The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Application Support Analyst III.

The Controller’s Office

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, and performs internal audits of the County’s operations.
  
We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.  
  
As an Application Support Analyst III, you will leverage your systems expertise to collaborate and consult with colleagues within the Controller’s Office and other County fiscal and/or technical staff and resolve issues related to the systems, improve business processes by recommending and implementing solutions within the systems, process requests such as report and integrations development, and maintain application security at both an authentication and application access level.  
  
This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).
• Knowledge of basic security concepts as they pertain to Finance Enterprise, Coupa, and/or Workday.
• The ability to work with and analyze large data sets.
• A thorough understanding of data, data concepts, and relationships.
• An automation approach mindset to solutions that are flexible and scalable.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Collaborate, consult, and develop solutions with the Controller's Office and other County departmental partners to understand business and functional drivers across various system modules within Finance Enterprise, Coupa, and Workday Expense.

• System administration, including, but not limited to:

  • Account provisioning and user access level assignment.

  • Report development, maintenance, and support using respective tools (e.g. Cognos reporting platform and SQL for Finance Enterprise).

  • Maintain and troubleshoot workflows. Monitor and troubleshoot integrations, batch jobs, and system performance. 

• Individually, as a project team member, or as a technical lead, works on and is responsible for complex software applications research, development, conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users, coordinates project activities with team members, other section staff, user representatives and outside vendors.

• Interviews, analyzes, and documents end user work processes and systems requirements; conducts systems walk-throughs and technical reviews; develops or refines system specifications, including evaluating and testing vendor software packages for conformance with user requirements and priorities.

• Facilitates and conducts business process redesign or technical design sessions and/or focus groups for the design and implementation of new processes or systems.

• Designs business processes and workflow strategies for the management, access, and retrieval of data, defines data rules and relationships, and develops methods for quality control of databases.

• Reviews, analyzes, streamlines, and documents business processes and relates them to application software; recommends and implements procedural and operational modifications to optimize internal and customer workflows.

• Develops and implements automated processes, scripts, triggers, specialized views, and reports in response to user needs.

• Designs methods to import/export data for analysis and performs comparative analysis of data from dissimilar applications, designs and codes new and modified programs for data processing.

• Designs, develops, tests, refines, and implements software that supplements or integrates with system applications; customizes and maintains system objects as required.

• Develops and executes test plans to ensure application performance conforms to specifications.

• Responds to and resolves software users' inquiries and complaints and escalates problems or issues to vendor representatives as needed.

• Stays abreast of new trends and innovations in technology related to County operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems.

• Writes and maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices.

• Provides updates, status, and completion information to staff and/or users via voicemail, email, or in-person communication.

• Performs other duties as assigned.

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Knowledge of:

• Advanced principles and practices of computer systems management, analysis, design, and maintenance.
• Various software packages, including word processing, spreadsheet, SQL database, database management, and reporting tools.
• Data processing, management, and general administration practices and techniques.

Overview:

Valley Water is seeking an experienced Information Systems Analyst III to lead the deployment, administration, and long-term governance of Valley Water's new Enterprise Electronic Document and Records Management System (EDRMS). This system represents the capstone of Valley Water’s Digital Transformation Strategy and will serve as the authoritative, enterprise-wide repository for all past, present, and future District documents and records.

This journey-level position plays a foundational role in establishing sustainable information governance practices across the organization. The selected candidate will lead complex system implementation efforts, oversee automated and AI-enabled data classification processes, coordinate secure access controls, administer retention schedules, and design defensible document destruction workflows in compliance with legal and regulatory standards.

Under direction, this position performs the most complex programming, systems analysis, integration, governance, and technical coordination duties. The incumbent will serve as a technical lead and project manager for this enterprise-wide initiative and will collaborate closely with Cybersecurity, Legal Counsel, the District Clerk of the Board, executive leadership, and operational units.

The City of San Mateo Public Works Department is seeking a Senior Transportation Planner 

The Department

The Position 

The Senior Transportation Planner under general direction, organizes, reviews, and participates in transportation planning work; supervises the work of professional and technical transportation planning personnel, projects, and other activities; and performs other related work as required 

Duties may include, but are not limited to, the following: 

• Supervises professional and technical staff, including prioritizing and assigning work, conducting performance evaluations, training staff, and supporting hiring decisions in consultation with the Engineering Manager, Deputy Director, and Department Head. 

• Represents the City and department in communications and interactions, including coordination, briefings, and presentations, with other City departments, City Commissions and City Council, government agencies, local industries, businesses, community groups, and other stakeholders interested in regional and local transportation, transit, traffic, and parking issues. 

