THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

 

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.
• Ensure database security by preparing access and control policies and procedures and reviewing permissions on a regular basis.
• Install, configure, maintain, troubleshoot, and monitor City-wide telecommunications systems including voice and data communications infrastructure and equipment; set up and maintain user accounts, access groups, extensions, and voicemail boxes; troubleshoot system-wide outages.
• Work on systems and infrastructure conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users; coordinate project activities with IT Manager and IT staff, end users, and vendors.
• Maintain information on scheduled systems maintenance, including upgrades and outages.
• Respond to and resolve users’ inquiries and complaints and escalate problems or issues to vendor representatives as needed.
• Stay abreast of new trends and innovations in technology related to systems, network, server, and telecommunications; research, recommend, and evaluate vendor solutions and technologies; implement improvements upon approval.
• Serve as a Disaster Service Worker, as required.

Essential Duties and Responsibilities:

Qualifications:

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

 

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  Work cooperatively with others. Work any shift including weekends and holidays. Perform related duties as assigned.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. This entry-level classification will perform maintenance and labor tasks in support of habitat management and restoration activities under the Sign Hill Habitat Restoration Project. Work may be performed independently or as a member of a crew. Depending upon assignment, work is performed under close to general supervision. Work is reviewed while in progress and by the results achieved. Incumbents may provide limited work direction to temporary or volunteer workers.

Midpeninsula Regional Open Space District (Midpen) has an excellent career opportunity for an experienced and motivated Field Resource Specialist who will plan, organize, manage, oversee, and participate in the implementation of vegetation management, fuel reduction, and natural resource protection and restoration projects on Midpen lands. The Field Resource Specialist participates in long-term and short-term project planning, grant application and administration, coordinates assigned activities with other Midpen departments and outside agencies. This position will supervise staff and will direct consultants, contractors, and volunteers to assist in completing this work. Supervisory and administrative tasks will include budgeting, project management, setting priorities, and providing guidance to multi-disciplinary teams. About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:   

Equivalent to graduation from an accredited four-year college or university with major coursework in environmental design, forestry, ecology, natural resource management, park administration or a related field, and three (3) years of increasingly responsible experience in project management preferably in parks, open space, or a related field including one (1) year of supervisory responsibility. 

Licenses & Certifications Required:    

• Possession of a valid California Class C Driver License
• Possession of, or ability to obtain, a valid Professional Rescuer Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.

• Possession of, or ability to obtain, a valid First Responder or equivalent certification within six (6) months of employment.
• Possession of, or ability to obtain, the level of certification in the Incident Command System courses as specified under the National Incident Management System (NIMS) within 12 months of employment.

• Possession of, or ability to obtain, a District approved Fire Suppression Training certification within 12 months of employment.
• Depending on assignment, possession of, or ability to obtain, a California Qualified Applicators Certificate with Landscape Maintenance (Category B) for pesticide application within twelve (12) months of employment.
• Possession of a valid California Class A or B Driver License and required endorsements is desirable.

DEFINITION

Under general supervision, provides a variety of office support activities including customer service, telephone and counter reception, document processing, record keeping, data entry and organization, cashiering, and filing; provides information and assistance to staff and the general public; and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management staff. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Initially, under close supervision, incumbents learn and perform general office support work such as customer service at the front counter and over the phone, file and records maintenance, data entry, and screening phone calls, visitors, and mail, and directing questions to the appropriate staff. As experience is gained, assignments become more varied, complex, and difficult; and positions exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Administrative Assistant in that the latter performs more advanced technical and specialized administrative support duties requiring additional training and/or experience and is typically assigned to provide administrative assistance in support of a division manager or department head.

 Verifies and reviews forms and reports for completeness and conformance with established regulations and procedures; applies departmental policies and procedures in determining completeness of applications, records, and files.

 Assembles information for the completion of forms or preparation of reports.

 Receives and routes correspondence, mail, work orders, and related information and documents to appropriate staff.

 Receives, processes, and assists in responding to general department emails and public records requests and other requests for information; organizes information; ensures compliance with legal and regulatory requirements.

 Composes, types, formats, and proofreads a variety of documents, including correspondence, letters, memos, agendas, reports, lists, forms, schedules, flyers, event materials, and reports.

 Performs a variety of office support duties such as maintaining websites; scheduling meetings, conferences, and trainings; coordinating food and logistics for meetings; and ordering and maintaining office and other related supplies.

 Performs various accounting support work such as processing, reconciling, and verifying cash and monies received; and processing purchase orders, invoices, payment vouchers, check requests, and reimbursements.
