Job Summary:  Under the direction of the Manager, Network Services, perform a variety of highly complex and specialized activities involved in the planning, design, set-up, installation, configuration, operation, development, modification, maintenance and repair of County Office and school district Local Area Network (LAN), Wide Area Network (WAN), intranet, internet and other network systems and related servers, equipment, hardware, software and applications; administer, analyze and assure proper use, connectivity, security and operation of County Office network systems.

Essential Job Functions:              

• Perform a variety of highly complex and specialized activities involved in the planning, design, set- up, installation, configuration, operation, development, modification, maintenance and repair of County Office and school district LAN, WAN, intranet, internet and other network systems and related servers, equipment, hardware, software and applications; establish and maintain related time lines and priorities
• Install, configure and assure smooth and efficient operation of network hardware, cabling, servers, hubs, routers, switches, firewalls, cabling infrastructures, modems, printers and other network components, equipment and devices; replace cabling, equipment and devices as needed; coordinate and assure proper interoperability, connectivity and adaptability between network systems; coordinate circuit installations and network cutovers
• Analyze network needs and develop and implement network plans, projects and specifications; prepare and develop maps, diagrams, drawings, spreadsheets and other documents; estimate equipment, material, hardware, hardware, time and cost requirements for network projects; contact vendors and contractors to request pricing and product information
• Perform a variety of network administration activities including establishing and maintaining user accounts, IP addresses, subnets, supernets, domains, passwords, e-mail accounts, internet connectivity, firewalls and designated programs and systems; assure proper installation of server and work station software and operating systems and test applications to assure proper operation
• Monitor and analyze network performance to assure smooth and efficient operation and identify problems, concerns and security issues; monitor, control and assure proper network usage, security, traffic, operations, resources allocation, bandwidth and connectivity; monitor, analyze and modify systems to meet County Office, remote and dial-up user needs
• Provide for the effective and efficient storage, retrieval, customization and archiving of data on servers; troubleshoot and resolve network and server-related database problems and malfunctions; assure data integrity; prepare, maintain and replace back-up data files; monitor available system disk space; move, compress and delete files to provide for program running as needed
• Inspect, troubleshoot and diagnose network system, server, hardware and application malfunctions to assure smooth running of network systems; resolve connectivity and other network problems and malfunctions; administer, configure, monitor and maintain network system servers and security; update servers with security patches and anti-virus software as needed
• Prepare user stations and computer equipment for staff use; install and configure software and hardware and observe elements of the computer for evidence of incorrect performance; connect work stations to network server and assure proper operation; troubleshoot, diagnose and repair computer workstations and related hardware and software as needed
• Compile and analyze a variety of information and data related to network system use; utilize related technology tools; prepare and maintain a variety of records, reports and files related to network utilization, traffic patterns, connectivity, passwords, data ports, IP’s, hardware and software configurations, technical support, vendors, back-ups and assigned activities
• Install server and work station software; test applications to assure proper operation; configure hardware and software to assure network access and smooth system operations; troubleshoot and resolve operating system malfunctions; obtain and install software updates and upgrades as needed
• Provide technical assistance and user support to County Office personnel, school districts, outside agencies and others concerning networks; respond to inquiries and provide detailed and technical information concerning network design, equipment, hardware, software, security, connectivity, configuration, malfunctions, applications, practices, techniques and procedures
• Serve as a liaison and coordinate network-related projects, communications and information between the County Office, local school districts, vendors, consultants and various outside agencies; resolve related issues and conflicts in a proper and timely manner
• Communicate with personnel, administrators and various outside agencies to exchange information and coordinate activities; contact and collaborate with vendors in resolving network problems, issues and malfunctions
• Train and provide work direction and guidance to assigned personnel; coordinate network projects and review completed projects for accuracy, completeness and compliance with established standards, requirements and procedures
• Operate a variety of computers, servers, peripherals, testers, meters, analyzers, tone generators, specialized software and hand tools; drive a vehicle to conduct work
• Research and evaluate new technologies for possible implementation; confer with users concerning system needs; provide recommendations for and assist in coordinating the purchase and implementation of new technologies including network hardware and software

Qualifications:  Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification.  Typical qualifications would be equivalent to:

EDUCATION:  Bachelor’s degree in Computer Science or a related field

EXPERIENCE:  Four (4) years of increasingly responsible experience involving network planning, design, set-up, installation, development, modification, maintenance and repair

     About the Office:

     The City Manager’s Office provides strategic leadership that supports the Mayor and City Council and motivates the organization to deliver high quality services that meet the community's needs. The City Manager’s Office of Civic Innovation is charged with driving innovation across and within the City. Projects currently underway include those such as broadband investment, bridging the digital divide, creating a Citywide data strategy, Internet of Things (IoT), and making the city more user-friendly for residents by building new mobile and web apps to allow for seamless interaction with City Hall as part of an overall digital transformation.

