The Position

The Human Resources IT Manager - HRIS/HRMS (Manager) will possess in-depth knowledge of the functions of human resources in a large, complex organization and how HR programs and software work within a company's culture and infrastructure.

 

With an eye toward innovation and with a balance of the practical, the Manager will implement, maintain, and enhance HR related information and management systems and will develop and implement long-term and short-term automation strategies to streamline HR programs.

 

The Human Resources Department is looking to streamline the software we use to make the employee experiences seamless through their career at the County. The Manager will ensure all HR-related systems are harmonious for the user, will stay updated and compliant with Federal, State, and labor regulations, and will translate technical information to simple language that any employee can understand.

 

The Manager will stay current with trends and resources in information technology, evaluate, plan, and implement the department's needs, have strong technical expertise, and communicate effectively with executive leadership, HR Managers, and Department business users.

About The Position:

The County of Yuba is actively recruiting to fill current vacancies and establish an eligibility list for the position of Deputy Sheriff. Valley Water is the primary water resource agency for Santa Clara County, supplying wholesale water, providing flood protection, and serving as environmental steward for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mt. View, Palo Alto, San Jose, Santa Clara, Saratoga and Sunnyvale, and the towns of Los Altos Hills and Los Gatos, and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 400 acres of groundwater recharge ponds, and 275 miles of streams.
 
The Assistant Water Plant Operator helps with all day-to-day plant operations, including operating and maintaining plant equipment, calibrating water quality monitoring equipment; taking and analyzing water and chemical samples; cleaning equipment and facilities; receiving bulk chemical deliveries; operating the sludge dewatering process; using the computer-based plant control, or SCADA system, completing data entry, initiating work orders, and maintaining plant operations logs and reports. Operators work a 4 to 6-month assigned rotations between day shift, night shift, and other shifts, as needed. The facility operates and is staffed continuously, which means 24 hours a day, 365 days a year. This position reports to the Water Plant Supervisor and works under direction from the Senior/Water Plant Operator.

Key Responsibilities include, but are not limited to:

• Regularly conduct rounds to monitor plant operations and maintain plant equipment and grounds; observe, evaluate, troubleshoot, and report condition of the facility and equipment, including pipes, pumps, valves, feeders, motors, basins, tanks, generators, analyzers, and sludge beds; take and record measurements and instrument readings, such as pressures, temperature, flow, volume, and concentrations; operate and adjust pumps and valves; calibrate and perform preventative maintenance on plant instruments; observe and report on the flow, volume, and quality of the water, including color, odor, and turbidity; and assist in maintaining grounds in a clean, orderly, and secure state. 
• Draw samples of water and other materials from the different phases of water treatment; measure and analyze the samples to determine compliance with Valley Water and regulatory standards for chlorine, ozone, phosphate, and ammonia residuals, pH, turbidity, taste, and odor. Receive and monitor deliveries of bulk chemicals and other plant supplies.
• Perform cleaning and maintenance procedures on operating equipment and facilities; including flocculators, basins, filters, sludge drying beds, washwater clarification system, and containment and delivery areas. Employees have a responsibility for safety; for following safety regulations and safety policies and procedures applicable to their work; and for carrying out those responsibilities with due diligence as a condition of employment.
• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor plant operations; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve water, chemical, and equipment readings. Perform various administrative tasks, including data entry into spreadsheets, update standard operating procedures, initiate work orders, maintain, compile and update plant operations logs and reports.

Ideal Experience:
Level I: 0-1 year of experience, including intern/temporary, in a similar work environment, such as handling industrial chemicals, working various alternating shifts (including night shift), operating mechanical equipment, and/or maintaining regulatory compliance.
Level II: One (1) or more years of experience performing work as a licensed operator at a water treatment plant that is rated as a T-4 or higher facility.

Ideal Skills and Abilities:
Both Level I & II:

• Good oral and written communication skills
• Ability to assimilate constructive feedback during on-the-job training
• Attention to details and ability to follow instructions

Ideal Knowledge:
Both Level I & II:

• Knowledge of the water treatment process
• Understanding of job duties of water plant operators

• Knowledge and recognition of importance of safety protocols, especially around chemicals

Ideal Training and Education:
Both Level I & II: Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.
 
Level I Substitution: 

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training required at the time of application. 
• Possession of a Grade T1 Water Treatment Operator certificate issued by the California State Water Resources Control Board may substitute for the training requirement at the time of application.

Level II Substitution: 

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training and experience required at the time of application.

Required License or Certificate Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

Level I:
• As a condition of employment individuals must acquire and maintain a Grade T2 Water Treatment Operator certificate issued by the California State Water Resources Control Board within eighteen (18) months of appointment.
 
Level II:
• Possession of a Grade T2 Water Treatment Operator certificate issued by the California State Water Resources Control Board.
• As a condition of employment, individuals must acquire and maintain a Grade T3 Water Treatment Operator certificate issued by the California State Water Resources Control Board within twenty-four (24) months of appointment.

DEFINITION

PC/LAN Technician I: Under supervision, performs skilled technical work on the City’s Personal Computers and Local Area Network, and network servers, including hardware, software and peripherals, and performs other duties as assigned.

