ABOUT THE POSITION
The City of Gilroy is currently recruiting a full-time Senior Civil Engineer for our brand new recently implemented Utilities Department. In this exciting opportunity the Senior Civil Engineer is poised to play a significant role in designing, implementing, and optimizing utility systems to ensure reliability, efficiency, and sustainability. The Senior Civil Engineer will help establish utility engineering standards, protocols, and infrastructure as it relates to water and wastewater for the City of Gilroy. The Senior Civil Engineer will work under the direction of the Utilities Director and will manage, review, and perform duties relative to Utility Engineering and construction activities, supervise assigned employees, will direct and perform complex professional-level field and office engineering assignments, and play an important part in making a real-world difference in the community. A variety of Utility projects involve design, development, and construction of projects; therefore, exceptional project management skills are imperative to be successful in this role. You will collaborate with multidisciplinary teams to develop innovative solutions that address complex challenges, so your expertise and leadership will be instrumental in driving our projects to success. Additionally, the Senior Civil Engineer will manage assigned staff and consultants and assist with budgeting tasks. Valley Water is seeking a highly skilled and motivated individual to fill the Strategic Programs Administrator position within the Office of Integrated Water Management reporting to the Assistant Chief Executive Officer. The Strategic Programs Administrator serves as a strategic right-hand to the Assistant CEO helping to develop and maintain key agency-wide processes and procedures and oversee strategic projects and special initiatives. The ideal candidate will possess a unique blend of expertise in project management, financial analysis, and policy development. The position works closely with the Chief of Staff to the Chief Executive Officer and will regularly coordinate with the senior leadership team. Overview:
The Associate Electrical Engineer will support the 24 x 7 continuous Water Utility raw, treated, and purified water operations, capital improvement projects, annual maintenance work plan, and asset management plans. They will be responsible for the planning, design, development, implementation, modification, installation, and maintenance of the Water Utility's critical electrical distribution systems in the area of water pumping, conveyance and treatment while ensuring work quality and adherence to professional codes, standards, and Valley Water specifications.
 
Raw water delivery operations depend on the reliable supply of electrical power for ensuring delivery of water-to-water treatment facilities, streams, and our customers. Water treatment and treated water delivery operations depend on the reliable supply of electrical power for ensuring delivery of safe, clean water to our customers in the Silicon Valley.

Key Responsibilities include, but are not limited to:
As a member of the Utility Electrical and Control Systems Engineering team:

• Plan, organize, schedule, assign, review, supervise and evaluate the work of assigned staff.
• Serve as a technical resource in electrical engineering including formulating projects, assessing program effectiveness, and analyzing a variety of unusual conditions, problems, or questions; oversee quality assurance and quality control activities within field/specialty of engineering.
• Conduct engineering studies, investigations, and analyses, such as conditional assessments, feasibility reports, event incident/root cause analysis reports, and engineering evaluations in support of a planned project/improvement, system deficiencies, non-code compliant conditions, and electrical system and process anomalies.
• Prepare electrical engineering schematics, specifications, drawings, wiring diagrams, power, lighting, and floor plans, conduit and wire schedules, electrical details, and other supporting documentation for commercial and industrial applications; perform economic and financial analysis of projects; provide cost estimates and cost benefit analysis for comparison; review and comment on drawings, plans, and other work submitted by external consultants, engineers, contractors, and developers for conformance with current standards.
• Identify and report electrical deficiencies and safety issues; investigate and create root cause analysis from electrical system reports; interview operations and maintenance staff and conduct field observations and inspections; develop recommendations to mitigate electrical disturbances, outages, and abnormalities; lead or assist in resolving deficiencies and safety issues.
• May grow into a supervisory role to plan, organize, schedule, assign, review, supervise and evaluate the work of assigned staff.

