THE POSITION

DEFINITION

To perform technical and professional duties involving the analysis, design, development, programming, and maintenance of information systems related to the operations of an assigned department, including but not limited to, water and wastewater treatment or electric energy management, distribution, and generation processes and facilities; and to provide information technology support related to department specific operations and systems.

 

DISTINGUISHING CHARACTERISTICS

This is the journey level class within the Data Management Specialist series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from an assigned supervisor.
• May exercise technical supervision over clerical, maintenance and/or technical staff as assigned.

 

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Implement and maintain electronic data management, collection/storage, and related systems in support of assigned department operations and processes.
• Design, develop, program, deploy, maintain and troubleshoot a variety of electronic databases related to department operations including large Relational Database Management Systems (RDBMS) such as Oracle, SQL Server, integrated development environments, Internet application server, and/or web host software.
• Develop, install and maintain Web-based applications.
• Perform daily data analysis; maintain data integrity and accuracy by running and analyzing various programs and reports; perform database backup and recovery operations; implement and test backup and recovery policy.
• Monitor and maintain security of database systems by writing procedures, functions and triggers to control the flow of data, monitoring logs and reviewing system access privileges, allocating disk space for users, creating and maintaining users, user permissions, system privileges, and passwords, and performing other administrative tasks at the operating system level.
• Perform database back-up and recovery operations; implement and test back-up and recovery policies and procedures.
• Design, develop, maintain and troubleshoot server management tools, Internet application servers, and forms, reports and report development suite in support of department operations, requirements, and staff needs.
• Set up and maintain logical storage, channels, virtual disks and partitions; create data files, tablespaces, tables and indexes as needed.
• Work with various internal users to develop programs that meet business needs; develop, test, review, and de-bug related prototypes; create documentation of final programs; develop and conduct end user training and program roll out.
• Provide system administration services; set up and install new servers and operations systems; install system upgrades and/or apply patches; hard code and/or implement programs in anticipation of upgrades.
• Design and develop forms and reports in support of department operations, requirements, and staff needs.
• Prepare periodically-required internal and external regulatory reports related to department operations.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

 

MINIMUM QUALIFICATIONS

 

Knowledge of:

• Principles and practices of Oracle and SQL Server databases, Local Area Networks (LAN), Storage Area Networks (SAN), computer systems and related analysis.
• Principles and techniques of SQL, PL/SQL, and JAVA scripting, report writing, programming, electronic data processing and application documentation.
• Principles and practices related to the programming, maintenance, and use of computer systems and applications such as Oracle, Microsoft Word, Excel, Access, WHIMS and web development software.
• Basic principles and practices associated with the operations of assigned department systems and facilities.
• Pertinent local, State and Federal laws, ordinances/rules, and department procedures.

 

Ability to:

• Learn to perform technical duties in the analysis, design, and maintenance of information systems related to the processes and operations of the assigned department.

The Midpeninsula Regional Open Space District (Midpen) Ranger is a challenging generalist position offering a wide variety of responsibilities and opportunities to exercise independent judgment while working on Midpen preserves. Rangers patrol on foot, in all-terrain vehicles, on motorcycles, and in four-wheel drive patrol trucks. Rangers ensure safe public use of preserves and provide visitors information while enforcing Midpen land use regulations and applicable laws. Peace Officer Standards for Rangers: Applicants must meet the standards for being a California Peace Officer as outlined in Government Code Section 1031. Probationary Ranger employees must complete Midpen’s requirements for training of Peace Officers by attending and successfully completing a Midpen approved law enforcement academy by the end of their probationary period, unless they have recently successfully passed an equivalent academy, and possess or have the ability to obtain a California Penal Code 832 certificate.

Basic Job Requirements: Must have the ability to enforce pertinent laws and regulations; administer first aid and CPR; operate and maintain various power tools and equipment; operate emergency patrol vehicles and two-way radios; communicate clearly and concisely both orally and in writing; and perform wildland fire suppression duties as needed.

Certificates Needed: A valid California driver license; valid professional rescuer CPR certificate and Medical First Responder or equivalent; a Midpen approved Fire Suppression Training certificate; certification in the Incident Command System courses as specified under the National Incident Management System (NIMS) or, the ability to obtain required certificates prior to completion of the employment probationary period.