     Position and Duties:

     The Digital Transformation Lead works as a member of the Civic Innovation team by providing strategic expertise and senior level leadership and management capacity as the City continues to leverage data, process improvements, frameworks, and new digital technologies to make existing services more efficient and effective and develop completely new services. This position will develop an overall digital transformation strategy and roadmap and guide the execution of this roadmap, including but not limited to public facing digital services and associated business process improvements. The Digital Transformation lead will support projects on a City-wide basis to redefine our people, processes, and technologies with the goal of delivering digital experiences designed to drive adoption, enhance employee experience, and modernize City Services

ABOUT THE POSITION
City of Gilroy Public Works Department is currently recruiting for a college intern to work in the Operations Unit. This is a hands-on position responsible for updating City of Gilroy's Computerized Maintenance Management System (CMMS) which is based on Geographic Information Systems (GIS) data and is used for storing asset information regarding the City's water, wastewater, storm drain, street, sidewalk, park, landscape, urban forest and related infrastructure.
 
The Public Works GIS/CMMS College intern will have the opportunity to identify inconsistencies with GIS data by conducting field inspections of civil infrastructure and performing internal and external research. The Public Works GIS/CMMS College intern will resolve discrepancies by comparing physical field data and reconciling it with GIS/CMMS data.
 
This position is ideal for college candidates who are pursuing degrees involving Business Management Information Systems, GIS, Civil Engineering, or Geography.
 
 
WORK SCHEDULE
Internships can start as early as May 1, 2020 and end as late as September 30, 2020.  There is a possibility for the internship to be continued through June 30, 2021 (on a reduced schedule as described below.)
 
Interns may work full time (40 hours per week) up to 11 weeks during summer or when school is not in session.  Interns may work part-time (up to 25 hours per week) year round if working more than 11 weeks or when school is in session.
 
The official start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between   8:00 a.m. to 5:00 p.m. Interns may be assigned to attend some evening and weekend events, and off-site meetings.

DEFINITION

To plan, organize, market and coordinate a variety of parks, recreation, library and community services programs as assigned; to oversee day-to-day program and related-facility needs; and to perform a variety of professional and technical level tasks relative to area of assigned responsibility.

DISTINGUISHING CHARACTERISTICS

This is the journey level class within the Parks, Recreation & Libraries Coordinator series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions within this class are flexibly staffed and are normally filled by advancement from the I level.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from assigned supervisory personnel. Exercises direct supervision over technical, maintenance, administrative support and/or part-time personnel.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Plan, organize, and coordinate a variety of parks, recreation, library and community service

programs, events and/or classes.

• Schedule, plan, and direct program activities, classes and events associated with assigned parks,

recreation and/or library program area; promote assigned program, event and/or classes through

news releases, public service announcements, flyers, brochures, social media, email marketing

and current website information.

• Participate in the selection of full-time and part-time staff, contract instructors, and volunteers;

provide and coordinate training, oversee work activities and performance and make related

recommendations.

• Provide input to program budget recommendations; monitor and control expenditures; authorize

purchase requests for materials and supplies; assure adequate inventory of needed supplies.

• Assist with the creation and implementation of marketing plans for assigned programs and

services; promote and market a variety of existing and new recreation and library services; foster

public awareness of available services and programs.

• Facilitate emergency drills and safety training of facilities; ensure off-site excursions meet City

safety and liability requirements.

• Supervise the use and scheduling of facilities; work with other City departments and divisions to

ensure proper maintenance and safety of facilities related to assigned program area; oversee City

field use including youth sport allocations, joint use agreements, and rentals.

• Prepare financial and statistical reports related to program activities; benchmark programs and

services; compile and analyze trends; prepare other reports and administrative materials.