Ideal Experience:

• Strong academic background, with four (4) years of experience in planning, designing, developing, implementing, modifying, installing, and/or maintaining electrical power system projects. 
• Design, installation and troubleshooting experience in electrical power systems within an industrial plant/facilities environment.
• Bachelor's degree in electrical engineering (ABET accredited college/university). 
• Experience with a diverse set of projects, ranging from researching electrical and hardware components to troubleshooting and repairing existing electrical systems, is a plus.
• Experience in working with potential vendors with adequate information for bids working with potential vendors and evaluating bids preferred.

Ideal Skills and Abilities:

• Strong base of both technical and project skills, including ability to communicate in person and in writing and maintain positive and effective relationships in a team environment.
• Prepare and review electrical engineering designs, drawings, specifications, and other engineering project documentation.

• Conduct factory testing and field testing/startup of industrial electrical systems hardware and software.

• Troubleshooting and repairing existing electrical systems (both hardware and software).

• Developing technical policies and procedures and making recommendations for changes and improvements to existing standards and procedures.

Ideal Knowledge:

• Operations, services, and activities of an industrial electrical system including electronic and electrical systems in water production, treatment, and distribution.

• Knowledge of electrical standards (NFPA, NEC, NETA), electrical software tools (SKM, SPM/PME, SKF tester)
• Principles and practices of project scheduling, management, and budgeting.

Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in electrical engineering.

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional electrical engineering experience.

The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position: 

The Utility Crew Supervisor is a lead supervisory classification in the Water and Sewer Utility Department. An incumbent in this classification is responsible for performing the most difficult and responsible technical duties and supervising the work of an assigned crew in a specialty area such as water construction and maintenance, water meter testing and maintenance, and sewer system maintenance. The Utility Crew Supervisor is distinguished from the Assistant Water Superintendent in that the latter is responsible for overseeing a Program in the Water Construction, Maintenance, and Operations Division.

License/Certifications: 

• A valid Water Distribution System Operator Certificate (Grade D-2 or above) issued by the California Department of Health Services is required at time of application and for the duration of employment.
• A valid California Class C driver's license is required at time of appointment and for the duration of employment.

The following are required when assigned to the water construction and maintenance or sewer system maintenance specialties:

• A valid California Class A or B Commercial driver's license is required at time of application and for the duration of employment.
• A valid Collection System Maintenance Certificate (Grade 2 or above) issued by the California Water Environment Association is required within twelve (12) months of appointment and for the duration of employment.

The following is required when assigned to the water meter testing and maintenance specialty:

• A valid Backflow Prevention Tester Certificate issued by the California-Nevada Section of the American Water Works Association or the Foundation for Cross Connection Control and Hydraulic Research is required within twelve (12) months of appointment and for the duration of employment.

Desirable Qualifications: 

Depending on position assignment, qualifying experience may be required in one of the following specialty areas: water construction and maintenance, water meter testing and maintenance, or sewer system maintenance.

• May be required to work unusual hours in emergency situations and to be available on an "on-call" basis as assigned.

• One (1) year of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting);
• Experience with electronic spreadsheet and word processing programs; and
• Ten-key by touch.

Acceptable Substitution: 

• Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.  (There is no substitution allowed for the requirement for six (6) semester units or nine (9) quarter units in Accounting or Bookkeeping.)
• A Bachelor's Degree may be substituted for one (1) year of work experience in Finance/Accounting.

Desirable Qualifications: 

• Experience with on-line financial and/or payroll systems;
• Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Accounting Technician II

DESCRIPTION/RESPONSIBILITIES:

The Department is committed to treating all of San Jose's diverse community members with dignity, fairness, and respect, while protecting their rights and providing equal protection under the law.The San Jose Police Department is seeking a Division Manager for the Operations Support Services Division (OSSD) of the department. OSSD is comprised of approximately 89 employees, with a budget of approximately $9.4 million dollars. The OSSD Division Manager is an essential position within the Police Department and reports directly to the Captain of Bureau of Administration (BOA).

BOA and the OSSD operate and maintain critical systems in support of public safety on a 24/7 basis. The primary purpose of OSSD is to manage and maintain local, state and federal databases in order to assist in the identification, apprehension and prosecution of criminal offenders and to ensure officer and public safety. The Division is divided into five units, which include: Vehicle Records Unit, Report Processing Unit, Warrants Unit, Services & Communications Unit, and Fingerprints.