• Plans, coordinates, formulates, and implements, in coordination with other City departments, goals, objectives, policies and priorities; and makes recommendations for changes to codes, plans and policies, as it relates to transportation planning and parking management. 

• Directs, coordinates, reviews, and participates in the work of professional, technical, and clerical staff, as well as consultants, in data collection, analysis, plan and policy formulation, and implementation of a wide variety of projects. 

• Participates in and provides technical expertise in transportation demand management and traffic forecasting including the formulation of a City-wide traffic model and the maintenance and update thereof. 

• Manages administration of the City’s parking permit programs, oversees the collection, control, and reconciliation of parking revenues, assists in the preparation and administration of the parking program operating budget, monitors expenses, and prudently allocates resources to support parking program operations and objectives. 

• Assists, contributes and manages the planning, design, and construction of capital projects including preparation of purchase requisitions, requests for proposals, development of the scope of work, professional service agreements and coordination with other City departments as appropriate. 

• Reviews planning applications and building permits in relation to transportation and parking related issues, including review of traffic impact analyses, vehicle miles traveled (VMT) analyses, and other related transportation studies. 

• Attend in-person meetings, site visits, and stakeholder engagements, often with minimal notice; respond promptly to urgent requests requiring physical presence at various locations throughout the region or state; transport necessary materials, documents, and equipment for meetings, presentations, or fieldwork. 

• Supports the review, update, maintenance of transportation-related impact fees. 

• Supports the drafting of submittals for grant funding from various local, state, and federal funding sources.

CITY OF SARATOGA, COMMUNITY DEVELOPMENT DEPARTMENT • INTERNSHIP OPPORTUNITY

This internship is offered as part of a Regional Internship Partnership designed to introduce current students and recent college graduates to local municipal government. The City of Saratoga participates in this program with the goal of connecting a diverse student population to public sector work, providing meaningful hands-on experience that supports both personal and professional growth.

Position Description

The Community Development Department has one part-time, paid summer internship opportunity in its Development Services Division (up to 20 hours per week). The selected intern will gain hands-on experience in municipal arboriculture, working alongside City staff on a range of tasks that support the protection and management of Saratoga’s urban tree canopy. The internship runs for up to 12 weeks, and the start and end dates can be arranged around the selected candidate’s college summer break schedule.

The workload will balance supporting day-to-day operations with exposure to longer-term planning and research projects. The intern will receive assignments and work direction from staff within the department.

Tree Permit Applications and Development Review. The intern will assist staff in the processing of tree permit applications and the review of development projects. This includes evaluating applications for consistency with the City’s tree regulations and tracking project status through the review process.

Field Inspections and Plan Review. The intern will participate in field inspections to assess potential construction impacts on trees. Work will include reviewing grading and site plans, identifying tree protection measures, and documenting field conditions.

Research and Ordinance Work. The intern will support research related to the City’s tree ordinance and fire preparedness initiatives. This may include reviewing comparable ordinances from neighboring jurisdictions, summarizing research findings, and supporting the City’s ordinance update process.

Tree Identification and Health Assessment. The intern will learn to identify tree species commonly found in Saratoga and develop familiarity with common pests, diseases, and abiotic factors that affect tree health. This knowledge will be applied during field work and permit review.

Tree Appraisal. The intern will be introduced to the basics of tree appraisal methodology, including an overview of how trees are valued in the context of permit applications and development projects.

Database Maintenance. The intern will assist with the maintenance of department databases and records related to tree permits, inspections, and urban forestry data.

Community Interaction. The intern will have the opportunity to interact directly with Saratoga residents and contractors, developing professional communication skills in a public service context.

WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
• Experience in a City or Special District Clerk’s Office is highly desirable.

LICENSES & CERTIFICATIONS REQUIRED

Possession of a valid California Driver’s License.

Certified Municipal Clerk designation is desirable.

SUMMARY DESCRIPTION

Under general supervision, performs a variety of professional planning responsibilities and tasks associated with the coordination and implementation of complex planning projects; performs a variety of duties relating to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning, and other City planning data.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the professional planning class series. The position is characterized by the level of technical expertise and skill and independent oversight of out of the ordinary, high profile, complex and atypical projects, while functioning as the project coordinator, working with and leading interdisciplinary teams. The Senior Planner is distinguished from the Associate Planner by the complexity and technical expertise required to work on assigned projects.

REPRESENTATIVE DUTIES