• Participate in budget preparation and administration; prepare cost estimates for assigned

programs; submit justifications for part-time and seasonal staff, materials, supplies and services;

monitor and control expenditures.

• Answer questions and provide information to the public; investigate complaints and recommend

corrective action as necessary to resolve complaints.

• Build and maintain positive working relationships with co-workers, other City employees and

the public using principles of good customer service.

• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Basic principles and practices of parks, recreation and/or library program development and service delivery.

EXPERIENCE AND TRAINING

Experience:

Two years of professional experience performing duties similar to that of a Parks, Recreation & Libraries Coordinator I with the City of Roseville.

Training:

A Bachelor’s degree from an accredited college or university.

License or Certificate:

Possession of a valid California driver’s license by date of appointment. Possession of, or ability to obtain, First Aid and CPR Certifications as issued by the American Red Cross within 6 months of hire.

SELECTION PROCESS

All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination.  The applicant’s experience and education will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the Employment List.  Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations.  Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check and depending on position applied for a pre-employment medical exam and a drug and alcohol screening test.

DEFINITION

To plan, organize, market and coordinate a variety of parks, recreation, library and community services programs as assigned; to oversee day-to-day program and related-facility needs; and to perform a variety of professional and technical level tasks relative to area of assigned responsibility.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Parks, Recreation & Libraries Coordinator series. This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series. field use including youth sport allocations, joint use agreements, and rentals.

• Prepare financial and statistical reports related to program activities; benchmark programs and

services; compile and analyze trends; prepare other reports and administrative materials.

• Participate in budget preparation and administration; prepare cost estimates for assigned

programs; submit justifications for part-time and seasonal staff, materials, supplies and services;

monitor and control expenditures.

MINIMUM QUALIFICATIONS

Knowledge of:

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Tree Trimmer series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the I level. This class is distinguished from the Senior Tree Trimmer in that the latter performs advanced journey level work and provides technical and functional supervision to assigned staff

• Plant, spray, stake and maintain trees on City owned property and in the public right-of–way.
• Operate tree trimming and maintenance equipment such as boom trucks, chippers, stump grinders, and power tools, such as chain saws and hydraulic loppers.
• Clean, sharpen, maintain tools, ropes, and other tree maintenance equipment.
• Collect debris from tree trimming and removal operations into piles, using shovels, rakes, or other tools.
• Load debris onto trucks or into chipper and haul it away for disposal.
• Inspect trees for public safety and wildlife; respond to requests and inquiries from the general public.
• Identify equipment needs for each assigned project.
• Utilize proper safety precautions related to work performed.
• Work multiple shifts during emergencies, seasonally caused circumstances, or special projects in varying climate and temperature conditions.
• Perform general natural resource maintenance work when not assigned to tree trimming duties.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Safety rules and work practices used in operating and maintaining tree maintenance equipment.
• Uses and purposes of tools and equipment related to tree trimming and maintenance.
• Basic methods, tools, materials, and equipment used in trees maintenance.
• Basic principles and practices of record keeping.

Ability to:

• Perform skilled tree trimming and maintenance work; climb trees at heights necessary to perform trimming activities.
• On a continuous basis, know and understand tree trimming and removal operations; observe safety rules.
• Intermittently, sit at a desk while studying or preparing reports; twist to reach equipment or materials; stand, walk, balance, stoop, kneel, climb, crawl, and bend while performing tree trimming and removal duties; perform simple grasping and fine manipulation; and lift or carry weight of 50 pounds or less.
• Use and operate vehicular and stationary mechanical equipment, hand power tools, mechanical equipment, and equipment required for the work in a safe and efficient manner.
• Prepare and maintain simple records of activities.
• Perform heavy physical labor.
• Establish and maintain cooperative working relationships with those contacted in the course of work.
• Community clearly and concisely, both orally and in writing.

Experience and Training

Experience:

• No experience is required; experience in basic methods and techniques used in tree trimming and maintenance and/or ISA best management practices for tree planting and pruning is highly desirable.

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.

SELECTION PROCESS

Applications will be screened by the Human Resources Department for minimum qualifications.  Qualifying applicants may be contacted by the Department to interview. Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check and depending on position applied for a pre-employment medical exam and a drug and alcohol screening test.