PC/LAN Technician II: Under general supervision, performs complex technical work on the City’s Personal Computers and Local Area Network, and networks servers, including hardware, software, and peripherals, may supervise the work of lower level staff, and perform other duties as assigned. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of computer systems and greater overall experience.

Positions in the PC/LAN Technician II classification are flexibly staffed and normally filled from advancement from the PC/LAN Technician I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of PC/LAN Technician duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s computer systems.

 

EXAMPLES OF DUTIES

Analyzes, troubleshoots, and repairs computer systems and peripherals; provides end- user support for hardware and desktop applications; assists end-users in understanding personal computer functions and software application features; installs, replaces, and upgrades personal computer hardware, software and peripherals; may assist in developing and presenting training programs for end users; provides day-to-day support and maintenance of the City’s phone system.

 

MINIMUM QUALIFICATIONS

 

Knowledge of: Microsoft Office automation applications and operating systems; network infrastructure devices such as hubs, routers, and switches; TCP/IP and other network protocols; antivirus and other security precautions; PC hardware/software troubleshooting and resolution; network security; system backup and recovery techniques; file system management; hardware setup and configuration.

 

Ability to: Apply industry-standard techniques for servicing personal computers, including installation, upgrade, and replacement of hardware, software, and peripherals; lift and move computers and related equipment safely; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Experience:

PC/LAN Technician I: A minimum of one year of full-time experience in maintenance of personal computers.

PC/LAN Technician II: Three years of full-time experience in maintenance of personal computers.

 

Education:

PC/LAN Technician I: Graduation from high school or equivalent.

PC/LAN Technician II: Graduation from high school or equivalent.  An Associate Degree or vocational training in Computer Science or a related field, and/or an A+ Certification is desirable.

 

License: Possession of a valid Class C California Driver’s License.

 

This position prepares hot and cold food for inmates; supervises and instructs inmates in the preparation and serving of meals to other inmates in a detention facility; receives, stores, and maintains ingredients used for meals; and monitors and maintains security of the kitchen facility, equipment, and inmate workers. This position is scheduled for forty (40) hours per week. 
 

WHAT YOU’LL DO

• Checks menus and number of persons to be fed; instructs inmates in obtaining necessary ingredient for meals and preparing work area; instruct inmates in a variety of chopping, cutting, mixing, grating, and food preparation tasks; instructs inmates on the operation of stoves and other equipment.
• Prepares or supervises the preparation of special meals for inmates with medical problems.
• Supervises inmates in the cleaning of all equipment and kitchen work area; counts and keeps logs on all knives. Assists in keeping current inventory of kitchen and food supplies.
• Receives and checks supplies to ensure that proper amounts and types have been delivered; instructs inmates in transporting supplies to proper areas for storage.
   

Under direction, provides lead direction to the staff engaged in the full range of assigned duties related to the City’s water distribution and treatment systems, and the City’s Wastewater Treatment Plant Facility.

The Senior Utility Worker is the advanced journey-level classification in the Utility Worker series. Incumbents perform skilled duties in the operations and maintenance of the water distribution and treatment system, and plant operations and maintenance of the wastewater treatment plant and provide lead direction and training to assigned crews.

Receives direction from the Utilities Superintendent and/or higher-level staff. Exercises technical and functional supervision over lower-level utilities staff.

The Aging and Adult Services Division of San Mateo County Health is seeking a Deputy Public Guardian Conservatorship Investigator III (DPG). The position is on the Probate Conservatorship Investigation team and is the intake section of the San Mateo County Public Guardian program.

 

The team receives referrals from all sources, for individuals who are no longer able to make decisions for themselves due to a disabling condition other than mental health. The probate conservatorship investigators conduct a very involved inquiry into the individual's past and present life to prove to the court that there are no other alternatives to conservatorship that will allow the individual to continue to live independently in the community. Conservatorship is a very invasive process as it removes most of an individual's rights. Therefore, it is as a last resort that a petition for conservatorship is filed with the Superior Court.

 

The current vacancy is in the Aging and Adult Services Division located in San Mateo, but will drive to visit clients at various locations, attend meetings, and perform various duties of the position. This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.

DPG's have responsibility for managing estates and providing casework services. They administer complex property and litigation cases, prepare complex court reports and testify in Court as needed and may develop comprehensive care plans. DPG III's also provide lead direction and training to other deputies, serve as liaisons with specific County and State department and community agencies, handle those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services.

 

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years experience coordinating the care and managing the income and assets of frail elderly and gravely disabled persons.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

 

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.
• Ensure database security by preparing access and control policies and procedures and reviewing permissions on a regular basis.
• Install, configure, maintain, troubleshoot, and monitor City-wide telecommunications systems including voice and data communications infrastructure and equipment; set up and maintain user accounts, access groups, extensions, and voicemail boxes; troubleshoot system-wide outages.
• Work on systems and infrastructure conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users; coordinate project activities with IT Manager and IT staff, end users, and vendors.
• Maintain information on scheduled systems maintenance, including upgrades and outages.
• Respond to and resolve users’ inquiries and complaints and escalate problems or issues to vendor representatives as needed.
• Stay abreast of new trends and innovations in technology related to systems, network, server, and telecommunications; research, recommend, and evaluate vendor solutions and technologies; implement improvements upon approval.
• Serve as a Disaster Service Worker, as required.
