. The department supports balanced growth, preservation of natural and cultural resources, and equitable access to housing, transportation, and economic opportunity. 

Comprised of the Building, Code Enforcement, and Planning Divisions – Community Development plays a central role in shaping Pacifica’s built environment and long-term vision. • Coursework in land use planning, sustainability, housing policy, public policy, or community development preferred
• Strong interest in local government and community planning
• Prior research, internship, or project experience related to planning, development, or public policy is desirable but not required

Customer Service & Stakeholder Support

• Serve as a primary point of contact for internal staff, legal counsel, external agencies, and the public seeking records and information.

• Define, monitor, and report on helpdesk Key Performance Indicators (KPIs), including but not limited to:
  • Average speed to answer

Information Governance & Risk Management

• Monitor and evaluate the effectiveness of records and library programs, policies, and practices; identify gaps and recommend improvements.
• Ensure confidentiality, security, and proper disposition of sensitive and confidential records.
• Analyze risk and develop, implement, and test disaster recovery and business continuity plans for paper, electronic, and film-based records.

Automation & Digital Transformation

• Lead the automation of records and information workflows, including digital file labeling, access controls, and metadata standards.
• Oversee automated retention and disposition processes to identify duplicates, enforce retention schedules, and destroy records appropriately.
• Manage the implementation of automated PRA tools, including AI-assisted request development, historical search capabilities, notifications, and reminders, with the goal of reducing PRA volume and staff workload.
• Coordinate the development, migration, and enhancement of centralized records management and digital asset management systems, including system specifications, data standardization, quality assurance, and user training.

Reference Library & Records Management

• Oversee the maintenance, organization, security, and accessibility of on-site and off-site records, documents, drawings, photographs, and reference materials.
• Determine and implement appropriate physical and electronic systems for storing, preserving, and retrieving records and library materials.
• Maintain and update records retention schedules and ensure compliance with board-approved timelines and regulatory requirements.
• Restore, preserve, and digitize historic documents and original media.

Public Records & Legal Compliance

• Manage the intake, review, processing, and fulfillment of Public Records Act (PRA) requests and internal information requests.
• Oversee responses to subpoenas, litigation discovery, grand jury investigations, and other legal demands for records, in coordination with Valley Water Counsel.
• Develop and maintain policies, procedures, and fee schedules in accordance with the California Public Records Act.
• Review records responses for quality control, accuracy, and lawful disclosure or exemption.
• Provide sworn testimony during deposition proceedings related to records management, as required.

Leadership & Administration

• Plan, organize, and oversee records and library services programs, projects, budgets, and contracts.
• Supervise staff and support professional development and effective workload management.
• Prepare and present staff reports, recommendations, and program updates to leadership.

• Demonstrated experience administering Public Records Act requests and legal records production.
• Experience leading technology implementations, system migrations, or automation initiatives related to records or information management.

Ideal Training and Education:

• Equivalent to graduation from an accredited four-year college or university with major coursework in records management, library sciences, information management, business or public administration, or a related field. 
• A Certified Records Manager (CRM) designation from the Association of Records Managers and Administrators (ARMA) is desirable.

Records & Library Services Unit (Position Code 423)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

The Position

The Planning Intern will support the Community Development Department - Planning Division with research-based projects and assist staff with minor permit review. This internship is designed to provide hands-on experience in municipal planning, exposure to development review processes, and an understanding of how planning policies are implemented at the local level. The intern will work closely with planning staff and gain practical insight into zoning, land use regulations, and public-sector planning operations.

Duties: The primary projects will most likely include the following:

•    Conduct research related to land use planning, zoning regulations, and special planning initiatives
•    Assist planning staff with minor permit review
•    Help organize and analyze planning data, maps, and project materials
•    Prepare summaries and other written materials to support planning projects
•    Assist with updating planning documents, handouts, and internal resources

Minimum Qualifications

The anticipated hiring range for the Senior Planner position is $108,390 - $135,488 with a full salary range up to $162,586. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications.
 

Description

The City of Thousand Oaks is seeking a high-performing Senior Planner to lead complex development and long-range planning initiatives in one of Southern California’s most desirable communities. This position plays a key role in sharing residential, mixed-use, commercial, and downtown revitalization projects while advancing the City’s General Plan and environmental review efforts.

The Assistant or Associate Planner administers mid-level to complex current and advanced planning activities, including serving as project manager for complex development applications and special projects. Under general supervision, performs a variety of complex technical duties in support of the development review process, including planning, zoning, plan review, building inspection, plan intake and screening, permit issuance, and code enforcement; provides information to the public at a counter or over the telephone; supports regulation and control of design, construction, and quality of materials, use and occupancy, location, and maintenance of all buildings and structures within the Town’s jurisdiction; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel.  Exercises no direct supervision over staff.   

This is the advanced-level classification in the Building and Planning Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

• Conducts building, land use, and engineering permit processing; reviews permit applications, plans, specifications, and supporting documents for completeness and compliance with legal standards and Town requirements; calculates permit fees; prepares bills, collects fees, and issues receipts; issues building, plumbing, mechanical, and electrical permits following established guidelines.
• Receives documents and completes planning and building review approval process on plot and site plans to ensure code compliance; resolves complex issues of compliance; reviews and approves plans and accompanying documents on over-the-counter permits for assigned projects; processes construction plans for commercial and residential projects; files or routes information to appropriate Town departments. 
• Applies departmental policies and procedures in determining completeness of applications, records, and reports; provides information and forms to the public; processes appropriate information. 

• Trains employees in work principles, practices, methods, policies, procedures, and applicable federal, state, and local laws, rules, and regulations.

• Assists staff with the resolution of situations that arise in contact with homeowners, builders, architects, and contractors regarding the interpretation or coordination of the department's work.

• Provides appropriate information regarding zoning, subdivision plans, and building ordinances, procedures, and requirements to the public including homeowners, developers, contractors, engineers, and architects, in person and over the counter and telephone; assists the public in the permit application process, coordinating and scheduling inspections, and other developmental processes; notifies applicants when plans or permits are ready for delivery or issuance; provides status updates. 
• Processes bond refunds and tracks deposit accounts and bonds issued for Building and Planning Department permitted projects. 
• Checks status of State contractors’ licenses, business licenses, and verification of worker’s compensation insurance.
• Tracks time limitations and constraints on construction projects; prepares standard periodic and special reports as required; researches files regarding prior actions, decisions, development activities, and other information related to the property under review.
• Provides staff support for internal and external meetings including preparing, posting, and distributing public hearing notices, agendas, and informational packets, preparing staff reports, coordinating meeting logistics and room set-up, attending meetings, taking and transcribing minutes, and processing action items; prepares and posts public and legal noticing related to board, committee, and commission actions.
• Stays current on changing code, laws, manufacturers, and material requirements. 
• Communicates orally, in writing with colleagues, managers, employees, the public, and representatives of various organizations. 
• Performs related duties as assigned.

About the Opportunity

The City of Millbrae is looking for a full-time Planning Manager based in Millbrae, California.

Reporting to the Community Development Director, you will play a pivotal role in managing planning functions, leading staff, and shaping the city’s land use, housing, and environmental policies.

In this position, you will be primarily responsible for overseeing the Planning Division, managing current and long-range planning activities, supporting the city’s development goals, and representing the department across internal and external stakeholders.

More About You

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

Special Requirements: Ability to sit, talk, and hear clearly in person and by telephone; use hands to operate standard office equipment; and reach with hands and arms. Must be able to stand, walk, and perform site inspections on rough terrain and around construction areas. Specific vision requirements include close vision, color vision, and the ability to adjust focus.