Equivalent to an Associate degree from an accredited college or university with major coursework in law enforcement, resource management, natural sciences, or a related field and one (1) year of experience in the protection, operation, or maintenance of a park, forest, public recreation area, or the equivalent. Experience or training in wildland firefighting and law enforcement is desirable.

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform all related emergency services and maintenance and construction work on Midpen lands. Shift schedules may include evening, weekend, and holiday hours.

THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings

The purpose of this recruitment is to hire a temporary/part-time Intern position.   Work hours vary by assignment and may be required to work evenings, weekends and/or holidays.  Position typically works 25-30 hours per week seasonally, Spring to early Fall.  

 

Temporary/Part-Time employees work no more than 130 hours per month AND 960 hours per Fiscal Year. 

 

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

 

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  May assist in street maintenance, building maintenance, or other public works projects, as required. Incumbents in the position of Departmental Systems Analyst (DSA) will have: a general knowledge of both departmental and program operations and information system capabilities, which will enable effective interactions between technical and non-technical staff; the ability to explain and document the needs and requirements of each to the other; and the ability to participate in the development of systems that effectively support department and program operations.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer (ACRE) is involved in multiple technology initiatives aimed at replacing legacy systems, upgrading applications, and implementing new technologies.  A major project undertaken by ACRE is the development of a new Assessor Property Assessment System (APAS) based on the Salesforce platform. A second major effort is the cleansing and migrating of legacy data. 

Below are the specific requirements for this DSA position:
 
Data Cleansing and Migration Project
 
The DSA will:

• Work closely with business subject matter experts (SMEs) to analyze the legacy data from various sources and translate/interpret the data to the Vendor team. Legacy data resides in AS/400, MS Access, MS Excel and MySQL.
• Have a strong understanding of the legacy data and the target data model in order to create data mapping in collaboration with the SMEs and the Vendor.
• Perform various types of analysis for data extraction and data profiling such as uniqueness analysis, range analysis, etc.
• Document the detailed Data Cleansing Requirements, Business Rules, Data Rules, and list of standard data values based on the findings from Data Profiling.
• Devise data cleansing strategies and procedures.
• Oversee both manual and automated cleansing activities.
• Test the data extraction, data profiling, and data cleansing process standardization and load process thoroughly to make sure requirements are met.
• Produce data cleansing results reports and error/exception reports for the business SMEs.
• Review the error/exception reports and take any necessary actions to correct the data and improve data quality.
• Develop and implement data migration strategies and processes.
• Implement Data Governance by incorporating processes, policies, guidelines, and responsibilities for administering Assessor's entire data in compliance with policy and/or regulatory obligations.

 
The ideal candidate for this position will have:

• Worked as a Lead Data Analyst and completed at least two (2) medium to large legacy data cleansing and conversion projects.
• Extensive experience in Data Mapping, Data Cleansing, Data Analysis, Data Testing, Data Validation, Data Flow, Reporting, and Presentation.
• Technical expertise with data models, database design development, and data profiling techniques.
• Project management, leadership, initiative, and technical skills including data modelling/analysis/migration experience.
• A data-oriented personality and an excellent eye for details.
• Knowledge of data governance standards and principles.

DEFINITION

Under general supervision, plans, schedules, assigns, reviews, supervises, and participates in the planning, development, and implementation of programmatic responsibilities related to the department or program to which assigned; participates in complex policy development and strategic planning; analyzes practices and procedures and makes recommendations for administrative and operational improvements; coordinates assigned activities with other divisions, outside agencies, and the general public; and performs related duties as assigned.

Class Characteristics

Management Analyst I: This is the entry-level classification in the Management Analyst series.  Initially under close supervision, incumbents learn and perform routine analytical work in support of a department or Town programs.  As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.  Positions at this level usually perform most of the duties required of the positions at the Management Analyst II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.

Physical Demands

ABOUT THE POSITION

The Recreation Leader II position is responsible for providing high-level programs and services through the Parks and Recreation Department which provide concrete, positive experiences for youth and which promote qualities that are essential to raising successful young people. Recreation Leaders (II) are responsible for creating and implementing the curriculum for the Town’s recreation programs which offer youth daily activities, including arts, crafts, games, field trips, and special events.  This position is responsible for supervision of part-time staff and program participants. This position may also work additional seasonal events for the Parks and Recreation Department throughout the year.

School year position: Support and assist students with homework, long-distance learning plans, and provide supplemental enrichment activities and supervised outdoor opportunities.