     * The Vehicle Records Unit processes all reports and calls related to stolen, recovered, impounded, private property towed, and repossessed vehicles. The Unit enters and updates data in all local, state, and national databases. Duties include coordinating with investigative units on the release of vehicles held for investigation or as evidence of crime.

     * The Report Processing Unit processes all incoming reports and provides a variety of services to the public, officers, and other government and law enforcement agencies.

     * The Warrants Unit processes all warrants. Duties include 24/7 "hit confirmation" for officers and other agencies checking the status of warrants, sending warrant abstracts to arresting agencies, managing "due diligence" documentation, purging expired warrants, updating local, state, and national databases, and providing services to members of the public who "self-surrender". This Unit is also responsible for processing traffic citations.

     * The Services & Communications Unit provides a variety of services to officers, other agencies and the members of the public. Services include data retrieval, requests for copies of reports, background requests and Clearance Letters for Visa & Immigration purposes. The Unit also processes subpoenas for records and Public Records requests. Duties include entries and updates of firearms and property in all local, state and national databases.

     * The Fingerprint Unit processes all "non-custodial" bookings and registrants. This Unit is also responsible for managing local, state, and national databases for all criminal citations.

This position will oversee OSSD and related issues in support of the Police Department's mission. The OSSD Division Manager will work closely with the Communications and Systems Development Division Managers and must possess strong leadership, decision-making, and collaborative skills. The Division Manager will take a critical role in developing a cohesive work environment and change management for the future.

The Division Manager will set division policy related to OSSD protocol and will ensure workforce productivity through effective interpersonal skills and adherence to instituted procedures. The Division Manager will supervise shift managers, assign and prioritize staff work, evaluate the performance of mid-level managers, act as the Custodian of Record for most records retained in the department, coordinate the release of Public Records Acts requests, and monitor the evaluation process for all of the Division employees.

The Division Manager will be responsible for preparing, administering and managing the Division budget. This will include drafting purchasing documents and maintenance of contracts. This will be accomplished by negotiating contracts, scheduling vendors and requesting services. The Division Manager will be responsible for holding contractors accountable in an expeditious and efficient manner. Additionally, the Division manager will be responsible for authorizing expenditures in compliance with City protocols and that the division budget is kept within the appropriate authorizations.

The Division Manager will oversee the management of all aspects of policy related to the Division's operation. This includes management of the Division's access to local, regional, state and nationwide databases such as the Records Management System (RMS), California Law Enforcement Telecommunications (CLETS), Sheriff's Law Enforcement Telecommunications (SLETS), National Crime Information Center (NCIC) and Criminal Justice Information Control (CJIC) systems.

The Division Manager will prepare and present Department reports for Senior Management and City Council. This will include preparing Annual Performance Plans and Quarterly Program Management Reports that encompass measures, accomplishments and needs of the Division.

The salary range for this classification is $131,187 to $207,658 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

- Reviews and interprets Federal, State, and local mandates and departmental policies and procedures. Including participating in both DOJ and FBI audits -As the Custodian of Record appear in court.

-The division operates 24 hours a day, 365 days of the year including holidays. As such, the Division Manager must be available via telephone at all times. This position will require the employee to work 5 days a week and may be scheduled to work evenings, nights and/or weekends.

The Sr. Information Systems Analyst is responsible for advanced networking and server virtualization in both our Corporate and Scada (Industrial) networks. They are expected to have advanced analytical/problem solving skills, perform highly complex configurations, extensive experience in advanced networking/server deployments, IT SCADA (Supervisory Control and Data Acquisition), Cybersecurity experience, SaaS deployments, and PaaS deployments. Key Responsibilities include, but are not limited to:

• Test, implement, and maintain highly complex configurations/gear for core network switches, routers, firewalls, PaaS, and monitoring devices.
• Test, implement, and maintain highly complex configurations/gear for virtualized, physical servers, and SaaS environments.
