The City of Sunnyvale is searching for a Budget Manager in the Department of Finance. The Budget Manager is a division-level manager responsible for developing, administering, and overseeing the City's sophisticated Operating and Capital Budgets and Twenty-Year Financial Plans. This position participates in the development of the City's financial systems, conducts and presents complex financial information and analysis to executive management and others to assist in policy decision making. This classification receives administrative direction from the Director of Finance or Assistant Director of Finance and exercises direct supervision over management, professional, technical and clerical staff in the Budget Division.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

 

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.
• Ensure database security by preparing access and control policies and procedures and reviewing permissions on a regular basis.
• Install, configure, maintain, troubleshoot, and monitor City-wide telecommunications systems including voice and data communications infrastructure and equipment; set up and maintain user accounts, access groups, extensions, and voicemail boxes; troubleshoot system-wide outages.
• Work on systems and infrastructure conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users; coordinate project activities with IT Manager and IT staff, end users, and vendors.
• Maintain information on scheduled systems maintenance, including upgrades and outages.
• Respond to and resolve users’ inquiries and complaints and escalate problems or issues to vendor representatives as needed.
• Stay abreast of new trends and innovations in technology related to systems, network, server, and telecommunications; research, recommend, and evaluate vendor solutions and technologies; implement improvements upon approval.
• Serve as a Disaster Service Worker, as required.
• Perform related duties and responsibilities as required and other duties as assigned.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of professional level experience in information systems which has included one year of administrative or managerial experience. Under the direct supervision of the IT Director, the IT Support Technician II performs more advanced support for the help desk, applications, and technical support for the Peninsula Library System libraries. The Mayor and Council Office’s Management Analyst supports City Council Committees, other intergovernmental assignments, reviews Public Record Act requests for the Mayor and Council, provides support for legislative matters, develops ceremonial and recognition reports, and supports special events. Additionally, the Management Analyst may write remarks and speeches and may be assigned to support City Manager’s Office projects and initiatives. There will be occasional evening work required at City Council meetings.
 
City Manager’s Office/Stadium Authority Executive Director’s Office
The City Manager’s Office also operates as the Stadium Authority Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities.
 
The Stadium Authority Management Analyst will assist the Executive Director’s Office with the day-to-day management of Stadium Authority operations and oversight efforts. This position also works from home approximately one day per week (as approved) and occasionally at the Administration office in Los Altos.  Volunteer initiatives directed by this role may take place across various preserves requiring regular travel to and from the locations.  The Volunteer Program Lead’s schedule requires working at least one weekend day as part of the regular work week schedule, with an option to be on a 9/80 schedule after an initial training period plus occasional evenings and holidays.

 

The Volunteer Program Lead is a fairly independent position that supports the work of one or more departments within the agency, requiring solo work in the field, frequent site visits, and hiking steep terrain in wildland areas with poison oak and wildlife. Field work will also require driving a District truck in remote areas on unimproved dirt roads in inclement weather conditions. Work in the field may also include exposure to loud noise levels, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes.

 

Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment including some full days of program administrative tasks using various software programs and applications on a computer, phone, or tablet.

Additionally, candidates should be familiar with the principles and practices of trail building, construction, repair, and maintenance, including site planning and resource protection as well as the tools and equipment required for maintaining and repairing open spaces and related facilities.

 

This position wears a prescribed District uniform and adheres to strict safety procedures and work habits. Depending on the exposure, employees may be required to wear head, hearing, eye, foot, face, hand, or other protection equipment.

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

 

Equivalent to an Associate’s degree from an accredited college or university with major coursework in natural resource management, biology, ecology, natural lands or park management, or a related field combined with two (2) years of relevant experience working with the public and coordinating volunteer activities.

 

Additionally, one (1) year of experience in one of the following areas (which can overlap with the above experience):

• One (1) year of experience in evaluating, surveying, or monitoring of natural resource systems, OR
• One (1) year of experience in trail construction, maintenance, and/or repair of parks, open spaces, and/or related facilities.  
• Bilingual skills are highly desirable.

Licenses & Certifications Required:  

• Possession of a valid California Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.

The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The ideal candidate will have solid information management experience, strong interpersonal and communication skills, strong management skills, strong collaboration skills, a commitment to customer service, and the ability to simultaneously manage multiple projects and issues. A team leader, team player, and positive attitude are essential to this position.

Duties may include but are not limited to:

• Understanding of Planning, Building, and Code Enforcement (PBCE) business processes inside a large municipality.
• Planning, organizing, scheduling, and coordinating work related to Development Services applications and systems, ensuring efficient utilization of resources.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Supervising Applications Analyst (SAA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Supervising Applications Analyst (SAA) classification is represented by the City Association of Management Personnel (CAMP) . Education: A Bachelor's Degree from an accredited college or university in a relevant field.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience include the responsibility for the development, implementation, and maintenance of major communications or computer systems.
